This thesis is a study of the use of plebiscites and referendums by the Province of British Columbia to discover: why they were used; what were the advantages and/or disadvantages of their use; and what significance their use to the system of responsible government. Before any conclusions could be drawn on these questions, it was necessary first to define their place in political theory. Then it was necessary to examine each plebiscite to discover what its circumstances were; what, if any, pressure groups were active pro or con the subject of the plebiscite; how did the political parties react to the plebiscite and what degree of public interest was aroused by it. To obtain this information, research was conducted into private letters and papers of the premiers concerned, if available; leading newspapers for the periods concerned; party programmes and pamphlets if available; government documents and interviews with or letters from former party members and the staffs of the Chief Electoral Officer's Department; the Attorney-General's Department and the Provincial Secretary's Department. Most of the material used was found in the University of British Columbia Library, the Vancouver Public Library, the Provincial Library, the Vancouver Archives and the Provincial Archives. There was much more material available for the plebiscites of 1909, 1916 and 1920 than for those of 1924, 1937 and 1952. Resumé The thesis examines local referendums, a form of direct democracy that is used the most in the Czech Republic. Nowadays, it is a standard part of municipal politics. The goal of the paper is to provide a complex analysis of the legislation, based primarily on relevant case- law, including the newest rendered in fall 2014. The thesis is composed of an introduction, nine chapters and a conclusion. The order of the paper largely follows the composition of the Act on Local Referendum. Chapter One examines the relevant constitutional and international legislation. Chapter Two describes the scope of topics that may be subjects of local referendums in general and also looks at the most frequent ones. Chapter Three concerns itself with the preparative committee - a body that puts forward the proposal to hold a local referendum - and examines its assembling and operation. Chapters Four and Five explores the review procedure of the committee's proposal conducted by municipal authorities and by municipal councils that render the final decision to hold a local referendum. Chapter Six focuses on the conditions that need to be fulfilled in order to achieve a valid and legally binding decision in a local referendum. A Study on the Factors of Voting Participation in the Taiwan 2008 National Referendums

The Chinese Nationalist Party's (KMT) assets referendum and the anti-corruption referendum took place alongside the Legislative election in January 2008. The same year, the other national referendums on joining UN and returning to UN were held with the Presidential election in March. In the Legislative election, while 59 percent of electorate voted, turnout rate for the referendums are surprisingly low to 26 percent. In the Presidential election, in spite of a high turnout rate of 76 percent, turnout rate for the referendums are merely 36 percent. What is the reason for people to vote in elections but not on referendums? Partisanship probably explains people¡¦s turnout on referendum, but I suspect that there are more factors. This research provides a framework and a model of voting participation in referendum. Base on my analysis of Taiwan¡¦s Election and Democratization Study(TEDS), I find the following: First, Partisanship is the only factor which affect the referendums in the Legislative election and the Presidential election. However, people¡¦s partisanship reflects their values and leads to take or not to take referendum ballots. Other important factors of referendum voting participation are political interest, identity of Taiwanese or Chinese, What newspaper is used to read, unification-independence issue and perspectives on the relation between President and Legislative Yuan. Second, with identity of Taiwanese or Chinese and unification-independence issue, we could infer that attitudes about referendum issue affect referendum voting participation behavior. Finally, by the electors that prefer to check and balance between the executive power and the legislative power likely decide to take referendum ballots, we could assume that some voters who realize and support referendum system intend to vote on referendum.
