A bibliometric study of the publication patterns of South African scientists.

One of the legacies of the apartheid system was the discrepancy in funding and support for various activities, including research work in science and technology based on racial grounds. Some institutions of higher learning and research institutes were favoured more than others in terms of resources. Presently, despite the fact that there is national democracy, previously disadvantaged institutions with their culture of minimal research and poor publication output continue to produce inadequate quantities of research and publications while the historically developed universities are at the forefront of research and publication.This research is a bibliometric study of the publication patterns of South African scientists. The subjects were academic scientists from ten selected universities of the Eastern Cape, Western Cape and KwaZulu Natal, which vary considerably, with regard to standards of education, quantity of publications, development and overall progress. The general purpose of this study was to investigate the patterns used by scientists in publishing the results of their research, provide valuable information and play a significant role in evaluating the research and publication patterns of scientists from these different institutions The study collected two sets of data through lists of publications and a questionnaire. The questionnaire was pretested and the comments of the respondents enabled the investigator to make the necessary revisions in the subsequent questionnaire. The questionnaire was sent to 350 full-time academic scientists in the departments of physics, chemistry, botany, zoology and biochemistry / microbiology in the selected universities. Out of the 350 scientists, 174 responded. Twenty one returns were discarded, hence only 153 were used in the data analysis. Further data was obtained from the Science Citation Index and the Foundation for Research Development. Data were analysed using descriptive statistics, one way ANOVA and Pearson Chi-Square test. The results obtained in this study showed that the five null hypotheses were rejected. It was found that there was a : - • direct relation between academic rank and productivity; academic status and productivity. • direct relation correlation between prestige and productivity. • higher impact of "A" grade scientists over non-"A" grade scientists. • significant difference in productivity between areas of science that are funded and areas which receive little or no funding. / Thesis (Ph.D.)-University of Natal, Pietermaritzburg, 1998.

A pesquisa tentou responder as seguintes questões: i) a proposta cienciométrica ajuda a analisar a visibilidade das revistas? ii) as experiências regionais (principalmente latino-americanas) oferecem insumos para apoiar esta análise? iii) as condições do contexto boliviano favorecem ou obstaculizam o desenvolvimento e visibilidade das publicações? iv) e, finalmente, as revistas bolivianas cumprem os critérios mínimos de qualidade, quando considerado o contexto regional? Entre os principais resultados, salienta-se que, embora o modelo cienciométrico esteja vigente e oriente muitos dos estudos relacionados à qualidade e visibilidade, ele não permite (por meio dos seus principais indicadores - citação e impacto), compreender a situação da produção científica no caso particular da Bolívia, devido à baixa presença das publicações em índices e registros internacionais, regionais e até locais. Além disso, nota-se o desconhecimento da importância de fazer parte de registros internacionais e, finalmente pela incipiente cultura científica desenvolvida nos espaços acadêmicos do país. Em relação às condições do contexto boliviano para a produção de revistas científicas, conclui-se que o desenvolvimento e sobrevivência da grande maioria das revistas tem sido prejudicada, principalmente por problemas de caráter econômico, além da pouca prioridade dada ao tema, no marco das políticas públicas nacionais, e por alguns fatores relacionados com o processo de produção editorial. Por fim, conclui-se que as revistas científicas analisadas cumprem a maioria dos critérios extrínsecos e intrínsecos de normalização e visibilidade aplicados, sendo necessário promover a sua valorização no contexto nacional, integração no contexto regional e visibilidade no âmbito internacional. A metodologia empregada no estudo foi de caráter qualitativo, baseada nos métodos da revisão documental e entrevistas. A mesma inclui critérios para a seleção e análise extrínseca e intrínseca das revistas científicas bolivianas. / Abstract: The objective was to understand and to analyze the quality and visibility of two scientific journals Bolivian: The Bolivian Physics Journal and Ecology in Bolivia journal. The research attempted to answer the following questions: 1st) Does the scientometric proposal helps to analyze the visibility of the journals? 2nd) Do the regional experiences (mainly Latin American ones) offer inputs to support this analysis? 3rd) Does the Bolivian context benefits or hinds the development and visibility of the publications? 4th) Finally, do Bolivian journals fulfill the minimum criteria of quality in the regional context? Among the main results, it stands out that, despite the scientometrics model is valid and it guides a lot of the studies related to the quality and visibility, it does not permit (through its two main mesures: citation and impact), to understand the situation of the scientific production in Bolivia, due to the low presence of publications at international, regional and local indexes. Besides, there exists ignorance about the importance of being part of the international records and there is also a poor developed scientific culture at the academic spaces of the country. About the Bolivian context conditions for the production of scientific magazines, it can be concluded that the development and the survival of the great majority of the journals has been hindered, mainly by financial problems, the low priority given to the issue from the national public policy and because some factors related to the editorial production process. Finally, the scientific magazines analized fulfill the majority of the norms and visibility criteria, being necessary to promote its value and integration into the national context and the visibility into the international scope. The methodology used in the study was qualitative, based in documental review and interviews.
