No. of bitstreams: 1 2016_MarcileneBarrosLima.pdf: 1772430 bytes, checksum: 856d8d6cfc4112069e1b0d15ee8d1fd2 (MD5) Previous issue date: 2018-01-02 / Na pesquisa buscou-se compreender o processo de prestação de contas referente às Entidades sem Fins Lucrativos (ESFLs), no que tange aos motivos que levaram aos órgãos de controle interno rejeitarem a prestação de contas destas (ESFLs) por força do Decreto nº 7.592/2011, utilizando-se como base de dados disponibilizadas no Portal da Transparência do Governo Federal, a partir da opção de Cadastro de Entidades Privadas sem Fins Lucrativos Impedidas (CEPIM) da Controladoria Geral da União (CGU) e no Sistema de Convênios e Contratos (SICONV). Possibilitou a reflexão e análise de evidências de um percentual significativo destes convênios (8%) que tiveram suas prestações de contas reprovadas de um total de 116 projetos. Notou-se que esta porcentagem é inferior à quantidade de inadimplentes (54%) onde o erro na “prestação de contas”, objeto de análise desta dissertação, referente a ausência de alguns documentos obrigatórios, conforme a Lei, houve elevados gastos realizados e não previstos no plano de trabalho, não atenderam a Lei 8.666/93 para a contratação dos serviços e aquisição de equipamentos, entre outras divergências encontradas. Por fim, sugere-se na pesquisa, um acompanhamento do convênio das Entidades sem Fins Lucrativos (ESFLs) pelo órgão concedente, desde o inicio da vigência do convênio, bem como, no decorrer das atividades realizadas e no fim do projeto, de modo a facilitar o andamento da execução do convênio. / In the survey sought to understand the process of provision of related accounts the Entities Nonprofit (ESFLs), with respect to the reasons that led to internal control bodies reject the accountability of these (ESFLs) under Decree No. 7,592 / 2011, using as a database available on the Transparency Portal of the Federal Government from the Register option Private Entities Nonprofit prevented (CEPIM) of the Comptroller General (CGU) and the Agreements and Contracts System (SICONV). Possible reflection and analysis of evidence of a significant percentage of these agreements (8%) who had their benefits accounts reproved a total of 116 projects. It was noted that this percentage is less than the amount of non-performing (54%) where the error on "accountability", the object of analysis of this paper, referring to the absence of some required documents, according to the law, there were higher expenses incurred and not provided for in the work plan, did not attend the Law 8.666 / 93 for the contracting of services and procurement of equipment, among other discrepancies found. Finally, it is suggested in research, monitoring of the agreement of the Entities Nonprofit (ESFLs) by the granting body, from the beginning of the term of the agreement and, in the course of activities carried out and the end of the project in order to facilitate progress in the implementation of the agreement.
