Theoretical part of this diploma thesis is devoted to the reform of public administration, to region as an autonomous unit, its competences, authorities but also to the process of ekonomy and the universal analysis of regional revenues and expenditures. I deal with the region Vysočina in the practical part, I define revenues and expenditures in particular years and then I practise their comparison and analysis, where I try tu find out what impact the changes in budgetary allocation of taxes had got on the whole devolopment of revenues in the region Vysočina. The final part of thesis focuses on results of financial management in period 2001 -- 2007 a I try to outline the future prediction of development of the financial management in the region Vysočina.

The study was structured using the agenda-setting theoretical model and data contained in publications, books, court decisions. The intention was to demonstrate how problems are defined and solutions are presented in a context of ambiguity. Finally, we observe the impact of changes in the still incomplete redefinition of relations between Judiciary and society. / Esta tese tem como propósito analisar a reforma do Poder Judiciário a partir da Emenda Constitucional 45, mais especificamente no que se refere à convivência dos critérios de eficiência e justiça. O trabalho foi estruturado com o uso do modelo teórico de formação de agenda e dados empíricos constantes de publicações, livros, decisões judiciais. A intenção foi demonstrar como foram definidos os problemas e apresentadas as soluções em um contexto de ambiguidade. Por fim, observa-se o impacto das mudanças na redefinição ainda incompleta das relações do Poder Judiciário com a sociedade.

This diploma thesis is mainly to explain the significance of the document Efektivní veřejná správa a přátelské služby: Strategie realizace Smart Administration 2007 - 2015 2015 (Efficient public administration and friendly service: Smart Administration Strategy 2007 - 2015) in the context of the reform process of public administration in the Czech republic. The author′s point of view is based of the theory of change, strategic managment and modern managment methods in public administration. Author focused on way of understanding the role and the context of the implementation of this document in public administration. Aim of this thesis is a decription and explanation of changes and their comparison with the primary Strategy′s goals. Another goals of this thesis is to understand the context of the implementation of the Strategy Smart Administration with regard to the major actors and events that could affect implementation. These methods are supplemented by findings that were obtained through interviews with experts in public administration area. The results of these analyses show that the goals of Strategy Smart Administration have not been fulfilled and this document presented an umbrella body for SMART methods in public administration. This diploma thesis deals with the regional financial management and its relation to the regional development. It can be separated into two parts. The first part of the thesis deals with the reform of public administration, at which the region was created as an autonomous unit. I define its competences, authorities, relation to regional policy, the structure and the trend of revenues and expenditures of regional budgets between 2001 nad 2009. The second part concentrates on the analysis of the position of the concrete region,Vysocina region, in the regional development. Vysocina region implements the regional policy through the Regional Development Plan of Vysocina region. The regional policy is financed by the resources of funds. These funds are not included in the regional badget. There are two funds -- the Vysocina Fund and the Fund of strategical reserves. The goal of the thesis is analysis of the regional financial management with relation to the regional policy of the region and to evaluate the way, how the regional policy is put into effect, and the methods of the regional policy financing.

The work presented here gives a summary of territorial division and public administration development in Slovakia as the bases for present reform of public administration. This work deals with realization of this reform of public administration and territorial division in Slovakia and evaluate process and fulfillment of purposes of this reform.
