No. of bitstreams: 1 000411101-Texto+Completo-0.pdf: 468582 bytes, checksum: 52f59abcc499fbab2f478f1cc84d8f07 (MD5) Previous issue date: 2009 / This work has as its main objective to analyze the creation of the National Industrial Service of Learning process in 1942, the institution responsible for the administrative direction of the professionalizing courses in Brazil, seeking to find the elements of the national project development scheme during the new State (1937-1945). For the implementation of this work we used the Annual Reports of the National Service Industrial Learning Regional Department of Rio Grande do Sul relating to the years 1944 and 1945. For the pedagogical proposal analysis, plus the education methodology and the classification of courses to be created we have made use of information contained in the study on the opportunities of preparation for Industrial Teaching of the National Institute of Pedagogical Studies and the Introduction to the foundations of Teaching Industrial Regional Department of Rio Grande do Sul. In the first chapter, we analyzed the historiography on the situation in the period of New State that could clarify about the elements and the measures taken in the fields of politics, economics and education. In the second chapter, we will have the procedures for the SENAI’s creation, the administrative measures and the necessary adjustments for each regional situation, the establishment of a specific legislation that would guarantee its supervision. On the third chapter, we studied the elements of pedagogical proposal, the methods of vocational education and training of teachers specifically geared to the professional education. / Este trabalho tem por objetivo analisar o processo de criação do Serviço Nacional de Aprendizagem Industrial em 1942, instituição responsável pela direção administrativa dos cursos profissionalizantes no Brasil, buscando encontrar os elementos do projeto de desenvolvimento nacional durante o regime de Estado Novo (1937-1945). Para a realização deste trabalho utilizamos os Relatórios Anuais do Serviço Nacional de Aprendizagem Industrial do Departamento Regional do Rio Grande do Sul referentes aos anos de 1944 e 1945. Para a análise proposta pedagógica, juntamente com a metodologia de ensino e a classificação dos cursos a serem criados fizemos uso das informações contidas no estudo sobre as Oportunidades de Preparação no Ensino Industrial do Instituto Nacional de Estudos Pedagógicos e da Introdução aos Fundamentos do Ensino Industrial do Departamento Regional do Rio Grande do Sul. No primeiro capítulo, analisamos a historiografia referente à conjuntura do período de Estado Novo, que elucidasse sobre os elementos e as medidas tomadas nos campos da política, da economia e da educação. No segundo capítulo, teremos os trâmites para a criação do SENAI, as medidas administrativas junto com as adaptações necessárias para cada situação regional, a elaboração de uma legislação específica que garantisse a sua fiscalização. No terceiro capítulo, estudamos os elementos da proposta pedagógica, os métodos de ensino profissional e formação do corpo docente especificamente voltado para a educação profissionalizante.
