Enskilda avlopp i Nordmalings kommun : Utvärdering av faktorer vid prioritering av inventeringsområden och krav på enskilda avlopp

Individual Sewers in Nordmalings Municipality – Evaluation of Factors when Prioritizing Inventory Areas and Demands of Individual Sewers The purpose of this study was to examine what to consider when prioritising inventory areas for individual sewers, as well as how an inventory should be initiated in Nordmalings municipality. The information was gathered by studying legislation, documents by government agencies, maps and by conducting a questionnaire survey. The study showed that the demands on individual sewers must be separately determined in every individual case. Sewer system shall have further wastewater treatment than only septic tanks, for example an infiltration plant. The demands should be determined by the protection level of the Environmental Protection Agency's guidelines (NFS 2006:7) for small sewage systems for domestic wastewater. The areas demanding a high level of protection are sensitive to emissions from individual sewers. Such areas can for example be Natura 2000, bathing places and water that is sensitive to eutrophication. The questionnaire was sent to 85 property owners and 64 of them responded. The majority of the ones with permanent housing had septic tanks (90.5 %) and an infiltration plant (60.0 %). The questionnaire indicated that the majority of the individual sewers were acceptable but that a significant part may have serious flaws. Prioritisation of inventory areas can be based on the areas that need high level of protection. Based on these results, coastal areas in Nordmalings municipality should be prioritised for an inventory of individual sewers.

<p>In Sweden, the eutrophication of lakes, water courses and the coastal areas is considered the major threat to aquatic ecosystems and therefore actions taken to reduce the nutrient load to aquatic system including the Baltic Sea has high priority. There are many different sources of phosphorous and nitrogen and domestic wastewater is one contributing factor to the high load. Especially waste water from households that is not connected to municipal sewage treatment or a local small scale plant with appropriate nutrient removal efficiency is considered a problem. These types of households are quite common in rural areas in Sweden and in areas where summer houses has been converted to permanent living. Swedish legislation now permit the municipalities to decide in which areas within the municipality higher demands of the local small scale treatment facility should be met by the households (i.e. high protection level) and where it is acceptable with a less efficient treatment facility (i.e. normal protection level). In this study, using the Swedish legislation, Swedish Environmental goals and simple Hazard Assessment Schemes a proposal for how these protection levels could be used in the municipal of Köping, one of the municipals with water courses entering Lake Mälaren, the 4<sup>th</sup> biggest lake in Sweden and with large problems with eutrophication will be presented.</p> / <p>Övergödning i hav, sjöar och vattendrag är ett stort miljöproblem världen över. Enskilda avlopp som ej har tillfredställande rening släpper ut fosfor och kväve som medverkar till övergödning och kan vara ett hälsoproblem. De inre delarna av Mälaren är starkt påverkade av övergödning. Detta medför problem då sjön används som dricksvattentäkt till ungefär 1,5 miljoner människor. Köpings kommun ligger vid Mälarens innersta vik, Galten. Två stora vattendrag rinner genom kommunen och mynnar ut i sjön. Det är därför av vikt att Köpings kommun prioriterar arbetet med enskilda avlopp. Lagstiftning finns så att kommunerna kan bestämma om normal eller hög skyddsnivå ska råda inom ett område. För att underlätta för de berörda parterna vid bedömning av enskilda avlopp och vilken teknik som är lämplig kan normal och hög skyddsnivå bestämmas. För att god status ska uppnås och övergödningsproblematiken minska bör hög skyddsnivå gälla för hela Köpings kommun.</p>

Compliance achievement and assurance of processes and services with regulatory requirements, standards, and business requirements becomes an actual task that should be resolved already in the stage of information systems design and implementation. If the particular business process or business service is supported with an IT system, then the compliance assurance relates also to this supporting system. This dissertation thesis presents the concept of continual compliance management in service oriented systems with a special focus on application of advanced process automation tools. The aim of this thesis was design of methods and procedures for reliability and credibility of business processes both internally in single domain, and in case of business process outsourcing including iterated and/or dynamic outsourcing i.e. in multi-domain environment with a special emphasis on automation level maximization. Particular process and/or service is considered to be reliable and credible if we are able to prove its compliance with the defined requirements in a trusted way. The first part of this thesis is dedicated to traditional methods for compliance achievement and assurance as a basis and inspiration for methods based on high level of automation. The second part of this thesis presents the concept of design, implementation and verification of compliance in service oriented systems. It introduces the terms of ideal target process, Key Assurance Indicator (KAI) and Key Security Indicator (KSA). For multi-domain environment there is the concept of Protection Level Agreement (PLA). This part also covers a new method of business process analysis designed for their automation as well as a concept of business rules design, testing and automation integration. The third part named Conceptual Model of Compliance Assurance in BPMS and Service Oriented Systems Environment brings a method inspired by well-known Deming Cycle (Plan, Do, Check, Act), description of the notations selected for compliance algorithm and target process modelling, and first of all the compliance algorithm design. This concept is demonstrated on two case studies of real business processes analyzed in Hospital San Raffaele in Milan, Italy. First of them is an internal business process regulated by regional law, the second study is an example of compliance with business requirement achievement and assurance in multi-domain environment of iterated dynamic outsourcing. These case studies were verified by simulation with subject matter experts and business process activities performers of the hospital personnel.
