O caminho teórico metodológico desta pesquisa possui como perspectiva a totalidade da vida social e a concepção de história na teoria marxista que relaciona-se diretamente com o objeto de estudo. A aquisição dos dados da pesquisa ocorreu por meio de analise bibliográfica, documental e seis entrevistas com assistentes sociais que foram dirigentes da Seccional de Juiz de Fora entre 1975 a 1993, cada profissional representou um triênio da gestão. A história da Seccional foi obtida através do relato oral das entrevistadas, tendo como base a memória coletiva das atrizes sociais que estavam inseridas nas gestões da entidade. A demarcação cronológica refere-se ao período de surgimento da Seccional de Juiz de Fora, que era denominada Conselho Regional de Assistentes Sociais de Minas Gerais – CRAS 6ª Região - 2ª Delegacia de Juiz de Fora, até o seu período de consolidação e transformação tornando-se atualmente CRESS 6ª Região Seccional de Juiz de Fora. O resultado desta pesquisa nos possibilitou compreender os fundamentos que culminaram na criação da Seccional, que está vinculada a mobilização dos assistentes sociais da Zona da Mata mineira num contexto de crescimento numérico de profissionais na região. A expansão do mercado de trabalho dos assistentes sociais na década de 1970, tem como principal fator a política econômica impetrada pelo regime militar no Brasil (1964 a 1985) que possibilitou a contração de assistentes sociais no Estado e na empresas capitalistas. A pesquisa com fonte orais permitiu a análise do processo de formação profissional das entrevistadas, das visões acerca da ditadura militar e sua particularidade no município de Juiz de Fora, de fatos históricos do Serviço Social brasileiro e do papel dos sindicatos do profissionais no final década de 1980. / This paper analyzes the Historical Reconstruction of the Regional Council of Social Service of Minas Gerais - CRESS 6th Region - Juiz de Fora Sectional. The methodological theoretical way this research has as its perspective the whole of social life and the concept of history in Marxist theory that relates directly to the object of study. The acquisition of research data were collected through literature review, documentary and six interviews with social workers who were Seccional leaders of Juiz de Fora from 1975 to 1993, each professional was a threeyear period of management. The history of Seccional was obtained through the oral report of the interviewees, based on the collective memory of social actresses who were included in the entity's efforts. The chronological demarcation refers to Seccional the emergence period of Juiz de Fora, who was named Regional Council of Social Workers of Minas Gerais - CRAS 6th Region - 2nd Precinct of Juiz de Fora, to the period of consolidation and transformation turning it CRESS is currently 6th Region Juiz de Fora Sectional. The result of this research enabled us to understand the fundamentals that led to the creation of the Sectional, which is linked to mobilization of social workers of the mining Forest Zone in numerical growth environment professionals in the region. The expansion of social workers labor market in the 1970s, is the main factor to economic policy filed by the military regime in Brazil (19641985) that enabled the contraction of social workers in the state and capitalist enterprises. Research on oral source allowed the analysis of the training process of the interviewees, the views on the military dictatorship and its particularity in Juiz de Fora city, the historical facts of the Brazilian Social Service and the role of professional unions in the late decade of 1980.

Starostenský bonus v kontextu obecních a krajských voleb / Voting bonus for mayors in the context of the municipal and regional elections

