The validation of the Heimler Scale of Social Functioning (HSSF) for client groups in South Africa.

The problem identified as the focus of this study is the absence of a scale that measures social functioning with validated norms for any population group in South Africa. The need for such an instrument is highlighted by the importance of measurement to social work practice. Descriptions and definitions of "social functioning" in social work literature are evaluated and social functioning is operationally defined. Various approaches to the measurement of social functioning and contemporary ideas concerning the measurement of marital and family life are explored. Literature pertaining to the Heimler Scale of Social Functioning (HSSF), the measurement instrument selected in this study to measure social functioning, is examined and systematized and research findings on the HSSF are reviewed. The examination of the HSSF is focussed on the reliability of the scale for three population groups in South Africa : Whites, Indians and Blacks. The HSSF was administered to client sample groups (N = 281) from three types of welfare agencies in Durban, South Africa. These welfare organisations represent the counterparts of the British welfare agencies from which samples were drawn in the original validation study of the HSSF. As English and Zulu speaking clients are included in sample groups, the HSSF had to be translated into Zulu. The questions included in the HSSF appear to be suitable in a construct that attempts to measure social functioning and the Zulu translation of the HSSF appears to be acceptable. Findings of the study show that the international norms of the HSSF cannot be applied without adjustment across racial and ethnic boundaries and certain changes to the norms for specific client groups are recommended. / Thesis (Ph.D.)-University of Natal, Durban, 1986.

The change in emphasis from long-term to short-term hospitalization and the importance of primary health care, means that within the limitations of the present organization structure, assessment is often the most important and sometimes the only, aspect in the helping process. The knowledge and skills of the medical social workers need to be extended; this study therefore focuses on effective assessment that will equip the medical social worker to render an effective service through linking resources within the patient, hospital and within the community. The aim of this study is the development of a training programme for medical social workers to extend their knowledge and skills in assessment.

An evaluation of the social welfare policy of the Eastern Cape provincial government

A background of serious disparities in past welfare policies, legislation and programmes, necessitated the need for a far-reaching new social welfare policy in South Africa. The adoption of the White Paper for Social Welfare by Parliament in February 1997, set the path for the new social developmental approach to social welfare, dealing with key substantive issues in addressing the restructuring of social welfare services, programmes and social security. The Eastern Cape Province is one of the poorer provinces in South Africa. Negative radio and print media reports on social welfare in the province in the past three years has made it clear that serious problems and disparities face the provincial department. Several of these media reports highlighted issues relating to poor service delivery and unacceptable conditions of underdevelopment and poverty still prevailing in the province. The Eastern Cape Welfare Department has been plagued by fraud and corruption, and in a report of the Eastern Cape legislature’s standing committee on welfare in 2001, it was found that fraudulent activities, corruption and misconduct by government officials are still prevalent in the welfare department. The objective of this research was to assess whether the Eastern Cape Department of Social Development (Welfare) is implementing this new social developmental approach to social welfare, as set out in the 1997 White Paper for Social Welfare.

The implications of the IMF programme in Zambia: lessons for South Africa in the Reconstruction and Development Programme (RDP)

This study attempts to present a comparative analysis of the implication of the IMF in Zambia and South Africa in its Reconstruction and Development Programme (RDP). In examining the IMF programme, the study focuses on the Fund's understanding of such economies and its prescriptions for development. It is argued that IMF's familiar orthodoxy will have disastrous consequences for South Africa's poor, disadvantaged and rural communities. Finally, the IMF's market-oriented policy prescriptions are likely to erode democracy and have devastating effects to people-centred development programmes such as the RDP.

