Os efeitos dos custos das transa??es comerciais e do livre com?rcio no mercado internacional da soja

To achieve this goal, we use a partial equilibrium model formulated as a Mixed Complementarity Problem - MCP - which allows the inclusion of transaction costs and trade policies, tariffs and subsidies in addition to the construction of scenarios. Three simulations are constructed to test the impacts: first eliminate the costs of transactions in the second, retire trade policies and the third is testing a 20% increase in the consumption of soy. The results show that the elimination of transaction costs favors Brazil, Argentina and China increased exports and increasing imports from the United States and Europe. The countries of the rest of the world are most benefited by the condition of the free market. In general, the impact of transaction costs in the soy market depend on adopted and the characteristics of production and consumption policies of each region, and may not be opposites or trade policies. The scenario of increase in world consumption shows that with the rate of consumption of soy at the same levels of the years 2009 to 2011 and with the same pattern of transaction costs and trade policies, Brazil is unique among major producers they can not increase their participation in world exports of soybeans. / Este estudo analisa e discute os impactos dos custos das transa??es comerciais e das barreiras tarif?rias e subs?dios no com?rcio internacional da soja. Para atingir tal objetivo, utiliza-se um modelo de equil?brio parcial formulado como um Problema de Complementaridade Mista - PCM - o qual permite a inclus?o dos custos das transa??es e das pol?ticas de com?rcio, tarifas e subs?dios al?m da constru??o de cen?rios. S?o constru?das tr?s simula??es para testar os impactos: na primeira eliminam-se os custos das transa??es, na segunda, retiram-se as pol?ticas de com?rcio e na terceira ? testado um aumento de 20% no consumo da soja. Os resultados mostram que a elimina??o dos custos das transa??es favorece o Brasil, a Argentina e a China no aumento das exporta??es e eleva as importa??es dos Estados Unidos e da Europa. Os pa?ses do resto do mundo s?o mais beneficiados pela condi??o de livre mercado. De uma forma geral, os impactos dos custos das transa??es no mercado da soja dependem das pol?ticas adotadas e das caracter?sticas de produ??o e consumo de cada regi?o, podendo ser opostos ou n?o ?s pol?ticas comerciais. O cen?rio de aumento no consumo mundial mostra que com o ritmo de consumo da soja nos mesmos patamares dos anos de 2009 a 2011 e com o mesmo padr?o dos custos das transa??es e das pol?ticas comerciais, o Brasil ? o ?nico entre os grandes produtores que n?o consegue aumentar a sua participa??o nas exporta??es mundial da soja.
