Impact of the supply chain management on service delivery : the case study of Provincial Department of Economic, Development, Environment and Tourism in the Limpopo Province

Thesis (MPA.) -- University of Limpopo, 2012 / The main aim or purpose of this study was to examine the impact of the supply chain management on service delivery on the Limpopo Department of Economic, Development, Environment and Tourism (LEDET). The field survey was conducted in LEDET in the supply chain management directorate after gaining permission from the Head of Department of LEDET. The study was qualitative in design. Semi-structured interviews and questionnaires were used. The questionnaire has both open ended and closed ended questionnaires. The supply chain management directorate plays an important role in all the departments in South Africa as a whole. Supply chain management in South Africa was created to improve the lives of the communities such as historically disadvantaged individuals, disabled and women, but it is no longer serving its purpose because nowadays it is serving the few politicians, public officials and the friends and relatives of the public officials. One of the findings of this study is that the supply chain management directorate cannot function properly if the public officials who are appointed does not have relevant qualifications, training and experience towards supply chain management. There should always have uniformity of supply chain management in the three spheres of government to prevent corruption. Supply chain management must be centralised. This means that all the tender contract of the three spheres of government must be done in one centralised unit. Linking of the databases in the three spheres of government can also help the supply chain management not to appoint the same service providers in the tender contract. Appointment of service providers must be done electronically to minimize all forms of corruption. To improve service delivery the public officials must know how to interpret the acts, rules, regulations and policies governing supply chain management. They must also monitor and evaluate the entire contract from the start to the end of the contract The public officials working in the supply chain management must be paid competitive salaries, because they are compelled by the low salaries to corruption such as bribery, fraud, nepotism, extortion, embezzlement and conflict of interest become common in place. It is further recommended that the officials working in the supply chain management, who are getting lower salaries must also be evaluated and upgraded to the higher salary, depending on their qualification, experience and training.

An assessment of the effectiveness of administrative interventions in supply chain management in the Limpopo Department of Basic Education, South Africa

Thesis (MPA.) -- University of Limpopo, 2016 / The purpose of this study was to determine the effectiveness of administrative intervention in Supply Chain Management in the Department of Education in Limpopo. This was done with the aim of looking into the strategies that were put in place during the intervention process and to examine whether the strategies have yielded the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Qualitative data were collected, primarily in the form of semi-structured interviews using an interview schedule consisting of both closed and open-ended questions with the Chief Financial Officer, General Manager (SCM), Senior Manager (SCM), Manager Demand and Acquisition, six Supply Chain Management Practitioners, and two members of the Intervention Task Team. All these officials provided sufficient information related to the effect of the administrative intervention in the SCM of the Limpopo Department of Education. The study found that there were a number of strategies that were put in place by the members of the Intervention Task Team during the intervention process, such as : • Catering not exceeding R50.00 per person has to be provided only for meetings with external stakeholders and this provision only applied to meetings that take longer than five hours; • Promotional items such as t-shirts, caps, bags, etc., were not to be purchased by the department; • Engagement of consultants was also reduced to the minimal and it was only allowed where the department does not have the requisite skills or resources in its full time employ to perform the assignment in question; and • Trips by vehicles were to be optimised to reduce costs. However, the strategies that were put in place by the Intervention Task Team in the Supply chain management did not yield the desired results of stabilising the department’s finances and averting the possible collapse of essential services. Limpopo Department of Education continued to get an undesirable disclaimer audit iii opinion for the fourth consecutive year and the findings depicted poor administration and inability to comply with the treasury regulations.

In this scenario, the Purchasing area has undergone significant changes and have been considered strategic in many organizations. Depending on the company size and market segment, it is estimated that total spending by companies with purchases ranging from 50 % to 80 % of gross revenue. Therefore, reductions in the cost of acquisitions impacting significantly on the financial results of the company. The purpose of this paper is to analyze the evolution of the shopping area in organizations, to present some concepts, analyze the influence of electronic trading in the percentage of annual gross revenue that is committed to purchasing products and contracting services, candor procurement processes, lead time internal customer service and the risk of diversion, embezzlement and fraud in procurement transactions. Due the educational segment undergoing a process of expansion in course offerings and improving quality of service, it was possible to associate it with the theories discussed on increasing market competitiveness and the need to improve processes on purchases. Three Institutions of Higher Education (IHE) that use the same Electronic Trading System (ETS) were selected because the aim was to analyze the effectiveness of using the tool before the events described in this study. The study combines the support of ETS in organizations before the stimulation and complexity of information, which directly affect the management of companies. The impact of implementation of supply chain management policy in the Department of Local Government and Housing in Limpopo Province

Thesis (MPA.) --University of Limpopo (Turfloop Campus), 2012 / This study focused on the impact of implementation of Supply Chain Management Policy (SCM) in Limpopo Department of Local Government and Housing (The Department of Local Government and Housing is officially known as the Department of Co-operative Governance, Human Settlements and Traditional affairs as from the 16 August 2011).The study analyzed the impact of implementation of SCM policy including the implications of non-compliance with this policy. The study also provides an analysis of the perceptions of officials of the Department of Local Government and Housing with regard to the impact of implementation of Supply Chain Management policy. The study also looked at Supply Chain Management in a public sector context including mechanisms that can be employed in order to improve implementation of Supply Chain Management policy. Qualitative research methods were used in this study. This means that primary data was collected using interviews and questionnaires. The findings from the study indicated that the Department experienced challenges in implementing the SCM policy and that there was a significant change in the behavioural patterns of the certain employees after the SCM policy was implemented. The study also revealed that the implementation of SCM policy had both positive and negative effects on the employees of the Department, service providers as well as the public. Furthermore, the research revealed that violation of SCM policy has a negative impact on service delivery. The study has provided answers to both the main research question and sub-questions. From the findings made, the study concluded that the implementation of Supply Chain Management policy has both the negative and positive impact on the Department.
