Koaliční politika malých stran v České republice po volbách 2017 / Coalition policy of small parties in the Czech Republic after the elections 2017

This thesis deals with the position of small parties in the Czech parliamentary system after the elections to the Chamber of Deputies in autumn 201. The main focus is holding on the period from the official start of the election campaign on 2 May 2017 until the press release of selected parties after signing Coaliton on 10 July 2018. At the same time this paper focuses on the strategies of small political entities in the negotiations on the government in a situation where the election winner became the ANO movement and the only candidate for the prime minister is the prosecuted Andrej Babiš. Attention is paid to the strategy of the small political subjects, when they are faced with deciding whether to give priority to offices in the government and the opportunity to push through their political agenda or decide to keep the voters' promise and remain in opposition. The issue is examined from the perspective of the smallest political entities in the Chamber of Deputies - KDU-ČSL, TOP 09 and STAN. Emphasis is also placed on putting the issue into the context of the Czech party system and the ability of small parties to promote their program in the past. A presente dissertação busca entender as razões do insucesso dos pequenos partidos políticos em Cabo Verde e o seu fraco desempenho eleitoral ao longo da história política cabo verdiana. O modelo do financiamento público tem sido apontado como a causa principal deste resultado. Questionamos essa explicação, buscando mostrar que a razão que está por trás do insucesso dos pequenos partidos não se deve unicamente à dificuldade de acesso ao financiamento público, mas também a outras variáveis, nem todas elas institucionais. Através da análise dos dados do Afrobarómetro é possível inferir que os pequenos partidos não têm apoio da população. As pessoas não transferem as suas preferências numa terceira força partidária, favorecendo assim os dois grandes partidos, fomentando ainda mais o bipartidarismo. / This work seeks to understand the reasons for the failure of small political parties in Cape Verde and its weak electoral performance throughout the political history Cape Verdean . Public funding model has been suggested as the main cause of this result. We question this explanation, seeking to show that the reason behind the failure of small parties is not due solely to the difficulty of access to public funding, but also to other variables, not all of them institutional. By analyzing the Afrobarometer data we can infer that the small parties have no popular support. People do not transfer their preferences in a third party force, favoring the two major parties, encouraging even more bipartisanship.

Jak se stát součástí establišmentu? Malé/nové strany v parlamentu ČR po roce 2002 / How to become the part of political establishment? New/small political parties in Parliament after the year 2002

The thesis informs a reader about problems of establishing new/small political parties and their activities in Czech Parliament during the period of 2002 -- 2010. The surprising and unexpected results of Chamber of Desputies election that took place in May 2010 and brought considerable transformation of contemporary political establishment in Czech republic, represented the main impulse for writing this thesis. The aim of the thesis was to find out the size of political market openness for new/small political parties during the period of 2002-2010 and simultaneously evaluate what kind of position and substance these new/small political subjects in the political market have. A content of thesis is divided into two main parts. The first part is focused on theoretical theme and includes four chapters. There are mentioned mainly the issues of new/small political parties' definitions, the role of relevant parties in proportional representation systems and also some of the most important attempts of electoral reforms. The second part includes the final chapter that is focused on analysis of the factors that had influence on increase or decrease in chances of new/small parties to be successful in Chamber of Desputies elections from 2002 and thus become the part of political establishment. The fundamental questions were: How have the new/small political parties built up in that period of 2002-2010 and under what circumstances have they become the part of political establishment.
