O estudo se desenvolve levantando dados que contribuam para conhecer a estrutura política e histórica dos três países para em seguida observar as políticas públicas que regem os planos nacionais do livro, leitura e biblioteca em curso. Os objetivos específicos buscam descrever o processo da construção e aplicação das políticas públicas registradas nos três planos, identificando indicadores que contribuem para a análise das políticas públicas estudadas, delineando as convergências e divergências socioculturais verificadas entre os três países latino-americanos. Trata-se de uma pesquisa qualitativa que transcorre por meio de um extenso levantamento bibliográfico e visitas a sites institucionais para dar vigor a investigação tendo a análise de conteúdo contribuído para melhor compreensão do objeto dessa investigação. A base teórica para a elaboração da pesquisa volta-se para o campo das Ciências Sociais Aplicadas, com ênfase no domínio da Ciência da Informação discutindo questões inerentes aos Regimes de Informação, agregando discussões sobre a BP, o livro e a leitura. Com o fito de melhor compreender as questões basilares da pesquisa desenvolvem-se estudos em torno de conceitos sobre a Cultura e Políticas Públicas. As convergências e divergências existentes nos três planos são destacadas a partir do levantamento de indicadores localizados nos planos. Os dados analisados contibuiram para o alcance dos resultados que expressam o paradigma contemporâneo da BP inserida no contexto social brasileiro. / ABSTRACT This doctoral thesis is aimed at identifying the social role of the Brazilian Public Library (BP), as well as comparing it to that of two Latin American countries, namely Chile and Colombia. The research was developed by gathering data which could contribute to understanding the political and historical structure of these three countries, followed by assessing the public policies that govern the national book, reading and library policies in place in such loci of research. Specific objectives revolved around describing the process of development and implementation of the public policies ascertained in these three plans, spotting indicators that allowed analyzing the public policies researched, outlining the social and cultural similarities and differences found when such three Latin American countries were compared. In keeping with the foregoing, this is a qualitative research that resorted to an extensive literature review and visits to institutional sites to support the study. In this sense, content analysis was a remarkably important tool used to further the understanding on the object of this research. The theoretical framework which based the conduction of this research was found in the field of Applied Social Science, chiefly Information Science, wherein it addresses issues connected to Information Regimes, especially literature about BP, book and reading. With the purpose of raising awareness on the central issues under study, research was carried out about the concepts of Culture and Public Policies. The similarities and differences among the three plans were ascertained through the survey of their particular indicators. Data analyzed contributed to accomplishing results that represent the contemporary scenario of BP from the Brazilian social standpoint.

The purpose of this study was to investigate the role of the Harare Public Library, Khayelitsha, in empowering Early Childhood Development Centres (crèches and nursery schools) in its community. The researcher focused on the relationships the library has with Early Childhood Development Centres in its community, and the non-profit organisation (NPO) providing educational services. It is argued that the provision of ECD will help reduce the cycle of poverty by strengthening the educational foundation of South Africa’s children. The main finding of the study is that strong relationships between libraries and other community stakeholders are critical in offering a better future for the children of disadvantaged communities.

A History of the Public Library Movement in Utah

The public library in Utah and its acceptance as a public institution is the subject of this thesis. For present purposes, public libraries will be defined as those open to all, those having general collections of books, and those which circulate their books among the public. This thesis does not treat church, school, college, industrial, medical, law, and special libraries, except as they functioned as public libraries. Most of Utah’s earliest public libraries were operated and supported by private individuals and organizations. As private support proved insufficient, however, cities and towns began to take up this responsibility. In the year of Utah’s statehood, tax support from cities became available for public libraries. Eventually counties, the state, and finally the federal government became involved in support for libraries. With financial support for libraries also came technical support and moral leadership, provided by various agencies. Private groups, including the Utah Library Association and other professional and service groups, as well as state agencies such as the state school board and, recently, the State Library Commission, have been instrumental in the development of Utah libraries. The role of philanthropists in Utah’s library history, and their impact, is also discussed.
