Variables affecting the success of older applicants for employment in a public organization: an age-cued cognitive model of administrative decision making

The dissertation takes a multivariate approach to answer the question of how applicant age, after controlling for other variables, affects employment success in a public organization. In addition to applicant age, there are five other categories of variables examined: organization/applicant variables describing the relationship of the applicant to the organization; organization/position variables describing the target position as it relates to the organization; episodic variables such as applicant age relative to the ages of competing applicants; economic variables relating to the salary needs of older applicants; and cognitive variables that may affect the decision maker's evaluation of the applicant. An exploratory phase of research employs archival data from approximately 500 decisions made in the past three years to hire or promote applicants for positions in one public health administration organization. A logit regression model is employed to examine the probability that the variables modify the effect of applicant age on employment success. A confirmatory phase of the dissertation is a controlled experiment in which hiring decision makers from the same public organization perform a simulated hiring decision exercise to evaluate hypothetical applicants of similar qualifications but of different ages. The responses of the decision makers to a series of bipolar adjective scales add support to the cognitive component of the theoretical model of the hiring decision. A final section contains information gathered from interviews with key informants. Applicant age has tended to have a curvilinear relationship with employment success. For some positions, the mean age of the applicants most likely to succeed varies with the values of the five groups of moderating variables. The research contributes not only to the practice of public personnel administration, but is useful in examining larger public policy issues associated with an aging workforce.

The impact of the Miami Cuban exile's political culture on the 1996 fiscal crisis of the City of Miami

The purpose of this study was to determine if the political culture of the Miami Cuban exile community was a significant factor in creating the environment that led to the 1996 fiscal crisis of the City of Miami. The study performed an ethnographic case study that utilized a triangulation strategy which included both qualitative and quantitative methods. Focus groups were conducted to ascertain qualitative and quantitative data as to differences among ethnic and generational groups regarding notions of governance, public administration practices, and overall political values and core beliefs. Quantitative data was obtained through a five year and seven month review of newspaper articles from two periodicals based in Miami-Dade County. A review was also conducted of secondary data in audit and management reports, blue ribbon commission studies, Certified Public Manager (CPM) enrollment, and legal case decisions to examine the administrative practices of the City of Miami leading up to and subsequent to its fiscal crisis. The study found that a political subculture of caudillismo was present in Cuban exile core areas of Miami that appears to have had an influence on the administrative practices and notions of governance that led to the fiscal crisis. The author concludes that an imported foreign political culture has imposed itself as a subculture in core areas of the exile community and that the operationalization of this subculture has manifested itself in non-mainstream notions of governance and public administration practices.

Exploring Deliberation and Participation: Tribal Membership Meetings under Indian Reorganization Act Constitutions

Based on a review of one tribal government's strong membership powers exercised in General Tribal Council (GTC) meetings, tribal leaders do not analyze or review the activities in those meetings on an ongoing basis to determine where or if improvements are needed or are effective when implemented. The purpose of this study was to bridge the gap in empirical studies and to identify a process by which tribes can review GTC meetings to implement continuous improvements. Based on the tenets of Habermas' deliberative democracy framework, this qualitative study used the Discourse Quality Index (DQI) to determine the level of participation and deliberation occurring in membership meetings. Through a content analysis of transcripts from a year of GTC meetings of a single tribe, findings provided insight on speaker interruptions, reasons underlying opinions, respect given to others, and community-based decisions. The findings also identified that GTC meetings score high in all elements except regarding respect for others. By focusing on improvements in deliberative forums, Tribal leaders can create a more inviting atmosphere to individuals to speak, improve community networking, and increase levels of respect for others. Implications for social change are the development of meetings that improve over time, resulting in the generation of a greater range of solutions to public issues and creation of networking relationships as members hear other solutions and positions.

