Public Management Tshwane University of Technology 2008. / This research departed from the hypothesis that inadequacies in terms of finances, human resources and infrastructure are what impedes the smooth implementation of the decentrilisation process in Rwanda. This study attempts to identify how the process of decentralisation in Nyarugenge District took place, and what kind of impact different resources and infrastructure had on the process of decentralisation. The study reveals that Rwanda has long suffered impediments to its decentralisation process. Recommendations include improving the financial, human resources and infrastructure aspects.