This diploma thesis is a case study focused on the concept of the voting bonus for mayors, which it further expands. Voting bonus for mayors shows whether mayors have an advantage against their opponents and if so, how great this advantage is. It uses a dataset of mayors from all cities in the Czech Republic, whose population exceeds 10 000. These mayors were first elected to the office between years 2002 and 2014. The thesis itself examines the very concept of the voting bonus for mayors from several different angles. The first part of the thesis is devoted to the voting bonus in the municipal elections. It builds on previous research and addresses not only the advantage for mayors in their second elections but in all of the following elections. It also examines the bonus that mayors bring to their political parties. In addition, it shows the difference between the basic voting bonus for mayors and its advanced concept which counts with voter turnout. The second part focuses on the voting bonus for mayors in regional elections. It distinguishes between two things. First are the election results in the mayor's city and second are the results in the entire region. La presente investigación desarrolla el problema de los conflictos sociales mineros, las mesas de diálogo y los Proyectos de Desarrollo Sostenible en el Perú. Se realiza un análisis de las principales teorías de la gestión de los recursos, determinándose que la acción cooperativa es un modelo de gestión social en la prevención de los conflictos sociales. Los principales conflictos sociales y mesas de diálogo en el Perú permiten concluir que estos espacios sirven para la exigencia de cumplimiento de compromisos de la empresa minera y la demanda de Proyectos de Desarrollo Sostenible, asimismo muestra que, se ha superado la capacidad de generar relaciones armoniosas entre la empresa privada, el Estado, las comunidades y las organizaciones sociales. Los conflictos sociales en Minera Las Bambas S.A. son complejos por la cantidad de actores y escenarios. Las entrevistas reflejan que, los conflictos sociales son una oportunidad para el cambio y las mesas de diálogo no contribuyen lo suficiente en los Proyectos de Desarrollo Sostenible. Asimismo, la experiencia en el Distrito de Condoroma permite sostener que, se puede prevenir los conflictos sociales cuando se trabaja de forma cooperativa en el desarrollo sostenible y la gestión social. Finalmente, se desarrolla la propuesta de valor con la creación de Consejos de Desarrollo Sostenible y Gestión Social en Minería. / The present investigation develops the problem of mining social conflicts, dialogue meetings and Sustainable Development Projects in Peru. An analysis of the main theories of resource management is carried out, determining that cooperative action is a model of social management in the prevention of social conflicts. The main social conflicts and dialogue meetings in Peru allow us to conclude that these spaces serve for the fulfillment of commitments of the mining company and the demand for Sustainable Development Projects, also shows that the ability to generate harmonious relationships has been overcome between private enterprise, the State, communities and social organizations. Social conflicts in Minera Las Bambas S.A. they are complex because of the number of actors and scenarios. The interviews reflect that, social conflicts are an opportunity for change and the dialogue meetings do not contribute enough in the Sustainable Development Projects. Likewise, the experience in the District of Condoroma allows us to maintain that social conflicts can be prevented when working cooperatively in sustainable development and social management. The theoretical and methodological framework of this investigation has as its perspective the totality of social life and its determining relations within the object of study. To the production, analysis and collecting of data it was used a qualitative approach considering a bibliographical and documental research as well as a series of twelve interviews with 2005-2008 and 2008-2011 managing counselors of CRESS/RN. It was also used the data obtained from other special interviews held with the social workers in the period between 2007 and 2008. The results of this study allow and affirm the political dimension of Caseworkers and the CRESS/RN as a space of political activity with opportunities for effective and collective elaboration of strategies in order to reach the fulfillment of the ethical and professional policy of the Social Work. From a historical viewpoint, the beginning of this process is marked by the struggle for democracy, the end of military dictatorship, the establishment of the State of Human Rights. The Democratization of the so called Federal Council of Social Workers and its Regional Councils of Social Workers, CFAS / CRAS, respectively, area a result of the participation of the category in an effort to fight for democratization in Brazil. The objective of this research, so, is to understand which the socio-historical determinants are, that focus objectively and subjectively in the demobilization of social workers in CRESS Region 14th - in the contemporary and historical context. Among the results obtained we identified the ignorance of some professional workers and also of some advisors, regarding the existence and the role of the Council, as well as the commercialization of Education that compromises the quality of the professional training in its theoretical and methodological, ethical and political dimensions. According to our understanding, this shows a the presence of a non-critical professional profile based on a false reality, on the precariousness of employment contracts which undermine the political organization and submit the worker to various social exploring mechanisms such as double shift and ultimately the fragility of the management of the Regional Council -, as a consequence of the offensive capitalist system that ideologically invests to stop the political organization founded in a critical and democratic perspective. The low participation of some advisors and, in general, the category in CRESS / RN, despite its objective conditions, is a reality and it is presented to us as a challenge to future managements and policy consolidation to society. Inasmuch as the category intends to guarantee the high quality of its social workers, the demands of future counselors, their skills and abilities in dealing with regulatory issues, administrative policies that pervade the everyday life of CRESS / RN are necessary / Este trabalho analisa a participa??o pol?tica dos assistentes sociais no Conselho Regional de Servi?o Social 14? Regi?o. O marco te?ricometodol?gico desta investiga??o tem como perspectiva a totalidade da vida social e suas rela??es de determina??o com o objeto de estudo. Regionální strany v politickém systému ČR / Regional Parties in the Political System of the Czech Republic

Czech party system can be described as relatively young compared to other, especially western European party systems. However in these days we can identify a number of regional parties inside it. This work answers the question how we can accurately identify which political entities belong to the group of regional parties in the context of the Czech Republic and which not. Likewise, it brings analysis of the position of these kinds of formations in the Czech political system. The theoretical part deals with the definition of "regional party". It brings several different theoretical approaches, which deal with the definition of that term, and then examines the application of the definition of regional parties to the case of the Czech Republic. In the analytical part, which is a case study, there is defined circuit of Czech regional parties. After that it is presented comprehensive analysis of these subjects on base of official documents of these parties, such as their articles of association, political program etc., as well as statistical data kept in the databases of central government authorities of the Czech Republic and interviews with members of selected regional formations.
