No. of bitstreams: 0 Previous issue date: 2009 / A Plataforma SIGA - Sistema de Gerenciamento Acadêmico da FIOCRUZ foi implantada em 2004 nos programas de pós-graduação stricto sensu oferecidos pelas Unidades Técnico-Científicas da FIOCRUZ com o objetivo de informatizar os processos relacionados à gestão acadêmica e administrativa dos respectivos programas, com base em levantamentos realizados e nas normas vigentes nas Unidades. Foi projetada com as seguintes finalidades: 1) permitir o acesso dos públicos interno e externo à informações relativas aos cursos oferecidos e às disciplinas ministradas na Instituição; 2) proporcionar agilidade no trabalho das secretarias; 3) fornecer fidedignidade das informações às demandas referentes aos alunos matriculados e aos egressos; e 4) oferecer informações de interesse de alunos, professores, coordenadores e demais profissionais, como conceito, ementa, carga horária, docentes, orientadores, além do serviço de inscrição on line de candidatos aos cursos. Esperava-se que o referido sistema pudesse contribuir para o aprimoramento da gestão acadêmica, fornecendo aos seus usuários internos e externos subsídios para o planejamento, controle, tomada de decisão, avaliação e pesquisa, de acordo com o interesse específico de cada ator envolvido na condução de um curso de pós-graduação. Contudo, passado o seu período de implantação, é possível identificar que a Plataforma SIGA não atende aos objetivos institucionais nem apresenta resultados satisfatórios em termos de monitoramento e acompanhamento de gerenciamento acadêmico. O presente estudo analisa a Plataforma SIGA frente às necessidades de gestão acadêmico-administrativa do Curso de Mestrado em Saúde Pública da ENSP. A pesquisa consistiu em: 1) mapeamento dos fluxos relacionados ao acompanhamento do candidato e futuro aluno; 2) mapeamento dos problemas identificados pelo Grupo de Trabalho durante as reuniões com as unidades envolvidas no estudo; 3) revisão dos fluxos de trabalho envolvendo as rotinas de trabalho da Secretaria Acadêmica; e 4) análise dos problemas e das limitações da Plataforma SIGA através da síntese das discussões sobre a mesma, com vistas a atender demandas institucionais. Os resultados do estudo indicam a limitação da Plataforma SIGA no que diz respeito à complexidade do Programa de Pós-Graduação Stricto Sensu em Saúde Pública. Os produtos deste trabalho representarão uma importante contribuição para a gestão acadêmica da FIOCRUZ. / Deployed in 2004 in the stricto sensu graduate programs offered by the Scientifical- Technical Units of FIOCRUZ, the SIGA - Sistema de Gerenciamento Acadêmico da FIOCRUZ (Academic Management System of FIOCRUZ) – Platform aimed to install a computerized system on the processes belonging to the academic and administrative management of their respective programs, based on surveys and on the effective standards of the Units. The SIGA Platform was designed with the following goals: 1) to allow public access, both internal and external, to the information concerning the offered courses and the disciplines taught in the Institution; 2) to optimize the work done by the secretariats; 3) to provide reliable information to the demands made both by enrolled and former students and 4) to provide interesting information to students, teachers, coordinators and other professionals, like concept, syllabus, time schedule, docents, thesis advisors, besides the online enrollment system to the prospective students of the courses. It was expected that the mentioned platform would contribute to the improvement of academic management, providing to its internal and external users means to the planning, controlling, decision taking, evaluation and research, according to the specific interests of each player involved in a graduate course. Nevertheless, after its deployment period, it is evident that the SIGA Platform neither complies with its institutional purposes nor presents the expected results in terms of the monitoring and following up the academic management. The present study analyses the SIGA Platform concerning the needs of the administrative academic management of the Master Degree in Public Health of the ENSP. The research was made up of: 1) mapping of the flows related to the following up of the prospective student; 2) mapping of the problems identified by the Workgroup during the meetings held with the units involved in the study; 3) review of the workflows concerning the work routines of the Academic Secretariat; and 4) analysis of the problems and the limits of the SIGA Platform by means of a summary of the debates about it, aiming to comply with the institutional demands. The study evidences the incompleteness of the SIGA Platform in relation to the complexities of the Stricto Sensu Graduate Program in Public Health. The results of this work will contribute in a significant way to the academic management of FIOCRUZ.
