IMPLEMENTING INTEGRATED STRATEGIC PLANS IN FREE STATE MUNICIPALITIES

Local government in South Africa forms part of an overall state system also consisting of national and provincial government. Together their main objective is to promote the general welfare of the populace through service delivery and development initiatives. For the purpose of delivering services and promoting development local government is of significant importance as it is the state agency that citizens firstly come into contact with. The local sphere of government has undergone fundamental transformation, both from a political and structural point of view. In addition to local government becoming democratic structures in line with the overall democratisation of South Africa, the approach to and actual municipal structures also changed dramatically. Municipalities, the organisational units of local government, have the task of pursuing the ânewâ goals of local government within this changed environment. One of the significant changes that have been introduced into municipal management is the utilisation of an integrated strategic approach to organisational planning. This has been facilitated by legislative reform that provides for municipalities to compile integrated development plans (IDPs) and utilise it, together with budgets and performance management systems, to promote service delivery and development in their areas of jurisdiction. Therefore reference to the term integrated strategic planning. The introduction of this new system has, however, not been flawless with dissatisfaction about the service levels of municipalities being expressed through negative reporting on municipal performance from a variety of public role-players as well as through local communities illustrating their dissatisfaction through protest action. A critical question therefore revolved around why there was such a high degree of dissatisfaction with municipal services, in spite of legislative provisions for improved municipal planning. This thesis therefore explored the implementation of integrated strategic plans in Free State municipalities in order to ascertain what the typical factors were that contributed to the inability of municipalities to implement such plans. Recommendation were furthermore provided, based on empirical and literature research on the issue with the view of improving the status quo, not only in the Free State, but in South Africa as a whole.

Využití času manažerů ve státní správě / Usage of manager´s time in public administration

The aim of this diploma thesis was to assess the use of manager´s time and to suggest changes that would lead to make their work more efficient. It focuses on managers working in the public sphere. Following offices were chosen to take part in the research: Revenue Authority for South Bohemian Region - Territorial Departement in České Budějovice and Regional Authority of South Bohemian Region. The main topic of this work is time management which is extremely important nowadays. Twenty managers were asked to take part in the research, ten from each office. Questionnaire survey was the basic tool used to collect information about their time management. They were also interviewed afterwards to specify some information from the questionnaires more deeply. It was discovered that most of the respondents have no experience with the time management in general. The lack of such experience brings many problems of course and the managers fight with the difficulties of time planning very often. On the basis of those facts, some changes were proposed, that could lead to more efficient work.

Práce se snaží reagovat na aktuální otázku, týkající se modernizace veřejné správy a s ní spojenou aplikaci metod managementu kvality ve veřejné správě. Zvláštní pozornost je věnována Modelu CAF (Common Assessment Framework), který byl vyvinut jako nástroj sebehodnocení speciálně pro veřejný sektor. V České republice byl tento model doposud aplikován především na úrovni samosprávných a ústředních správních úřadů. Vzhledem k možnosti implementovat tento model v nejrůznějších částech veřejného sektoru, se práce snaží upozornit na vhodnost využití Modelu CAF i v oblasti vzdělávání. Pro jeho snazší aplikaci ve školách jsou uvedeny i praktické příklady důkazů, které jsou důležitým podkladem pro hodnocení v Modelu.

