No. of bitstreams: 1 Souza_RubemCesarRodrigues_D.pdf: 11917668 bytes, checksum: d383735f59a72f1346967701163b558f (MD5) Previous issue date: 2000 / Resumo: A confluência de dois fatores: a grande importância internacional e nacional dispensada a Amazônia e o processo de reestruturação pelo qual passa o setor elétrico nacional, criam as condições necessárias para que a ação do poder público, e em particular aquelas pertinentes ao setor elétrico, sejam objeto de reflexão e avaliação e que uma nova forma de pensar e agir no tocante ao desenvolvimento dessa região possa ser consolidada a luz dos interesses das populações ali residentes e da exploração sustentável dos recursos naturais disponíveis. Após refletir sobre ações do poder público desenvolvidas ao longo da história da região, num período de aproximadamente 80 anos, propõe-se um instrumento para balizar as ações de planejamento e tomada de decisão quanto ao suprimento de eletricidade em sistemas isolados na Amazônia. O instrumento proposto está alicerçado teoricamente em técnicas de programação multiobjetiva por metas e filosoficamente no Planejamento Integrado de Recursos - PIR, que em conformidade com o nome trata a questão da energia de maneira integrada, enxergando limitações e oportunidades de caráter econômico, ambiental e social. A fim de vivenciar as barreiras a serem vencidas, para evoluir de um quadro onde o planejamento praticamente inexiste para a adoção de técnicas avançadas, tanto teoricamente quanto filosoficamente, apresenta-se um estudo de caso realizado no Estado do Amazonas utilizando-se o instrumental desenvolvido. Como resultado tem-se uma visão clara de oportunidades e limitações para penetração de alternativas adequadas a região, além da monetarização, através do trade-off entre os objetivos, de custos sociais e ambientais, importantes para definir as ações de agentes reguladores, tanto na esfera técnico-econômica quanto na ambiental. A luz das constatações feitas e da percepção adquirida durante o desenvolvimento deste trabalho, propõe-se critérios e métodos que podem ser utilizados para planejar o suprimento de eletricidade dos mercados objeto desse estudo. Partindo-se da premissa que a ação do poder público deve superar a pura e simples concepção de um planejamento setorial adequado aos interesses regionais, propõe-se também, instrumentos legais que podem ser utilizados para incentivar o uso de fontes renováveis de energia e de programas de eficientização e uso racional de eletricidade nesses mercados / Abstract: The great importance of the Amazon Region on both national and international levels as well as the restructuring process through which the Brazilian Electric Sector is passing now, create the need for reflection and evaluation of actions taken by the government in the area, specially those concerning the electric sector. It is necessary to develop a new mentality and to establish new lines of actions in order to promote a sustainable development of the region, in which the interests of the local population and the rational exploitation of the natural resources are taken into consideration. Based on reflections about some government's actions implemented during approximately 80 years in the Amazon Region, the present work proposes a computer tool to analyze and judge planning strategies and decisions that should be made concerning the supply of electricity for isolated systems in the area. The proposed method is based on techniques of 'multi-objective' computer programming, and on the Integrated Planning of Resources Method, which, as its name suggests, approaches the energy issue in an integrated manner, considering the opportunities and the limitations of economical, environmental, and social nature. The method here proposed is applied in a case study of the State of Amazonas. The barriers to be overcome in order to go from a practically non-existent planning actions to the adoption of theoretically and philosophically advanced techniques are analyzed. The results of this analysis will give a clear idea of the real limitations and also the chances for the penetration of appropriate energetic alternatives in the region, besides permitting the quantification, through the trade-off among the objectives, of the social and environmental costs. All these aspects are important for the definitions of new actions to be launched by regulatory agents, in both tech-economic and environmental levels. Finally, on the basis of the observations and experiences accumulated during the development of this study, criterions and methods are proposed that can be immediately utilized to the planning of electricity supply for the markets investigated. Considering that the actions of the government have to go beyond the simple conception of a sectorial planning to satisfy regional interests, legal instruments are also proposed which can be utilized to encourage the use of renewable sources of energy, as well as energy efficiency programs and the rational use of electricity in these markets / Doutorado / Doutor em Planejamento de Sistemas Energéticos