Aim of this study. The problem of poverty, especially in rural S.A ., formed the basis for the questions and hypotheses posed in this study. Poverty stricken communities, with the accompanying suffering, the immobilizing effect of poverty and the present climate of urgent changes in S.A., were also apparent in Wartburg (study area). The problem was to initiate development in such a way that the chances of failure and therefore the wasting of already scarce resources is minimized. The manner in which development is initiated and what are viewed as desirable elements of development should culminate into achieving self-sustaining development in the long term. It became clear therefore that a complete data base needs to be established in order to initiate such a development process. In this study the aim was to investigate the role which research plays in the process of development. Method. This study can be divided into two sections, viz an investigation into the theoretical basis for achieving a self-sustaining process of development and how research should be done within such a process. Secondly, the practical application of such a theoretical basis was tested and forms the empirical section of this study. The first section was completed by undertaking a literature study. The conditions set for the development process guided the researcher increasingly to a holistic perspective, Community Development and the state of the art of Social Work Practice. The second part of this study was done through empirical research. The questionnaire method was utilized where structured interviews were conducted by properly trained field workers who were of similar cultural background as the community involved in the survey. The data was processed by using the B.M.D.P. programme and recorded in section B of this report. From section A and B of this report conclusions were drawn regarding the development process, the role research has in this process and the task of the Social Work Profession in this regard. Findings. From the theory it seemed that the state of the art regarding social Work Practice upholds a holistic perspective and views community practice and development as an important function within this perspective. It seems that a unitary approach to Social Work is increasingly becoming a reality in the pursuit of a holistic perspective as well as by stressing the importance of community practice. The integrated approach to Social Work Practice seems to collaborate with these views. The role of research is equally important to social Work Practice as it is to Community Development and should be viewed as an integral part of the Social Work Process/Practice. The empirical section of this study is a clear example of what can be achieved by a properly planned and executed research project which forms an integral part of a development process. Together with the community valuable data were drawn from the data base. These conclusions were directly employed to identify priorities and in planning specific projects. Conclusions. This study concludes, firstly, that Social Work Practice has an obvious task in the field of community development. This profession can contribute to a large extent toward making development more human and to acknowledge the importance of both man and his environment when considering development. The study also showed that research is an integral part of a development process, especially where the aim is that of a perpetuating, self-sustaining development process. In short, it seems that the Socio-economic research meets the requirements set by the aforementioned development process, but that refining seems necessary in order to make it more effective and useful as an instrument for initiating such a process of development as discussed in the above paragraphs.

A critical evaluation of the quality of social development interventions with specific reference to social assistance

Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

An evaluation of the coordination of selected decentralised provincial services in the province of the Eastern Cape and its relationship with similar municipal services

In this study, it was attempted to gain insight on coordination of decentralized health and social development services. Further, it was attempted to evaluate the coordinating arrangements of and relationship between decentralized provincial health and social development services with similar services rendered by district and local municipalities. Since the literature on coordination of decentralized services is limited, it is anticipated that this study will provide valuable information for further research on the topic. In the literature study undertaken however, it was evident that coordination of services increases the rate of effectiveness and efficiency in the delivery of public services. It was found that role players can no longer afford to work in different compartments. They need to work cooperatively together in achieving unity of purpose, unity of effort as well as unity of action towards the realization of the objectives of government, that of rendering of public services. Thirty four respondents composed of mayors in Amathole District Municipality and Buffalo City Local Municipality, municipal managers for the respective municipalities, portfolio heads for health and social development services in the respective municipalities as well as two councillors, one in each municipality, were given questionnaires to complete. Also given questionnaires to complete were the political office bearers of the Provincial Department of Health and the Provincial Department of Social Development as well as respective Heads of the two departments. Again, officials of the five decentralized offices of the Provincial Department of Health and the Department of Social Development namely, Mbashe, Mnquma, Buffalo City, (v) Amahlathi and Nkonkobe, were given questionnaires to complete. The intentions of the study were to determine the effectiveness in coordinating the rendering of health and social development services between the Provincial Authority, the district as well as local municipalities in the Eastern Cape. Also, the intention was to determine the problem areas in the coordination of the health and social development services rendered by the above authorities. Lastly, the intention was to ascertain whether or not proper measures and standards are put in place for the effective coordination of health and social development services rendered by the above authorities. The findings of the study confirmed firstly, that there is a need to coordinate decentralised health and social development services with similar services rendered by district and local municipalities as well as other role players. Secondly, the study confirmed that departments and municipalities experience problems of coordinating decentralised health and social development services. Thirdly, the study confirmed that there are measures in place to coordinate decentralised health and social development services with similar services rendered by municipalities and other role players. Lastly, the study confirmed, that such measures are not properly defined and need to be strengthened.

