Al igual que pasa con las actividades lícitas y productivas a favor de una sociedad, la actividad delincuencial también modifica sus procedimientos ilícitos para continuar obteniendo ingresos económicos. En el caso de los vehículos siniestrados, la delincuencia aprovecha los vacíos jurídicos y otros factores para “lavar vehículos” que tienen un origen irregular. Este origen proviene del robo de vehículos, de su irregular ingreso y permanencia en el país, así como cuando son solicitados por la autoridad judicial. El Estado, a través de la Policía Nacional del Perú (PNP), es el encargado de planificar y desarrollar estrategias para asegurar la tranquilidad y paz social de la comunidad. En cuanto al robo de vehículos y delitos conexos, se ha creado la División de Prevención e Investigación de Robo de Vehículos (DIVPIRV PNP), la cual ha ganado prestigio en la resolución de este tipo de actividades delictivas; sin embargo, en la actualidad no cuenta con la información necesaria y oportuna para llevar a cabo un adecuado procedimiento de identificación de vehículos siniestrados. Existiendo el riesgo de emitir un certificado de identificación vehicular con información falsa. La normatividad vigente no contempla todas las actividades y funciones que deben cumplir los diferentes actores que intervienen en este problema. Esa falta de definición y coordinación, que debe ser establecida por el Estado, permite que vehículos con procedencia irregular sean reemplazados por vehículos siniestrados (al utilizar sus placas de rodaje). Al establecerse puntualmente cuál es el procedimiento que se debe realizar por cada actor, se generará la información necesaria a ser utilizada por el personal de la DIVPIRV y de esta manera se podrá contrarrestar adecuadamente esta modalidad delictiva. Paralelamente, la DIVPIRV deberá implementar procedimientos efectivos que permitan contrarrestar el uso de los vehículos siniestrados para “lavar vehículos” con origen irregular. De esta manera se generará un mejor clima de seguridad ciudadana, se mejorará la imagen institucional y la población recuperará la confianza en el Estado de derecho. / Without a view to making a comparison with lawful an productive activities in favor of a society, criminal activities also change their ilegal procedure to continue getting economic revenue. In the case of sinister vehicles, crime take advantages of legal gaps and other factors to use vehicles that have an irregular origin. That origin is manifested when the vehicles come from theft, from their irregular income and stay in the country, as well as when these are requested by the judicial authority. The Estado, through the Policia Nacional del Peru (PNP), is in the charge of planning and developing strategies to ensure tranquility and social peace of the community. As for the theft of vehicules and related offences, it has been created the Division de Prevencion e Investigación de Robo de Vehiculos (DIVPIRV PNP), which has gained prestige in the resolution of such criminal activities; however, at present it doesn´t have necessary and timely information to realice appropriate procedure for identifying sinister vehicles. Therefore, there is a risk of issuing a vehicle identification certificate with false information. Current legislation does not contemplate the activities and functions that the different actors must fulfill. This lack of definition, which must be established by the Estado, allows vehicles of irregular origin to be replaced by sinister vehicles (by using their license plates). By establishing the procedure to be carried out by each actor, the necessary information will be generated to be used by the DIVPIRV staff and in this way, this criminal modality can be adequately countered. At the same time, the DIVPIRV must implement effective procedures to counteract the use of sinister vehicles to use vehicles of irregular origin. In this way, a better climate of citizen security will be created, the institutional image will be improved, and society will regain confidence in the rule of law.

En los últimos años, uno de los delitos que mayor índice de crecimiento ha tenido es la sustracción de vehículos (robo, hurto y receptación de vehículos y autopartes), perpetrado por bandas y organizaciones criminales, pese a los grandes esfuerzos que realiza el Estado Peruano a través del Departamento de Investigación de robo de vehículos de Lima Centro de la DIVPIRV-PNP. Estos hechos delictuosos, en el periodo 2018-2020, generaron un alto número de denuncias y estos a su vez ameritaron investigaciones preliminares a cargo de la dependencia policial indicada; sin embargo, estas investigaciones en más de un 50% aprox., fueron devueltas por el Ministerio Público porque no cumplen con los presupuestos exigidos por el Nuevo Código Procesal Penal que permitan formalizar la investigación preparatoria y promover la acción penal. Por lo tanto, se ha identificado el problema central como, “Limitadas acciones de investigación de sustracción de vehículos y sus efectos, por personal de la DIVPIRV-PNP Lima, durante el periodo 2018-2020”, y como causas que la originan; a) la limitada capacidad cognitiva del personal PNP; b) el deficiente proceso de investigación y c) la deficiente coordinación y articulación interinstitucional. Cabe señalar que el proyecto se ha delimitado al ámbito del departamento de Investigación de Robo de Vehículos de Lima Centro dependiente de la DIVPIRV. Ante el problema identificado, el proyecto de innovación; “Implementacióndel Área de Control de Calidad, con dos equipos de control de calidad y una plataforma informática”, pretende que, las investigaciones realizadas por el Departamento de Investigaciones de robo de vehículos de Lima Centro de la DIVPIRV-PNP., sean eficientes y permitan disminuir progresivamente el alto porcentaje de investigaciones devueltas por el Fiscal y al mismo