There was no compulsory school attendance legislation in Florida before 1915 although the state Superintendent had recommended the adoption of such legislation as early as 1895. The legislation adopted in 1915 was a makeshift act with no adequate provisions for enforcement. It did not operate successfully except in a few scattered localities. In 1991, public sentiment demanded a statewide compulsory school attendance law.
