Defesa: Curitiba, 01/12/2014 / Inclui referacias : f. 148-153 / Resumo: Esta dissertação trata sobre políticas públicas voltadas para animais em Curitiba (PR). A partir de um enfoque nas rotinas do Departamento de Pesquisa e Conservação da Fauna buscou-se conhecer os modos através dos quais esta instituição municipal, vinculada à Secretaria Municipal do Meio Ambiente, executa políticas para animais e para pessoas a partir da noção de proteção animal. Foi possível perceber que há uma catalogação que embasa a maneira como os animais são concebidos pelo poder público municipal, distinguidos entre domésticos e silvestres. A partir desta divisão mais geral, as políticas de proteção animal organizam animais e pessoas em diferentes localidades na cidade, permitindo que circulem ou não por determinados espaços, recebendo tratamentos específicos. Acompanhar o cotidiano do trabalho dos funcionários dessa instituição pública demonstrou como engajamentos pessoais e intervenções, muitas vezes criativas, na condução das rotinas diárias, bem como as relações estabelecidas com diferentes animais imprimem particularidades nos modos como as políticas são pensadas e implementadas. Há, portanto, um espaço para a modulação das políticas públicas, conferindo a elas aspectos característicos, o que contraria a ideia de automatismo e indiferença, associada à teoria weberiana a respeito das burocracias estatais. Palavras-chave: Estado; Políticas públicas; Animais. / Abstract: This dissertation deals with public policies for animals in Curitiba (PR). From a focus on routines of the Department of Research and Conservation of Fauna we sought to understand the ways in which this municipal institution, linked to the Municipal Department of the Environment, implements policies for animals and for people from the animal protection concept. It could be observed that there is a catalog that supports the way animals are designed by the municipal government, distinguished between domestic and wild. From this more general division, animal protection policies organize animals and people in different locations in the city, allowing moved or not by certain areas, receiving specific treatments. Follow the daily work of the employees of this public institution, it demonstrated how personal commitments and interventions, often creative, in the conduct of daily routines as well as the relationships established with different animal print particularities in the ways policies are designed and implemented. There is therefore a space for modulation of public policies, giving them characteristic features, which contradicts the idea of automatism and indifference, coupled with the Weberian theory about the state bureaucracies.