tiempo, le permita formalizar la investigación preparatoria e impulsar la acción penal. / In recent years, one of the crimes that has had the highest growth rate is vehicle theft (robbery, theft and receipt of vehicles and auto parts), perpetrated by gangs and criminal organizations, despite the great efforts made by the Peruvian State. through the Vehicle Theft Investigation Department of Lima Center of the DIVPIRV-PNP. These criminal acts, in the period 2018-2020, generated a high number of complaints and these in turn merited preliminary investigations by the indicated police agency; however, more than 50% of these investigations were returned by the Public Ministry because they do not comply with the budgets required by the New Code of Criminal Procedure that allow formalizing the preliminary investigation and promoting criminal action. Therefore, the central problem has been identified as, "Limited vehicle theft investigation actions by DIVPIRV-PNP Lima personnel, during the 2018-2020 period", and as causes that originate it; a) the limited cognitive capacity of PNP personnel; b) the deficient investigation process and c) the deficient coordination and inter-institutional articulation. Faced with the identified problem, the innovation project; "Implementation of the Quality Control Area, with two quality control teams and a computer platform", intends that the investigations carried out by the DIVPIRV-PNP Vehicle Theft Investigations Department of Lima Centro, be efficient and allow to progressively reduce the high percentage of investigations returned by the Prosecutor and, at the same time, allow him to formalize the preparatory investigation and promote criminal action.

El trabajo de investigación tiene como objetivo elevar la eficiencia en el proceso de certificación de identificación vehicular que emite la Dirección Nacional la Dirección de Propiedad Vehicular - Policía Nacional del Perú (DIPROVE-PNP) del Perú a nivel metropolitano de Lima, dilema que se observa en el proceso actual de emisión de certificados de identificación vehicular, en aras de otorgar respuesta a un asunto de incidencia significativa determinada de la siguiente manera: “El escaso margen de eficiencia en el proceso de emisión de cédulas de identificación vehicular por la Dirección de Propiedad Vehicular - Policía Nacional del Perú (DIPROVE-PNP), en el marco de la ciudad de Lima Metropolitana sobre la base de un período de tiempo insertado en los 5 años precedentes’’. El primer capítulo plantea la definición y descripción del problema, así mismo se desarrolló el marco conceptual de las variables de investigación. Continuando con el trabajo en el capítulo dos se elaboró el árbol de problemas. Para ello, se adiciono el esquema de Ishikawa para presentar las causales de nuestros problemas, identificándose tres causas del problema: Causa 1: Trámite engorroso. Causa 2: Inadecuada infraestructura y equipos. Causa 3: Déficit de peritos. Posteriormente en el capítulo tres, se explicó el diseño del prototipo final de innovación, habiendo hecho un estudio analítico de las causas seleccionadas, identificado el elemento causal, lo que ponderó fuertemente la inadecuada infraestructura y carencia de equipos. Finalmente, el capítulo cuatro respondió al análisis de la deseabilidad, factibilidad y viabilidad del prototipo por medio de entrevistas con los actores involucrados; obteniendo como resultado la aceptación total de los usuarios para su aplicación, el cual permitirá en primer lugar lograr un procesamiento de datos de la iii información y en segundo lugar proponer cambios en la expedición de certificados de identificación vehicular expedido por la DIPROVE – PNP. Lo que determinará que la utilización de las tecnologías de la información nos permita en especial a esta unidad policial, una mejor relación con los usuarios que acuden a dicha dependencia para solicitar el certificado en mención. / The research work aims to: Raise the level of efficiency in the process of issuing vehicle identification certificates issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at the Metropolitan Lima level, a problem observed in the procedure current to issue vehicle identification certificates, responds to an issue of public value due to the need to solve the problem identified as: "Low level of efficiency in the process of issuing Vehicle Identification Certificates, issued by the Directorate of Vehicle Property - National Police of Peru (DIPROVE-PNP) at Metropolitan Lima level in the last five years ”. The first chapter raises the definition and description of the problem, likewise the conceptual framework of the research variables was developed. Continuing with the work in chapter two, the problem tree was developed. For this, the Ishikawa scheme was added to present the causes of our problems, identifying three causes of the problem: Cause 1: Tough procedure. Cause 2: Inadequate infrastructure and equipment. Cause 3: Shortage of experts. Later in chapter three, the design of the final innovation prototype was explained, having carried out an analytical study of the selected causes, identifying the causal element, which strongly emphasized the inadequate infrastructure and lack of equipment. Finally, chapter four responded to the analysis of the desirability, feasibility and viability of the prototype through interviews with the actors involved; Obtaining as a result the total acceptance of the users for its application, which will allow in the first place to achieve a data processing of the information and in the second place to propose changes in the issuance of vehicle identification certificates issued by the DIPROVE - PNP. This will determine that the use of information technologies allows us, especially this police unit, a better relationship with the users who go to said agency to request the certificate in question.