Perceptions of principals and circuit managers on the need for school social workers at Mankweng Circuit, South Africa

Thesis (M.A. (Social Work)) -- University of Limpopo, 2021 / The need for school social work was first recognised in the 1940s in South Africa. And in recent years, researchers have shown interest in understanding social workers in school settings. In pursuit of adding to knowledge, the researcher undertook a study to look at the perceptions of school principals and circuit managers on the need for school social workers in Mankweng, Limpopo province. The ecological theory by Bronfenbrenner laid the foundation for this research. The study was driven by a qualitative methodology and a descriptive design; where ten (10)participants were selected purposefully and interviewed in Mankweng, Polokwane. The interviews were semi-structured and used an interview guide. The thematic content analysis method was considered to make sense of the data gathered through interviews and observations. The study post analysis found that in schools, learners encounter hurdles, social workers play diverse roles, and those social workers are a prerequisite in school settings. In the light of these findings, the researcher came to recommendations that: government should employ and place social workers in all public schools, and that the South African Council for Social Service Profession should promote more specialisation of school social workers to defeat social problems in our schools.

A phenomenological inquiry into the lived experience of social support for Black South African women living with HIV

Global estimates have revealed that forty million people are living with HIV/AIDS. Approximately 5.3 millions South Africans have been indicated to be living with the illness and within South Africa HIV/AIDS is having catastrophic effect. The burden of the HIV/AIDS epidemic has not fallen evenly. In South Africa, African women have borne the brunt of the illness. This study presents a focus on developing more effective ways of caring and therefore impacting the health of Black South African women living with HIV. Social support understood broadly as different aspects of relationships in which needs are met and individuals feel cared for, loved and valued (Cobb, cited in Friedland, McColl, & Renwick, 1996) was indicated as having a powerful impact on health. For this reason social support was considered crucial in the development of effective strategies of care. Studies examining the role of social support in the management of chronic illness such as HIV/AIDS underscore the ability of social support to provide a sense of health within illness. From within a South African context, however, a gap in social support research has been apparent. Although frameworks for understanding social support as a broad concept were available, social support research failed to provide adequate foundations for understanding social support in terms that could implicate strategic intervention and contribute to the development of more effective strategies of care. The aim of this study was to develop a deeper understanding of the lived experience of social support for a sample of nine Black South African women living with HIV. The study was conducted qualitatively within a phenomenological paradigm. A phenomenological paradigm encouraged participants, through in-depth interviewing, to provide information based on their own lived experiences of social support. The interviews were then transcribed and analysed using rigorous data analysis methods. Initial findings were presented to the sample and then developed further. Final findings were written up as rich descriptions of the lived experience of social support for the sample. Fourteen themes emerged as comprising constituent aspects of social support. Descriptions of the fourteen themes, including health care professionals, partners, family/children, support groups, meeting others needs, story telling, Memory Box Project, media and books, organisations within the community, activities, the community, being involved in research and spirituality, provide rich understandings of the interpersonal relationships constituting the lived experience of social support for the sample. A