Esta dissertação trata dos saberes de jovens da periferia urbana sobre os limites e possibilidades do Projovem Urbano – programa nacional que prevê a inclusão de jovens através de elevação da escolaridade, capacitação profissional e participação cidadã. O programa demonstra ser constituído de uma alta envergadura institucional e possuir grande relevância frente à situação socioeconômica precária em que se encontra uma parcela considerável dos jovens brasileiros, gerando, por parte de seus órgãos gestores e dos jovens inscritos, grandes expectativas com relação aos resultados que poderia apresentar. Por outro lado, constata-se que a maioria dos inscritos abandona o Projovem Urbano antes de concluí-lo. Procurando contribuir com a compreensão deste fenômeno, este estudo analisa as expectativas que os jovens integrantes apresentam sobre o programa e percepções sobre os limites e possibilidades de realização dessas expectativas. Os resultados da análise, subsidiada por um referencial hermenêutico e por dados quali-quantitativos, demonstram que os participantes possuem expectativas de integração e mobilidade social ascendente construídas em projeções de elevarem sua escolaridade e de conseguirem se inserir em melhores oportunidades no mercado de trabalho, percebidas como “possibilidades” trazidas pelo programa. Entretanto, apresentam percepções sobre os limites de realização plena, segura e garantida dessas expectativas, frente aos problemas e desafios enfrentados nos contextos das periferias urbanas, conhecidos e mediados em seus cotidianos. O saber prático que possuem sobre os limites para efetivação de seus objetivos almejados demonstra incidir sobre os a condição de suas permanências no Projovem Urbano. / This dissertation deals with the perception that the young people from urban peripheries have about the limitations and possibilities of Projovem Urbano - a national program that aims at the social inclusion of youngsters through an increase in their educational level, professional skills, and civic participation. The program proves to be of wide institutional scope and of great social significance in face of the precarious socio-economic condition under which lives a considerable part of the Brazilian youth, generating with it, from both the managing offices and youngsters enrolled in the program, great expectations at the outcome of the project. On the other hand, it is observed that the majority of the participants leave the program before completion. Intending to contribute to a better understanding of this phenomenon, the present study analyses the expectations that these youngsters have about the program and their perceptions on the limitations and possibilities of fulfilment of these same expectations. The results of this analysis, supported by a hermeneutic framework and by quali-quantitative data, demonstrate that the participants have expectations of integration and social mobility. And that such expectation is built upon a projection of improving their schooling and thus getting better opportunities at the job market, perceived as a “possibility” brought by the program. Notwithstanding, they present misgivings over the full and sure realization of these expectations, due to the problems and challenges faced in the context of the urban periphery, known and mediated in their daily lives. The practical knowledge that they have about the difficulties for the accomplishment of their pursued objectives proves to be a factor in their abandoning of the Urban Projovem program.
