This thesis has examined the performance of one of the federal government's welfare programs, Work Incentive. The Work Incentive Program, or WIN, is an attempt to find employment for able-bodied welfare recipients.This study has explored the record of WIN in the past and attempted to evaluate its current performance. The cost analysis of WIN shows that perhaps the program is costing more than it is saving the American taxpayer.A survey was conducted of randomly selected individuals in which they were asked their opinions on a number of items concerning welfare. Some respondents were given information as to WIN's record and asked whether or not the program should be continued. The hypothesis was that there would be no significant change in the opinions between the group given the cost analysis and the group that was not given the information.

In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy. / Department of Sociology

Interstate variations in AFDC benefits: a game theoretic approachSmith, Patricia K. January 1986 (has links)
This dissertation examines the nature of states' choice of AFDC benefit levels in order to determine the sources of interstate variations in AFDC benefits. Like previous studies, a state's financial and demographic characteristics are modeled as playing a significant role in the benefit choice. This study extends the literature by also formally modeling the role of the financial and demographic characteristics of a neighboring, or rival, state.
The characteristics of another state are expected to influence the state's benefit choice for the following reason. Each state wishes to provide some minimum living standard for its citizens (the AFDC benefit level). The provision of this minimum living standard costs the state not only in terms of the dollar value of the offered benefit, but also in terms of increased total financial obligations if the chosen benefit level attracts recipients from the rival state. Each state, therefore, accounts for this "caseload" price of the benefit level by incorporating the level of interstate migration induced by any feasible benefit level, taking that of the rival as given, into its benefit decision.
This interstate AFDC benefit-setting competition is modeled as a two state generalized game. The model's implication are derived and empirically testeµ. The results of the empirical tests support the game theoretic model; The observed pattern of interstate variations in the AFDC benefit level is consistent with the model's implications. The data further suggest that the degree of competitiveness, as indicated by the significance of the rival's characteristics in a state's benefit decision, varies inversely with the distance between the competing states.
The model is then used to simulate the impact of the "New Federalism" proposal on the AFDC benefit level. These simulations indicate that, if enacted, the proposed "New Federalism" changes will significantly lower the average per recipient AFDC benefit level. The simulations also indicate that the greater the degree of competition between the states, the larger will be the magnitude of the decline in the benefit level. / Ph. D.

The purpose of this project was to trace the developments which led to the utilization of para-profess iona1 persons as service aides in public welfare departments and to examine, in particular, the developments in Oregon at the state and county levels. The establishment of such programs was mandated in the Social Security Amendments of 1967. A review of the 1967 legislation showed the legislative intent to be inconsistent with the stated purposes of the program. This inconsistency, it was found, has been reflected in Oregon’s aide program. The theoretical origins underlying the aide concept were also examined in order to provide a fuller understanding of the means which were finally selected in Oregon to meet the legislative requirements. The aide program which evolved in Oregon has been marked by confusion in two major areas, the establishment of goals and the definition of roles. Specific problems which emerged within these two areas were analyzed in detail with special attention being given to the progress which has been made. To conclude, a theoretical model for the utilization of aides was proposed. While limited by its generality, the model does delineate the objectives which are considered essential to the establishment of an aide program based upon the research which was done in conjunction with this study.

The rise in disconnected single mothers after welfare reform.January 2012 (has links)

First, it examines the existence of programme substitution between SSI and former AFDC/TANF recipients after the reform. Second, it examines the prevalence of single mothers who were disconnected from government assistance and the job market since the reform and evaluates their long-term well-being. Using three major nationally representative surveys, difference-in-difference analysis, and logistic regression models, I arrive at four main findings. First, I find no evidence of a programme substitution effect between AFDC/TANF and SSI. Second, the five-year time limit policy is suggested as being responsible for part of the increase in the disconnected rate among single mothers. Third, disconnected single mothers did not face a food insecurity problem after welfare reform. Fourth, disconnected single mothers allocate much more time to personal entertainment than to productive activities such as housework and child care. Maternal health policy: nursing's legacy and the Social Security Act of 1935Unknown Date (has links)
This study explored the work of nursing and the social influences of eugenic policies established during the Progressive Era (1890-1930) on the writing and passage of the Social Security Act of 1935. The research questions: "Did eugenic philosophy and practice influence the Social Security Act of 1935 in relation to Maternal Health Policy?" and 'What was nursing's influence on the Social Security Act of 1935?" required the social history research method. Data were evaluated with the conclusion that eugenic policies did influence the writing and passage of the Social Security Act. Also, that nurses, and other women, played a specific, important and constructive role in developing the Act. During the late 1800s and early 1900s prominent leaders of business, science, philanthropy, and social reform supported the eugenic agenda to assure the wellbeing of hard working "Anglo-Saxon" American citizens. Industrialization and scientific advances in medicine gave Americans the impression that the "production" of healthy, intelligent children could be controlled, efficient, and predictable. Better breeding as a means for social improvement, which fueled the eugenics movement's use of science to solve social problems through governmental involvement, had two sides. Positive eugenics increased information on health and illness prevention, and established well baby clinics; however, negative eugenics advocated controlled reproduction through sterilization of persons considered "unfit." By 1935, twenty-eight states had eugenic sterilization laws. Noted reformers during this time (Lillian Wald, Jane Addams, and Florence Kelley) worked with Presidents Theodore Roosevelt and Woodrow Wilson to establish the Federal Children's Bureau. The Bureau had a direct influence on the maternal and child health policy established by the Social Security Act of 1935. / This legacy continues today in the continued fight for women and children's social and economic rights.The Social Security Act's intention, economic security for all citizens, was not realized. Sections of the Act focused on maternalistic social views and sought to maintain a patriarchal family structure. The language of the Social Security Act created barriers to benefits for the most vulnerable.