polarity was identified in the lived experience of social support. Interactions had the potential to be satisfactory and supportive as well as non-supportive. The research findings are discussed within a greater theoretical body of knowledge and considered in light of three contexts considered influential in impacting the lived experience of social support. The study assisted in the development of a culturally contextual understanding of the lived experience of social support. This understanding has implications for effective intervention strategies seeking to purposefully care for those living with HIV in South Africa / AFRIKAANSE OPSOMMING: Die MIV/vigs-pandemie neem wêreldwyd steeds toe. Internasionale beramings dui daarop dat sowat 40 miljoen mense tans met MIV/vigs saamleef. Altesame 5,3 miljoen Suid-Afrikaners ly na raming aan die siekte en dit het ’n katastrofiese uitwerking. Wat bevolkingsgroepe betref, is die siekte egter nie eweredig versprei nie. In Suid-Afrika is dit die swart bevolkingsgroep, en in die besonder die swart vrou, wat die meeste deur die siekte geaffekteer word. Hierdie studie fokus op die potensiële ontwikkeling van doeltreffender versorgingsmetodes wat dan ook die lewensgehalte sou kon verbeter van swart Suid-Afrikaanse vroue met MIV/vigs. Sosiale steun het ’n sterk invloed op gesondheid. Hierdie steun verwys na die verskillende aspekte van verhoudings wat geaffekteerde individue vervuld, versorg en gelief laat voel (Cobb soos aangehaal in Friedland, McColl, & Renwick, 1996). Daarom word sosiale steun as belangrik beskou in die ontwikkeling van doeltreffende versorgingstrategieë. Verskeie studies oor die rol van sosiale steun in die bestuur van chroniese siektes soos MIV/vigs, bevestig dat sosiale steun ’n deurslaggewende rol speel in die vestiging van ’n gevoel van gesondheid binne ’n siektetoestand. Binne die Suid-Afrikaanse konteks blyk daar egter ‘n gebrek aan navorsing te wees wat betref die rol van sosiale steun. Hoewel daar wel werk beskikbaar is wat die rol van sosiale steun as ’n breë konsep verklaar, bied navorsing op hierdie gebied nog nie ’n geskikte grondslag vir ’n beter begrip van sosiale steun wat betref strategiese intervensie en die bydrae wat dit kan lewer tot doeltreffender versorgingstrategieë nie. Die doel van hierdie studie was om ‘n groter begrip te ontwikkel vir sosiale steun soos beleef deur ’n steekproef van nege swart Suid-Afrikaanse vroue met MIV. Dit studie is kwalitatief uitgevoer vanuit ’n fenomenologiese paradigma. Deur die voer van diepte-onderhoude binne hierdie fenomenologiese paradigma is deelnemers aangemoedig om inligting te verskaf oor hulle eie ervaring van sosiale steun. Die onderhoude is vervolgens getranskribeer en geanaliseer deur middel van streng data-analise-metodes. Daar is terugvoering oor die aanvanklike bevindinge gegee aan die vroue in die steekproef en die data is hierna nog verder ontwikkel. Die finale bevindinge is in die studie weergegee as ’n omvangryke beskrywing van die steekproef se deurleefde ervaring van sosiale steun. Veertien temas is geïdentifiseer wat kernaspekte van sosiale steun omvat. Hierdie temas sluit onder meer in gesondheidsorgwerkers, metgeselle, familie/gesinne/kinders, steungroepe, behoeftevoorsiening, die vertel van stories, die "Memory Box"-projek, die media en boeke, gemeenskapsorganisasies, aktiwiteite, die gemeenskap, betrokkenheid by navorsing, en geesteslewe. ’n Beskrywing van die veertien temas het bygedra tot ’n veel groter begrip van die interpersoonlike verhoudings wat deel uitgemaak het van die deelnemers se beleefde ervaring van sosiale steun. Daar is egter ’n polariteit geïdentifiseer ten opsigte van hierdie beleefde ervaring van sosiale steun. Dit het geblyk dat interaksie potensieel bevredigend en ondersteunend van aard kan wees, maar ook afbrekend. Die navorsingsresultate is verder bespreek binne ‘n uitgebreide teoretiese kennisraamwerk en is beskou in die lig van drie kontekste wat as belangrik geag word betreffende die invloed daarvan op die beleefde ervaring van sosiale steun. Hierdie studie het bygedra tot die ontwikkeling van groter begrip binne kulturele konteks vir die beleefde ervaring van sosiale steun. Hierdie begrip is belangrik vir doeltreffende intervensie.

