No. of bitstreams: 1 2011_DominiqueCortesLima.pdf: 6180044 bytes, checksum: d9cd47b2875334ef3fa9df8d95677d15 (MD5) / A presente dissertação desenvolvida teve como objetivo principal a verificação dos planos diretores de cidades limítrofes a Oeste do Distrito Federal e seu diálogo com o Plano de Ordenamento Territorial do DF (PDOT/2009), buscando investigar as possibilidades de integração, com vistas a maior autonomia econômica e política do conjunto daquela região. Para tanto, foi explorada, analítica e propositivamente, a necessidade de monitoramento do eixo oeste urbano, apontando as áreas prioritárias (em especial Zeis – Zonas Especiais de Interesse Social) inseridas nos planos previstos, em função de indicadores urbanos de crescimento e da vulnerabilidade social e ambiental, nas últimas décadas. Como resultado inicial desse quadro espacial, tem-se um rápido crescimento populacional, em contrapartida ao crescimento econômico e de infraestrutura ineficientes e insuficientes, provocando desemprego e congestionamentos nas áreas periféricas do DF, seja no seu quadrilátero, seja nos municípios limítrofes. Por fim, aponta-se algumas lacunas e diretrizes para enfrentar os desafios da política urbana e para reduzir as disparidades sociais, regionais e locais. ______________________________________________________________________________ ABSTRACT / The aim of this master dissertation is to investigate the issues of integration and autonomy regarding social and economic aspects between the region of Brasília and surroundings. Though the analysis of the local master plans of the western bordering urban settlements (outside of the quadrilateral region of the Federal District) in relation to the regional master plan recently made for DF– PDOT/2009, this study points out the need of monitoring the western urban axis though priority areas (particularly ZEIS - Special Zones of Social Interest). Such areas are already included in the previous plans due to urban growth and indicators of vulnerability social and environmental in recent decades. Nevertheless, as a consequence of accelerate urban growth, urban policies still inefficient to improve the precarious infrastructure which provokes unemployment and traffic jams in the city and outskirts. To the end, this work intends to highlight some gaps and guidelines urban policies analysis in order to reduce local and regional social disparities.
