Vyhodnocení přínosů z projektu Evropského domu Králíky / Evaluation of the Contributions gained from the Project of European House Králíky

The objective of this thesis is to evaluate the benefits of the project implemented by the city Králíky and Králíky European House. The thesis is divided into two main parts. The first part is called "theoretical-methodological basis". It is focused on the analysis of public expenditure programs, program financing and analysis methods for their evaluation. In the practical part of the thesis describes the current situation of the Králíky area, then project Králíky European house. It is described in detail and subsequently evaluated in terms of benefits for the area.

The goal of the diploma thesis Evaluation of the effectiveness of public projects Cost Benefit Analysis is an application of obtained theoretical knowledge from analysis of costs and benefits on specific public project the construction of water supply and sewerage system in the city Kamenice. The introduction of the theoretical part begins with the definition of public sector, public finance, public project and describes methods of evaluation of public projects. In the next chapter of the theoretical part is dedicated in detail process of Cost Benefit Analysis. The practical part of thesis is about applying Cost Benefit analysis on a specific project from area of environment Kamenice: Water supply and sewerage system. On this real project will be analyzed the costs and benefits and after this analyse it will be possible to say if applicant held a methodology of CBA and if project is beneficial for public. The methods used in developing the topic of this diploma thesis is a literary review, descriptions, analysis, interviews, results of empirical investigations and an imperical synthesis of learned facts.

Analýza efektivnosti veřejných investic pomocí metody nákladů a přínosů / Analysis of the effectiveness of public investment using the method of costs and benefits (cost-benefit analysis)

Czech participation in the drawing from Structural Funds of the European Union brings with it the question of efficient use of these resources. The number of projects financed by European funds represents a significant part of the investment made in our country. Additionally, the pressure arising from the comparison of the effectiveness of private projects leads to the question of how to avoid unnecessary wastage. Authorities, considering redistribution, should have full-featured documents that are necessary foundations for proper negotiations. These documents also include a professionally processed cost-benefit analysis (aka CBA). The aim of this thesis is to apply theoretical knowledge on selected issues CBA assessing the effectiveness of public investment in a particular project the Czech Republic. The theoretical part will briefly summarizes current knowledge concerning the effectiveness of public investment, the methods used in their assessment, followed by description of the basic assumptions of CBA and propose a method of processing. In the practical part the project will be primarily introduced and then analyzed subsequent application of the design process with a focus on selected issues of investment efficiency evaluation. The ultimate result of the work should be high-quality data to investigate the appropriateness of the use of this method and the CBA based on data identifying effective or vice versa inefficient use of public funds.

E-government ve veřejné správě ČR / E-Government within Public Administration in the Czech Republic

The objective of the thesis is to analyze the current implementation of information and communication technologies in public administration in the Czech Republic and its development. The presented results come from my partial researches of this area, which I was doing in the whole course of my doctoral study. The thesis is divided into several parts. The first part deals with review of various e-Government definitions and its objectives identification as e-Government has already become an integral part of public administration transformation process. There are also discussed individual e-Government development stages within the broader context of information society development as well as in the context of connections created within the European Union. The second part of the thesis deals with two different points of view of e-Government. The first one includes separate components and institutes of e-Government such as an electronic signature, data mailboxes and contact points of public administration. The second point of view is based on projects. There are mentioned both state level projects such as the Portal of public administration, information system of data mailboxes, Czech POINT, basic registries of public administration and resort level projects as well as projects of particular authorities. Typical examples of regional and local level e-Government projects, which are provided by municipalities, are also included in this part. The third part of the thesis deals with legal, economic, social and regional aspects of e-Government. Indivisible part of this chapter is precise identification and description of constraints that limit implementation possibilities of information and communication technologies within the public administration. These constraints must not be understood as barriers that have to be overcome at any costs or as barriers restraining development of e-Government, but as borders of properly defined space, where the electronization of public administration should operate. Correct understanding of these constraints can help to decrease failure risk of e-Government projects. One of these constraints is legal framework, which I suppose to be crucial and that is why I pay to it the most attention. Besides proving the stated working hypothesis there are given three recommendations for next development of e-Government in the Czech Republic. I suppose that e-Government is a meaningful part of transformation process of public administration and that while keeping some rules it can bring significantly positive results.

Culminar los proyectos de obras públicas sin cumplir lo programado en tiempo y costo y con muchas modificaciones al alcance se está convirtiendo en costumbre por muchos de los constructores a cargo. Frente a esto el trabajo del supervisor es esencial y hasta determinante para concretar dichos proyectos, pues su función principal es velar porque se respete el alcance y ante situaciones adversas, en coordinación con el residente de obra, proponer soluciones proactivas que impacten en el presupuesto y cronograma que puedan generar reclamos por parte de la ciudadanía como un interesado del proyecto. Aportando a este objetivo, el Estado Peruano ha implementado la inclusión obligatoria de un plan de gestión de riesgos al expediente técnico para la etapa de ejecución de la obra encabezada por el supervisor de obra, a fin de anticiparse con planes de acción a riesgos previsibles, y de esta forma minimizar el impacto negativo al proyecto. El presente trabajo de investigación propone un sistema de gestión de riesgos para un proyecto concerniente a una obra de agua potable y alcantarillado, tomando como referencia los estándares del Project Management Institute y las disposiciones reglamentarias del Estado, consiguiéndose la identificación y análisis de más de cincuenta riesgos, donde se resalta al tiempo como el objetivo más vulnerable, la consideración de una reserva para contingencias en el proyecto y un plan de respuesta para cada riesgo. / Completing public works projects without meeting schedule in time and cost and with many modifications within the scope is becoming the custom for many of the builders in charge. Faced with this, the work of the supervisor is essential and even decisive to specify these projects, since its main function is to ensure that the scope is respected and in the event of adverse situations, in coordination with the work resident, propose proactive solutions that impact the budget and schedule that may generate complaints from citizens as a stakeholder in the project. Contributing to this objective, the Peruvian State has implemented the mandatory inclusion of a risk management plan in the technical file for the execution stage of the work headed by the work supervisor, in order to anticipate action plans for foreseeable risks, and in this way minimize the negative impact on the project. This research work proposes a risk management system for a project concerning a drinking water and sewerage work, taking as a reference the standards of the Project Management Institute and the regulatory provisions of the State, achieving the identification and analysis of more than fifty risks, where the consideration of a reserve for contingencies in the project and a response plan for each risk is highlighted as the most vulnerable objective. / Trabajo de investigación

Public projects are still subject of heated discussions, especially with the respect to their efficiency that is usually not sufficient enough. In spite of existence of many ways how to increase their efficiency, it is readily possible to identify one fundamental criterion which is high-quality information for decision-making. It is important to deliver high-quality information to those who make decision in order to reduce wastage of the public funds on not efficient public projects. All substantial information about effects incurred by project's realization can be offered by the Cost-Benefit analysis. The Cost Benefit analysis should be prepared for each significant public project to prevent from realization of ineffective ones. It is essential to process each Cost-Benefit analysis in required qualitative level for making right decision. Purpose of this thesis is appraisal of usefulness of the Cost-Benefit analysis for specific purposes of the public sector and assessment of indexes used in the Analysis. In the thesis will be introduced public projects, related public sector and evaluation of public projects. Subsequently, the Cost-Benefit analysis itself will be presented as well as steps for processing high-quality Cost-Benefit analysis. The emphasis will be focused at discount rate and its determination, since I consider it as the critical issue of the Cost-Benefit analysis. A practical example of the Cost-Benefit analysis will be presented at the end of this thesis.
