This project is based mainly in the Amazon Cooperation Treaty ACT and in the administration of the Amazon Cooperation Treaty Organization ACTO, which is still strengthening its institutions. Also, another important point is to analyze the goals that the management of the Amazon Bay is setting, highlighting the development of a management system focused on trans-border bays. The bibliography was based on norms and law projects, as well as technical data related to the subject. This extensive research included interviews with professionals and academics that has studied and contributed to the shared management of the Amazon Bay, including technical visits to the ACTO, National Water Agency ANA, and the Office of Water Resources (Ministry of Environment SRH/MMA) / Este trabalho visa levar ao meio acadêmico e aos interessados que atuam na área ambiental e de recursos hídricos a sistemática que vem sendo adotada e desenvolvida na gestão compartilhada dos recursos hídricos transfronteiriços da Bacia Amazônica. O estudo baseia-se principalmente no Tratado de Cooperação Amazônica TCA e na atuação da Organização do Tratado de Cooperação Amazônica - OTCA, ainda em processo de fortalecimento de suas instituições. Objetiva-se, desta forma, analisar, também, os caminhos que a condução da gestão no âmbito da Bacia Amazônica vem traçando, apontando a formatação de um sistema de gerenciamento, adotando como unidade de gestão, bacias transfronteiriças. Foi realizado levantamento de bibliografia, incluindo normas e projetos de lei, bem como de dados técnicos relativos ao assunto. A esta vasta pesquisa seguiram-se entrevistas com profissionais e acadêmicos que têm estudado e contribuído para a gestão compartilhada da bacia, inclusive com visitas técnicas realizadas em Brasília, na sede da OTCA; na Agência Nacional de Águas ANA; e na Secretaria de Recursos Hídricos do Ministério do Ministério de Meio Ambiente SRH/MMA.
