Na cultura da batata, ocorrem vários problemas fitossanitários, principalmente doenças, que, não raro, são de difícil diagnose. Há deficiência de ferramentas informatizadas para a diagnose destes problemas. Assim, desenvolveu-se um SE para diagnose de doenças da batateira, que objetiva dar suporte a técnicos da extensão, na tomada de decisão, e auxiliar a docentes, como ferramenta educativa. Dividiu-se o desenvolvimento do SE em cinco fases independentes: i) seleção do problema; ii) aquisição do conhecimento; iii)organização do conhecimento e desenvolvimento do protótipo; iv) desenvolvimento do SE completo; e v) avaliação. O SE, denominado Sistema Especialista para Diagnose de Doenças da Batateira (SEDDB), contém 60 perguntas, 104 regras, 150 fotografias, glossário com 45 termos, e auxilia no diagnóstico de 33 doenças. Na construção do protótipo do SE, consultaram-se seis especialistas em doenças da batateira e utilizou-se o shell Expert Sinta, para verificação da lógica interna, e o software Delphi ® (versão 6.0), para o desenvolvimento da interface. Na fase de validação, participaram 54 estudantes, entre pós-graduandos em Fitopatologia e agronomandos. Os pós-graduandos tiveram índice de acerto médio na diagnose de 57,02% e de 73,00%, sem e com a utilização do SEDDB, respectivamente. Com o uso do SEDDB, os agronomandos obtiveram acerto médio de 69,14%, superior àquele obtido pelos pós-graduandos, sem a utilizarem o SE, na diagnose do mesmo grupo de doenças. / Expert Systems (ES) are being used in plant pathology, mostly to diagnosis various crop diseases. Potato plants are subjected to several important helth problems, especially diseases that quite frequently are difficult to diagnose. There is few computer tools specially designed to diagnosis potato diseases. Therefore an ES was development to diagnosis potato diseases, aiming to help extension agents, as a decision tool, and plant pathology lecturers, as an educational tool. The development of the ES, planned to help diagnosing of 33 diseases, was divided into five independent phases: i) problem selection; ii) acquisition of the knowledge; iii) organization of the knowledge and prototype development; iv) ES development; and v) ES evaluation. The ES, called Expert System to Diagnosis Potato Plant Diseases (SEDDB), includes 60 queries, 104 rules, 150 photographs, and a glossary with 45 terms. Throughout SEDDB construction, six specialists in potatoes diseases were consulted. The ES internal logic verification was through the shell Expert Sinta and the interface development was using the software Delphi ® (version 6.0). A total of 54 MS students in Plant Pathology and Agronomy undergraduate students participated in the ES validation. The graduate student’s accuracy in diagnosing diseases was 57,02% and 73,00%, with and without using SEDDB, respectively. To diagnose the same group of diseases, the undergraduate student’s accuracy using SEDDB was 69,14%, which was higher than graduate student’s accuracy without using the ES. / Dissertação antiga

The paper analyzes the impact that preferential voting has had on elections and the party system, particularly in the case of Peru. It presents, in the first place, the issue of preferential voting as an element of the electoral system. Then, it continues with the study of the particular case of Peru, in which it indicates its origin, the mechanics it follows, the impact on the Parliament and its evaluation. / El artículo busca analizar el impacto que tiene y ha tenido el voto preferencial sobre los procesos electorales y el sistema de partidos, de manera particular en el caso peruano. Presenta en primera instancia, el tema del voto preferencial como elemento del sistema electoral, para continuar con su estudio en el caso particular de Perú en donde señala su origen, la mecánica que sigue, el impacto en el parlamento y su evaluación.
