A maioria dos transportadores autônomos estão descapitalizados e incapazes de cumprir com as exigências de renovação dos programas apresentados pelo governo. Além disso, a frota é mal conservada, aumentando consideravelmente os gastos com externalidades, tais como acidentes de trânsito e poluição do ar. consequentemente, o aumento dos custos operacionais aumenta o preço do transporte. Em uma tentativa de renovar a frota, quatro programas de financiamento diferentes foram lançados. O principal objetivo era facilitar a compra de caminhões novos. No entanto, olhando para a média dos veículos de hoje, é bastante óbvio que não tenha atingido o efeito desejado. Com objetivo de solucionar este problema, o presente trabalho mostra que a renovação da frota de caminhões autônomos no Brasil é possível por meio da formação de cooperativas, provando através da Teoria dos Clubes e da análise socioeconômica dos projetos que tal ato pode ser uma ferramenta eficiente de renovação da frota brasileira autônoma de caminhões. O uso de mecanismos financeiros como consórcios e cooperativas de crédito pode reduzir o custo social do transporte rodoviário de cargas. Esta dissertação prova que o modelo cooperativo reduz bastante o custo do ativo imobilizado. Os motoristas de caminhão trabalham sozinhos e os veículos ficam parados por muito tempo. Ao trabalharem em cooperativas, haveria uma parceria na condução do mesmo caminhão; assim, despesas de transporte seriam consideravelmente reduzidas. A renovação da frota de caminhões traria uma série de benefícios sociais, econômicos e ambientais. Ao promover a substituição dos veículos atuais, permitiria a redução dos custos sociais. ______________________________________________________________________________ ABSTRACT / The autonomous fleet of trucks in Brazil is deteriorated beyond the economically viable use. The majority of autonomous carriers are undercapitalized and unable to comply with the Renewal Program requirements laid by the government. In addition, the fleet is poorly maintained, considerably increasing the expenses with externalities such as road accidents and air pollution. Consequently, the rise in operational costs pushes up the shipping price. In an attempt of renewing the fleet, four different financing programs have been launched. The main goal was to facilitate the purchase of new trucks. However, looking at the average of vehicles today, it is quite obvious it has not reached the desired effect. This issue still goes on without an optimal solution making a new proposal necessary. This thesis objective is to show that the renewal of the autonomous fleet of trucks in Brazil is possible through the formation of cooperatives. This work attempts to prove through the Theory of Clubs and the socioeconomic analysis of projects that the formation of cooperatives can be an efficient renewal tool of the Brazilian autonomous fleet of trucks. Focusing on the calculation of the reduction of costs may enable the renewal of the current and obsolete autonomous fleet of trucks. The use of financial mechanisms such as consortiums and cooperative credits can reduce the social cost of highway freight transportation. This dissertation proves that the cooperative model fairly reduces the cost of fixed assets. Truck drivers work alone and vehicles are parked for far too long. Were they to work in pairs, sharing driving hours in the same truck, transportation expenses would be considerably cut down. The renewal of the fleet of trucks would bring a number of social, economic and environmental benefits. There is an urgent need to find the best way to promote the substitution of the current vehicles in order to enable the reduction of social expenses.
