(EN) This thesis deals with the EU competition law enforcement in the transport sector towards private undertakings. Specifically, air and rail transport are focused at as they represent convenient examples on which it can be demonstrated how the EU manages to cope with the liberalization process and apply the competition rules to these sectors. The main research question of the thesis is what specific features can be observed in the decision making of the Commission and Court of Justice of the EU regarding the competition rules in the transport sector, specifically air and rail industry. This thesis is structured as follows. In total, it includes six chapters, introduction, four main chapters and the conclusion. The first main chapter is devoted to the EU transport policy as the goals of the transport policy, the liberalization process and its main characteristics are described. Specifically, the main milestones in the creation of single European transport policy in the transport sector are presented and the main obstacles in the liberalization process in the airline and rail sector are discussed. Moreover, the chapter also deals with the relationship of ex ante regulation and ex post competition rules. Rail transport refers to the transportation of various commodities, goods and services traded as cargo and freight within South Africa and out of South Africa for export to the other Southern African communities (SADC region), the rest of Africa and other continents of the world. It also refers to the imports into South Africa from the regions mentioned. Competitiveness relates to a country or company’s available resources and supporting policies and regulations in place which allow them to compete and do business locally, internationally and globally while improving the country’s economy and the company’s profitability. There are different criteria that can be used to determine the level of competitiveness, depending on each company or country’s capabilities. In the past years, the progress and development of the South African rail industry has been neglected and this has resulted in the rail transportation not being used. Railway line maintenance has become a challenge and service delivery is below customer expectations. Road transport has better availability and reliability, which has led companies to prefer road transport for freight. The main objective of this study is to reach a detailed understanding of the views of freight rail transport consumers and the impact of rail transport on the economic competitiveness of South Africa. Another important objective is to present the study in a format that is easily understandable. The approach adopted for this study is quantitative and uses a survey research questionnaire which was distributed to freight rail transport customers and providers. The data collected from the questionnaire was submitted to a statistical consultant service at North-West University. The statistical consultant analysed the data using the SPSS statistics computer programme to arrive at the results presented in this study. The overall findings from this study are that companies that use roads to transport freight do so because of the unavailability and unreliability of the freight rail transport provider Transnet Freight Rail and that these companies opt for road transport because they use a ‘just in time’ (JIT) system whereby a small quantity of stock is transported continuously which Transnet Freight Rail (TFR) does not accommodate. These factors have resulted in TFR’s poor service delivery. Therefore, a market demand strategy has been initiated by TFR to improve the performance of the company. It is important to note here that freight rail transport should concentrate on improving service delivery and not only on increasing capacity. The research participants indicated that the TFR objective to move freight back to rail could be accomplished. This will lessen the burden and damage to South African roads and reduce traffic congestion and accidents caused by trucks on the roads. It will also increase employment opportunities and the country’s economic competitiveness while reducing transport costs. Analysis of differences in price, time and distinct measures of accessibility for eské dráhy Abstract The main aim of this thesis is to resolve the issue of accessibility in the passenger rail network of eské dráhy in the Czech Republic. Secondary objectives are the analysis of distance, time availability, and price of passenger rail service. The main sources are the Railway Timetable 2009 and the geographic database Arc R 500. Basic tool for the processing is geographic information system (GIS) with extension Network Analyst. The main aim of the thesis is to provide a database with the values of distance, time availability and price. Secondary aims are to produce partial maps which present various types of accessibility. Part of the results are also the methodology for establishing different kinds of accessibility, the evaluation of methods used, and quality assessment models used in relation to the database and partial results of comparison with the literature. Marketing Strategies of Passenger Service in High Speed Rail Transport ¡V A case of Taiwan High Speed Rail Corporation

Safe, high speed, on time, high transport volume, minimum land use, low energy and low pollution are unique features of high-speed rail transport. In countries reaching a threshold level of economic development, traditional railway system will no longer satisfy the need of the mass in cross-township transport. As the cost of energy and demand for environmental protection escalates, high-speed rails have gradually surfaced as a competitive mode of transport in cross-township traveling. Furthermore, it is able to bring regional developments. However, high-speed rail transport is a new industry in Taiwan. There has been no hands-on experience in the passenger service. How then, through the development of marketing strategy and implementation, so as to promote the service quality and customer satisfaction, has been a primary operations objective of high-speed railways. This motivated the need to study the service marketing strategy in high-speed rail transport. The Taiwan High Speed Rail Corporation (THSRC) is the subject of this study. The 7P marketing mix of the service industry was the theoretical foundation. Historical data on the service and marketing strategies of high-speed railways in countries such as Japan, France and Germany were collected. Questions for conducting in-depth interviews with experts in high-speed railway were devised from the study of these historical data. In addition, a survey questionnaire was developed from the data collected via interviews. Passengers taking the Taiwan High Speed Rail were surveyed for statistical analysis. Finally, an appropriate service and marketing strategy was developed. The results show, the Taiwan High Speed Rail needs to first build a brand image of safety and credibility. It needs to schedule and allocate headways in line with its target passenger group and develop a comprehensive product strategy for its target customers. Having done that, it needs to propose competitive price strategies and promotion programs on corporate customers and travel agencies. Making use of the comprehensive mobile telephony coverage and internet network, and more convenient channels should be further developed. Furthermore, the THSRC needs to solve the problem of passenger transfers in station areas gradually. This is necessary to promote the overall service quality, satisfy divergent needs of the target market, and build up a recognized brand in high-speed railway transport. Finally, the recommendations made to THSRC were compared with service and marketing strategies in other countries. It is hoped that the results would be able to provide THSRC and any other countries planning to develop high-speed railway, some practical reference in planning their marketing strategies.

The thesis dealt with the quality of railway stations in the Czech Republic. It was focused mainly on the evaluation of the services offerings. The main objective of the thesis was to explore the potential of railway station within the scope of the trade development and tourism. For this purpose, the railway station in the city of Tábor was chosen. The thesis contains a mapping of the given place, comparing with the foreign railway stations and a marketing research carried out among train passengers travelling with the Czech Railway company. Based on the above mentioned data, the proposals were made with the goal to improve the range of trade and tourism services offerings and so to help better perception of the Tábor railway station in the eyes of the passengers.

The aim was to highlight the importance of railway transport in tourism, the comparison of railway operators in the Czech Republic and project proposal preparation of the of the tourism product. The importance of rail traffic is capture with respect to all the touristic, occasional, nostalgic or charter trains and regular trains transport. The comparison of railway operators is access not only from the perspective of individual operators, their services and train equipment, but also from the perspective of the traveler and their satisfaction with the services offered. Based on the findings of the situational analysis and carried out field research are design proposals measures and the tourism product compiled.

The thesis deals with the situation in public transport on public personal transport service between Prague and Brno. In the thesis, it is analysed the current situation between Prague – Brno from the technical and economic point of view. There is a public rail transport subsidized by Ministry of Transport of the Czech Republic through payment of provable financial losses and private public coach services operated by private carriers on their own business risk. In the context of the current situation, the thesis suggests the focus of the basic parameters for a balanced assessment of the competitive environment for further development of passenger transport (rail, road) with regard to the existing demand and socio-economic aspects in the region.
