The impact of Information and Communication Technology (ICT) on effective teaching of environmental education in rural high schools

Information and Communication Technology (ICT) has become commonplace entities in all aspects of life. Over the past twenty years, the use of ICTs has drastically changed the procedures of almost all forms of endeavour within business and governance. Additionally, throughout the world there is an awareness of the fundamental role of new ICTs in the field of education. Education is a socially oriented activity, and quality education has traditionally been associated with strong teachers having high degrees of personal contact with learners. The use of ICT in education lends itself to learner-centred learning settings. With the world moving rapidly into digital media and information, the role of ICT in education and the influence of ICT in schools cannot be overemphasised as its utility is changing the way learners learn, teachers teach, and how it supports staff work. Whilst ICT is fully integrated into many schools in the urban areas of South Africa, regrettably the same cannot be said about rural high schools. This has created a digital division between rural and urban high schools. Most of these rural high schools still do not have access to these technological tools and educators have not been given the professional training for them to integrate ICT in their lessons. This study explores the effectiveness of integrating ICT into teaching of Environmental Education in selected rural high schools. The quantitative study adopted survey research design with sample randomly selected for the study. From the findings, it can be concluded that integrating ICT in education cannot be comprehended by exploring the pedagogical orientations at play in the teaching and learning situation. It becomes the basis that teachers use ICTs to achieve the determined goals.

Livelihood strategies in rural areas of Makhoaseng village

Despite the establishment of local municipalities, rural villages are still under-developed. Under-development is an economic situation in which there are persistent discriminatory customary laws, high inequality, low levels of income and employment, low consumption, high dependence, weak community structures, little or no access to resources and inadequate services. Rural communities have not reached a satisfactory stage of economic development. This is due to the fact that these communities start from a low developmental base. They require assistance from government and other development agencies, such as Non-Governmental Organisations (NGOs) in order to achieve economic stability and a sense that they are living a meaningful life. The fundamental purpose of this study is to gain better understanding of rural livelihoods, and unpack efficiency of policy interventions that assist people in rural areas to pursue livelihood strategies that could help them to reduce poverty. The study mainly used documents from Statistics South Africa and Integrated Development Plan (IDP) documents from Elundini Local Municipality that made it possible to access socio-economic information about the village. The study found that, education levels, hawkership, welfare grants, Expanded Public Works Programme, livestock production and migration are strategies that determine livelihood in Makhoaseng village. The socio-economic conditions such as low levels of education, age, lack of access to basic infrastructure have effect on poverty and kind of livelihoods pursuit in different households. These conditions hinder people in the village to meet their basic needs. On the hand, the agricultural sector has a potential to boost Local Economic Development (LED) in the village. Lack of financial and social support from the government and private sector causes deficiencies in agricultural sector. Moreover, the village has weak structures with strong patriarchal norms. This confirms the need for holistic support from the government because few private sectors are willing to invest in such village. The implications are that, without community interest in education, attainment of better educational qualifications, skills and jobs will remain a challenge in the village. Other sectors of the population such as women will remain disadvantaged if community structures do not abandon patriarchal norms. Rural people are not waiting for government or development agencies to come up with interventions but they are engaging in some economic activities such as hawkership and wool production that enable them to go out of poverty. The government must partner with Department of Trade and Industry (DTI) to support community economic initiatives. On-farm activities ought to be intensified by venturing into mutton and beef production in the village. Government and development agencies must support women hawkers by developing them as cooperatives and explore other economic opportunities such as stone brick making and thatch for roofing. Low levels of education worsen the low living standards and create high dependency in the village. These conditions force the majority of the households in the Makhoaseng village to pursue involuntary livelihood strategies, while very few pursue deliberate livelihood strategies.

Rural development agency support to emerging farmers in the Eastern Cape Province

The objective of the study is to analyze the impact of the ECRDA in projects managed by Eastern Cape emerging farmers. In this study, emerging farmers are farmers that are participating in the market and have intentions to produce and sell at a large scale. The study also investigates the challenges facing the emerging farmers supported by ECRDA as well as the support given to these farmers by ECRDA. The study is based on randomly selected farmers around Eastern Cape Province that are supported by ECRDA with finance to buy production inputs. Six interviews have been conducted around Eastern Cape, one in each of the six district municipalities. The information was transcribed and verbatim text was produced. From the verbatim text about 8 themes and sub- themes were identified and were analysed using qualitative content analysis method. The themes that were identified are: The first theme was the lack of infrastructure make a conducive farming environment. The second was the insufficient service from ECRDA officers, as well as those from the department of agriculture. The third theme that emerged was the availability of farming land from which the clients plough, and also use as a grazing land for their livestock. The fourth one focuses on the access to capital, and the challenges that are encountered when applying for loan at ECRDA. The fifth theme is the concern about the safety of the maize they plant, not only from the unattended livestock, but as well as thieves, when the maize is ready. The sixth theme is the availability of market, where the farmers are able to sell their produce when it is ready. The seventh theme was skills development, and whether farmers are trained in order to be effective and efficient farmers. The last theme focuses on loan repayment, how the farmers repay the loan from the ECRDA. These themes constitute the main challenges that hinder the sustainability of emerging farmers’ projects.

