Como os sistemas municipais de ensino e os conselhos municipais de educação se configuram como um dos mecanismos de autonomia da gestão da educação municipal e tendo em vista que o município de Gurupi institucionalizou seu sistema com a Lei municipal nº 1.565/2003, com conselho normativo, este estudo propôs examinar as questões: (i) como foi o processo de implantação do sistema municipal de ensino de Gurupi; (ii) como foi a relação política e pedagógica com o Estado e a União; (iii) quais foram as maiores dificuldades encontradas durante a década de sistema municipal de educação institucionalizado; (iv) ter um conselho municipal de educação atuante configurou-se como medida importante em direção a uma gestão mais democrática; (v) as decisões do Conselho foram respeitadas pela Secretaria de Educação e tiveram repercussão na gestão das escolas; e, por último, (vi) qual o impacto da institucionalização do sistema municipal de educação na ampliação de matrículas, na política de inclusão e na melhoria da qualidade da educação pública do município. Para este estudo investigativo, que tem também uma dimensão empírica, os recursos metodológicos utilizados foram de abordagem qualitativa, fundamentada no estudo de caso. Para responder a essas questões, o estudo procurou ampliar a análise documental, das entrevistas e dos índices educacionais do SME de Gurupi para a análise política de Gurupi. Entendeu-se que isso não se trata de uma política partidária, mas uma análise de como a continuidade política influenciou a política educacional. Após essas análises, pode-se afirmar que a institucionalização do sistema municipal de educação de Gurupi contribuiu para a melhoria da qualidade da educação do município, por meio da organização da sua rede de ensino que conta com o conselho municipal de educação normativo como órgão consultor e orientador, o que contribui para uma gestão mais democrática, pois negocia, dialoga e realiza uma gestão partilhada dos conflitos, alcançando vitórias, empates e derrotas nas negociações pelos interesses da educação pública municipal. ______________________________________________________________________________ ABSTRACT / The choice to investigate the institutionalization of the municipal education Gurupi believing that it was analyzing not only the system, but the process of institutionalization collaborate to understand how to set up an education system can contribute (or not) to improve the quality the teaching of basic education. For this research study, which also has an empirical dimension, the methodological resources are of a qualitative approach, based on case study. To answer these questions, the study sought to expand the analysis of documents, analysis of interviews and analysis of educational indicators of the EMS Gurupi for policy analysis Gurupi. Understanding that this is not a political party, but an analysis of how politics influenced the continuity of educational policy. After analysis, it can be argued that the institutionalization of the municipal education Gurupi contributed to improving the quality of education in the city through the organization of its school system, which relies on the municipal council of legal education as an advisory body and advisor, which contributes to a more democratic as it negotiates, is interviewed and performs a shared management of conflicts, achieving victories, draws and defeats in the negotiations in the interests of local public education.