Project management has shown to be a critical component to any organization success, as the projects are directly related to a set of activities resulting into organizational innovations such as products, services and processes; and its improvement is directly aligned with the strategic management. Methodologically, this paperwork uses both a quantitative and qualitative approach that will be applied to the coordinators, sub-coordinators, and directors of the Regional Offices of the State Department of Taxation. In the theoretical reference it is about the public management and analyzes the strategic management in contemporary public administration. Presents the maturity in project management is by discussing the main models: CMM, Capability Maturity Model; PMMM, Project Management Maturity Model; OPM3, Organization Project Maturity Model and the Prado-MMGP, Modelo de Maturidade em Gerenciamento de Projetos. From this analysis, considering attributes as an aid in taking strategic positioning, access to the model, possibility of benchmarking and continuous improvement, the Prado-MMGP model was the most appropriate for this research process. It has been proved that the State Department of Taxation shows a very low project management maturity level. Regarding the acceptance of the maturity dimensions by the State Department, it is still in an early developmental stage, as one of the dimensions showed a poor performance while the rest showed a regular one. In contrast with similar organizations, the maturity results have shown to be below the national average. The maturity assessment enables in the institution the implementation of a plan for institutional growth with the creation of sector strategic and project management / O presente estudo objetiva mensurar a maturidade no gerenciamento de projetos na Secretaria de Tributa??o do Rio Grande do Norte. A gest?o de projetos tem se evidenciado como um fator cr?tico para o sucesso de qualquer organiza??o, pois este diretamente relacionado ao conjunto de atividades que resultam em inova??es organizacionais como produtos, servi?os e processos e que a melhoria da gest?o de projetos se encontra diretamente alinhada com a gest?o estrat?gica. Metodologicamente, trata-se de uma pesquisa de natureza quantitativa de car?ter descritivo que foi aplicada entre os coordenadores, subcoordenadores e diretores de Unidades Regionais de Tributa??o da Secretaria de Tributa??o. No referencial te?rico trata-se da gest?o p?blica e analisa-se a gest?o estrat?gica no contexto da administra??o p?blica contempor?nea. Apresenta-se a maturidade na gest?o de projetos discutindo-se os principais modelos: CMM, Capability Maturity Model; PMMM, Project Management Maturity Model; OPM3, Organization Project Maturity Model e Prado-MMGP, Modelo de Maturidade em Gerenciamento de Projetos. Řízení městských organizací / management of state-funded institution

This thesis is focused on mapping control processes in a state-funded institution. In the theoretical part, concepts related to the issues of cities and state-funded institution are explained. Smart Administration strategy is discussed as well as principles of processes, process management and modeling necessary for understanding the practical part of this thesis. The practical part contains research on the state of process management in cities with 5000 to 20000 citizens in relation to state-funded institution. It was discovered that surveyed cities are not very interested in the topic and lack process management completely in most cases, despite the possibility of EU subsidies for these projects. Based on the survey, a process map was created from which certain processes were selected, described and modeled. This blue-print should help employees of municipalities to orientate in performed processes and make them more efficient. ATTIS software, developed by ATTN Consulting, s.r.o., was used for modeling processes in this thesis

The Thesis analyses modern trends in the management of Public Administration in Czech Republic. The reforms and changes in Public Administration are supported by the implementation of management tools and tools focused on quality of Administration. These tools, including elements of corporate governance and some principles of private sector market, aims to improve and make the Public Service more effective. New Public Management (NPM) can be considered as a general name for the tools and for the concept of the Management of Public Administration, in particular meaning the principles of Process Management, the Balanced Scorecard (BSC), Benchmarking, the Common Assessment Framework and other methods and tools based on the models of TQM and EFQM. The practical part of the thesis contains the surveys and evaluation of the efficiency of the above mentioned models by the Regional Authority and selected municipalities, including their strengthts and weaknesses.

This diploma thesis deals with the topic of strategic management and planning at the central level of public administration of the Czech Republic, where the dominant attention is paid to two ministries, namely the Ministry of Regional Development and the Ministry of the Interior. The main aim of the thesis is to identify the current condition of strategic management and planning of both chosen ministries, based on secondary data analysis and semi-structured interviews with ministerial officials and public administration experts. The focal point of the research is concentrated on the analysis of the capacity (availability) of these ministries in the field of development and strengthening of strategic management and planning in public administration. Attention is also paid to specific obstacles to the performance of strategic activity of both ministries. For this purpose, is conducted a qualitative analysis, which in this context gradually focuses on both examined cases. Based on the findings and analysis of the current situation, the partial intention of the diploma thesis is dedicated to theoretical and practical recommendations and assumptions concerning the strategic governance of the Czech Republic.