A study of the effectiveness of local economic development strategy: a case study of the Nyamdeni Local Municipality

The study seeks to analyse the socio-economic impact on local economic development programme with specific reference to Nyandeni local Municipality in the Eastern Cape Province. Nyandeni local Municipality is under the district of O.R. Tambo, its administrative seat is the town of Libode with a population of about 290, 390 which is spread over 31 wards. Scattered, low-density rural settlements dominate the Municipality. 79% of households reside in traditional or village type settlements. These settlements are loosely scattered throughout the entire Municipal area and are surrounded by communal grazing and arable lands. The majority of residential structures are self-built. Apart from a few trading stores, there is little sign of any significant economic activity within the rural settlements.

The purpose of the study was to investigate the role played by Local Economic Development (LED) project in poverty alleviation in rural areas, with special reference to Ward 11 project, in Weza Administrative Area, in Willowvale (Mbhashe Municipality). The overall purpose was to investigate whether the LED project has contributed to the positive change in socio-economic conditions of rural people at Weza Administrative area. The study looked at how the projects in other countries around world played a key role in poverty alleviation. The study also looked at challenges the project face and the role played by various government departments, private sector in supporting the project. In depth case study was used in the study and the study involved various data collection instruments / tools like interviews, questionnaires and observations. Findings of the study suggest that the project plays a critical and vital role in poverty alleviation in rural areas; it provides employment and put food on the table for various families.

Usage of tribal assets towards community development : case study Royal Bafokeng Nation

Tribal (rural) communities possess assets/resources that can be utilised in improving the quality of life of their residents. The processes involved in the usage of these assets toward community-led development can determine the success or failure of the development efforts by the community. The research conducted was aimed at investigating the processes involved in utilising these assets, with reference being placed on two community-led development approaches namely Asset Based Community Development and Sustainable Livelihood Framework. The research will examine the processes that the Royal Bafokeng Nation has used in the successful development of its community. A comparison of the community-led development processes will be compared to the Integrated Sustainable Development Strategy formulated by the South African government to develop rural communities. The results indicate that development is not just about asset identification, it‟s more complex than that. If development was just about resource identification then a lot of tribal communities would be developed. Development is about the interactions between leaders, community and external sources and in the case of RBN, administration as well. It is about interaction between leaders and community in the form of participation in development efforts; interaction between leaders (and administration) with external sources such as municipalities to enhance development; and interaction between community and external sources through social capital. The results also indicate that whilst it is the duty of government to provide basic services, communities can partake in other development initiatives. That development in it‟s entirely should not be left to government if communities have the means of initiating development. That government has to improve certain aspects in their development strategies, but that it has made strides in formulating strategies to develop rural communities. The challenges for government come in the implementation of these strategies. That partnership between community and government can lead to better and sustainable development initiatives.

An investigation on the impact of the land redistribution and development (LRAD) programme with special reference to the Tsomo Valley Agricultural Co-operative farms

The purpose of the research was to assess the policy impact of the Land Redistribution and Development (LRAD) Programme, which substituted the Settlement and Land Acquisition Grant (SLAG) programme. Both these policies were meant to make land accessible to previously disadvantaged groups including Africans, Coloureds and Indians, as part of land reform policies of the post 1994 democratic government. Due to some failures of SLAG after its first five years of implementation, which were from 1995 to 1999, the land redistribution policy was revised and the LRAD programme came as an improved policy of SLAG. There has not been much research on the impact of this programme, which has been implemented since August 2001.

Managing the conflict between social and economic value : the case of the Amadlelo Project

The objective of the study was to investigate the role that social entrepreneurship can play in rural economic development. This objective was achieved by answering the following secondary research questions: How do for-profit social ventures create social value? How sustainable are the for-profit social venture projects in rural areas? What are the challenges facing for-profit social ventures in scaling up their projects? What metrics can be used to monitor and measure social ventures? What are the leadership traits of social entrepreneurs? The point of departure in resolving the objective of this study was to do an analysis of the available literature relevant to the research. The literature review covered was on rural development and social entrepreneurship. Rural development literature covered issues specific to rural development such as the history of rural development in South Africa, land redistribution and restitution and food security, amongst others. Social entrepreneurship literature dealt with the following issues: charity organisations, corporate social responsibility, for-profit social ventures and social capital, amongst others. The researcher used a multiple case study method to resolve the objective of the research. It was conducted with five projects of Amadlelo Agri in the Eastern Cape. An empirical and qualitative study was conducted with forty one employees and six senior managers of Amadlelo Agri respectively in order to test the theory. The results of the empirical and qualitative study were compared to the reviewed literature in order to ascertain whether Amadlelo Agri complied with the findings of the literature review. The research concludes that for-profit social ventures can play a very important role in rural development by turning latent community assets into profitable businesses for the benefit of the community; reducing unemployment and poverty; bringing financial and other resources needed in rural communities and by providing skills development.