Public Safety Directors' Leadership Role for the Implementation of the National Incident Management System

The National Incident Management System (NIMS) is the result of Homeland Security Presidential Directive 5 (HSPD-5). NIMS requires the Secretary of Homeland Security to develop a national policy template for state, local, regional, and federal agencies to work together during emergencies. One difficulty with NIMS is that state and local agencies interpret and implement NIMS requirements differently. Using Lusier & Achua's theory of integrative leadership and Burns, Bass, Kouzes, and Posner's concept of transformational leadership, this study examined the relationship between the leadership provided by city public safety directors (CPSDs) and effective NIMS implementation at the local level. Two research questions were posed to determine if education, experience, leadership, competency, or knowledge of their position, impacted the required NIMS implementation. The Delphi technique was used to develop 30 survey statements that formed the basis for a survey of 25 CPSDs in a Midwestern state. Data were analyzed using chi-square as a test of association. Results indicated that NIMS knowledge is inconsistent among CPSDs, the cause of which is likely lack of training in NIMS emergency response requirements and not lack of knowledge about leadership styles or techniques. Therefore, the conclusion of this study is that CPSDs have the leadership skills required to lead emergency management organizations, but may lack the specific technical skills related to implementing the NIMS requirements. The results of this study could promote positive social change in NIMS implementation by helping decision-makers to creating training opportunities related to NIMS implementation and to allocate resources more appropriately to protect people from natural and human catastrophic events.

The Impact of Board Capital and Servant Leadership on Board Effectiveness: A Study of Florida Community Foundations

Community foundations have considerable potential for positive social change in the communities they serve yet are understudied in nonprofit management and leadership literature. Recently, community foundations have become one of the largest avenues of organized philanthropy. The boards of community foundations frequently consist of a different composition of members than other nonprofit organizations, making a focus on individual characteristics of board members a worthwhile area of study. This exploratory study considers board capital through human capital, structural capital, and social capital and the impact this has on board effectiveness. In addition, it considers the impact of servant leadership on board effectiveness. The purpose of the study is to assess capital and leadership factors of community foundation board members and examine their influence on perceived board effectiveness. Based on survey data from 71 community foundation board members and executive directors representing 13 different community foundations associated with the Florida Philanthropic Network, the dissertation uses ordinal regression to test hypotheses. Additional data was also collected with follow up focus groups. The study finds that board capital, measured by human capital, structural capital, and social capital, as well as servant leadership, do play a factor in board effectiveness. Further, community foundation boards in the survey population are highly effective, and have unique attributes that make them distinct from other types of nonprofit boards. Follow up focus groups suggested that, although board members define board effectiveness in a number of ways, boards are creating social change within their communities in different ways. Findings have potential for significant insight on an important segment of nonprofit sector organizations, particularly for strengthening communities through philanthropy.

Patient Violence and Aggression in Non-Institutional Health Care Settings: Predictors of Reporting By Healthcare Providers

This dissertation is conducted to examine the factors which contribute to the reporting of incidents of violence or aggression perpetrated by patients against health care providers in non-institutional health care settings. With a theoretical foundation grounded in community science, applying stress theory, broken windows theory and the theory of reasoned action, the following cross sectional study examines the contribution of characteristics of the healthcare provider, characteristics of the patient perpetrator and the form of violence to the providers' reporting or failing to report incidents. A self-administered survey was disseminated to a sample of non-institutional healthcare providers to test the research hypotheses about variables associated with reporting of incidents. The final sample size included 218 respondents, of which 213 met inclusion criteria for the study. 79.4% (N=169) of respondents had experienced at least one form of patient violence or aggression and were thus eligible for inclusion in the statistical analysis. The collected data was then analyzed through use of logistic regression to determine the contribution of each variable and the relative impact on the dependent variable of incident reporting. Findings indicated that there is a statistically significant contribution of the form of abuse, specifically verbal abuse in comparison to sexual abuse, to incident reporting. Specifically, the odds of reporting abuse are four times higher among individuals experiencing verbal abuse in contrast to providers subjected to patient-perpetrated sexual abuse.