Social casework : an afrocentric perspective

Thesis (PhD)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: Of the three primary methods of intervention in social work - casework, group work and community work - the focus of this study is on social casework. Every country structures its own model of casework practice and this model is determined by the social conditions and the diversity of ethnic groups and their specific cultures. For any social work intervention to be effective it must incorporate the cultural elements and nuances that influence the life of the people in a given country. In South Africa the implementation of the western paradigm of casework normally leaves out of account the dynamics of African culture. Consequently, current practice in social casework will have need to undergo a fundamental paradigm shift in order to address the needs of clients in a culturally sensitive way. The problem that this study will address, therefore, is the lack of sensitivity to African culture in the practice of social casework. Not surprisingly, research on the indigenization of casework in South Africa is meagre. This study attempts to contribute to the scientific inquiry about indigenizing casework theory and practice in South Africa. The aim of this study is to present an Afrocentric perspective on the method of social casework that will provide guidelines for practice in African communities in South Africa. To achieve this aim, four objectives are pursued: to describe casework within the context of the history of social work; to identify cultural elements that are essential to practice casework with African clients; to determine to what extent social caseworkers are culturally sensitive; and to investigate how far social caseworkers are equipped to render services to African clients. An exploratory study which is qualitative in nature was conducted. The phenomenological research strategy was used where the researcher, through in-depth interviews with respondents, developed insight into the experiences of social workers with regard to their practice of casework with African clients. Semi-structured interviews were conducted with ten respondents who were social workers employed either by the state or by private welfare organizations in the Limpopo Province. The findings of the study are that social work training does not adequately prepare social workers to practice casework effectively with African clients. Indeed, social workers practising casework are not always culturally competent. Guidelines to be considered when practising casework with African clients are presented, and ways are suggested of how social workers can achieve cultural competence in service rendering to African clients. For social casework to succeed in South Africa, it is crucial that caseworkers acknowledge the existence of the African worldview, which is profoundly informed by African culture, and also incorporate the implications of this worldview in their casework framework of practice with African clients. / AFRIKAANSE OPSOMMING: Van die drie primêre intervensiemetodes in maatskaplike werk - gevallewerk, groepwerk en gemeenskapswerk, is die fokus van die studie op gevallewerk. Elke land stel sy eie model vir die beoefening van gevallewerk saam en die model sal afhang van die sosiale toestande en die diversiteit van etniese groepe en hulle spesifieke kulture. Vir maatskaplike werk intervensie om effektief te wees moet die kultuur elemente en nuanses wat die lewe van mense in 'n bepaalde land beïnvloed, in ag geneem word. In Suid-Afrika neem die implementering van die westerse paradigma van gevallewerk normaalweg nie die dinamika van die Afrikakultuur in ag nie. Gevolglik moet die huidige beoefening van gevallewerk in Suid-Afrika 'n fundamentele paradigma skuif ondergaan ten einde die behoeftes van kliënte in 'n kultuur sensitiewe manier aan te spreek. Die probleem wat hierdie studie derhalwe sal ondersoek is die gebrek aan sensitiwiteit vir die Afrika kultuur in die beoefening van gevallewerk. Dit is ook nie verbasend dat navorsing oor die verinheemsing van gevallewerk in Suid-Afrika gebrekkig is nie. Die studie beoog om 'n bydrae te lewer tot die wetenskaplike ondersoek van die verinheemsing van gevallewerk teorie en praktyk in Suid-Afrika. Daar bestaan 'n dringende behoefte om gevallewerk benaderings en prosesse te kontekstualiseer en te verheems ten einde sensitief te wees vir en te reageer op die sosiale realiteite wat die meeste Suid-Afrikaners ervaar. Die doel van die studie is om 'n Afrosentriese perspektief van die gevallewerk metode van maatskaplike werk, wat riglyne sal verskaf vir die beoefening van gevallewerk in Afrika gemeenskappe in Suid-Afrika, aan te bied. Om dit te bereik is vier doelwitte vir die studie gestel: om gevallewerk binne die konteks van die geskiedenis van maatskaplike werk te beskryf; om die kultuur elemente wat essensieel is vir die beoefening van gevallewerk met Afrika kliënte, te identifiseer; om by gevallewerkers vas te stel tot watter mate hulle toegerus is om kultuur sensitief te wees en om die mate waarin gevallewerkers bevoeg is om dienste en Afrika kliënte te lewer, te ondersoek. 'n Verkennende studie wat kwalitatief van aard is, is onderneem. Die fenomenologiese strategie is gebruik waartydens die navorser met behulp van in-diepte onderhoude met respondente insig ontwikkel het in die ervarings van maatskaplike werkers in die beoefening van gevallewerk met Afrika kliënte. Semi-gestruktureerde onderhoude is met tien respondente wat maatskaplike werkers in diens van óf die staat óf privaat welsynsorganisasies in die Limpopo Provinsie is, is gevoer. Die bevindinge van die studie is dat maatskaplikewerk-opleiding maatskaplike werkers nie voldoende voorberei om gevallewerk met Afrika kliënte effektief te beoefen nie. Inderdaad is maatskaplike werkers wat gevallewerk beoefen nie altyd kultuur sensitief nie. Riglyne wat oorweeg kan word vir die beoefening van gevallewerk met Afrika kliënte word aangebied en maniere waarop kulturele kompetensie bereik kan word in dienslewering aan Afrika kliënte word voorgestel. Vir maatskaplike werk om suksesvol te wees in Suid-Afrika is dit kardinaal dat gevallewerkers erkenning sal verleen aan die bestaan van 'n Afrika wêreldbeskouing wat hoofsaaklik ontleen is aan die Afrikakultuur en dat die implikasies van hierdie wêreldbeskouing vir hulle deel sal maak van hulle gevallewerk praktyk raamwerk met Afrika kliënte.
