Participación y representación legislativa de afroperuanos e indígenas

La presente investigación constituye una aproximación a las condiciones idóneas esperadas por los pueblos indígenas y afroperuanos para lograr una representación legislativa que les permita alcanzar sus metas y demandas políticas como sujetos políticos. Este trabajo se enmarca en la perspectiva epistémica del post-colonialismo y su relación con la ciudadanía, así como en la teoría de la democracia radical. El principal objetivo de la investigación es comprender las características de la auto-representación legislativa de los afroperuanos e indígenas, y las relaciones entre “representantes” y “representados”. Al centrarse en las expectativas y condiciones para el desarrollo de una verdadera auto-representación, la metodología incluyó entrevistas a líderes indígenas y afroperuanos, así como a las congresistas más representativas de ambos grupos. También se hizo una revisión documental y de la historia de ambos movimientos en el Perú. Los principales resultados muestran tres condiciones necesarias para alcanzar la deseada auto-representación: (1) Construcción colectiva de la identidad étnica desde el discurso; (2) Relación entre los congresistas y las organizaciones indígenas y afroperuanas; y (3) Defensa de políticas específicas para los grupos que pretenden representar. Para futuras investigaciones, se sugiere analizar el comportamiento de los partidos políticos respecto a la inclusión y discriminación, así como el desarrollo de las representaciones locales y regionales. Constituye un desafío adicional investigar sobre qué sistemas electorales, de representación y democracia pueden promover con mayor efectividad la auto-representación indígena y afroperuana. / This research is an approach to the ideal conditions expected by the afroperuvian and indigenous people for a legislative representation that would allow them to reach their political goals and demands as political actors. This work is framed in an epistemic perspective of post-colonialism, specifically its relationship with citizenship, and the radical democracy theory. The main objective of the research is to understand the afroperuvian and indigenous legislative self-representation, as the relationship between representatives and represented. As the interests focuses on the expectative and tries to approach the conditions to develop a true self-representation, the methodology included interviews to indigenous and afroperuvian leaders, as the two more representative congresswomen from both groups. Some documental reviews, as an overview of the history from both movements in Peru were also employed. The main results exhibit three conditions that should be reached of the expected self representation: (1) Collective construction from the discourse of the ethnic identity; (2) Relationship between the legislator and the afroperuvian and indigenous organizations; and (3) Specific policy pleading for the group they may represent. For further researches, it is recommended to analyze the politic parties’ behavior around discrimination and inclusion, as the development of local and regional representations. It is also a challenge to inquire about the electoral, representative and democratic systems that can promote the indigenous and afroperuvian self-representation.
