Handshakes and Hugs: A Study of the Approaches Used by Local Social Service Agencies to Partner with Faith-Based Organizations in Virginia

"If the [White House faith-based] initiative was going to have an impact on the local community, you had to begin to think of the initiative in local terms." – Brad Yarbrough, Director of the Oklahoma Office of Faith and Community Initiatives Charitable Choice and other faith-based initiatives attempt to provide faith-based organizations (FBOs) easier access to public funds for social service delivery in the community. Five years after Charitable Choice was included in the federal welfare reforms of 1996, President George W. Bush introduced the White House Office of Faith-Based & Community Initiatives in order to expand partnership opportunities between federal agencies and FBOs. The Bush administration actively recruited religious groups to apply for public dollars that would fund local social programs. The actions in Washington mirrored similar movements that took place in many states during the mid to late 1990s. Since then, so-called "faith-based social services" have received their share of media attention and public scrutiny. Much of the attention has been on political-philosophical debates and the legal challenges to church-state separation. Research by Bartkowski and Regis (1999), Kennedy and Bielefeld (2001), Gomez (2003), Vanderwoerd (2004) and Sager (2006) depict the efforts of individual states to implement Charitable Choice policies and the attitudes of FBOs towards partnerships with government. However, there has been inadequate research on the experience of local governments who engage faith-based providers on a daily basis. Much more can be learned about the themes that shape current collaborations between local social service agencies and the faith community in Virginia. Using a collective case study design, this research captures the experiences and perspectives of local public managers who have formed partnerships with FBOs mostly through non-financial means. The data shows that federal and state faith-based initiatives have little influence on the way local social service agencies in Virginia conduct their work. The typical partnerships with FBOs are the result of pre-existing, informal and non-financial relationships that have been fostered and sustained long before welfare reform or without the impetus of any faith-based initiatives. / Ph. The impact of the Financing Policy for Developmental Social Welfare Services (1999) on service providers in Tembisa, Gauteng Province

Transformation of social service delivery began after 1994 with the establishment of the Reconstruction Development Programme. It was followed by the commitments made in the World Summit on Social Development (Copenhagen, 1995) with the emphasis on sustainable development. The Financing Policy for Developmental Social Welfare Services (1999) was introduced as a transformation tool to implement the White Paper for Social Welfare (1997). The researcher is working as a social worker in Tembisa and discovered in practice that there is little evidence of the transformation of social welfare services as stipulated in the Financing Policy for Developmental Social Welfare Services (1999). This study was part of a team effort among four researchers to investigate the impact of the Financing Policy for Developmental Social Welfare Services (1999) on service delivery in different communities in Gauteng. The aim of the study was to determine the impact of the Financing Policy for Developmental Social Welfare Services (1999) on service delivery in Tembisa from the perspective of service providers. A quantitative research approach was utilized and data was gathered through a questionnaire. From the research findings, it was concluded that, although service providers have made progress with regard to transformation of social services to a developmental approach, many challenges remain with regard to fast tracking this transformation process. Recommendations based on the research findings and conclusions of the study indicated that transformation of social service delivery to a developmental approach depends on clearly defined guidelines to give direction to service providers on how to transform social services to a developmental approach. Advancement of Social Service Delivery Through Cross-Sector Partnerships in Nigeria

Nonprofit organizations and the social services they provide have often engaged the attention of organizational scholars and practitioners. There is also a general perception of nonprofits as agents of social development in cases of public service failure. However, with the proliferation of many small nonprofits, their capacity for effective service delivery has been debated. Some have proposed cross-sector organizational partnerships (CSPs) as a means of assuring service effectiveness; however, such initiatives have been limited and not well understood in Nigeria. This study used a qualitative case study approach to focus on a CSP involving a nonprofit vocational training institute and 4 multinational companies in Nigeria. A purposeful sampling method was used, which emphasized participant experience and knowledge relevant to the study. Data were obtained from organizational records and participant interviews from a sample size of 10. An open-system theoretical lens was used as guide to answer the research question about the key elements of CSPs that support social service delivery by nonprofit organizations in Nigeria. Data analysis included coding, categorization, patterning, detailed description, and interpretation of the data. Categorical elements that increased institutional capacity of nonprofits or facilitated partnership management and government policy were found to be the key support to social service delivery. The results clarify links between CSP and social service delivery, and potentially aid synergy of action across sectors, in advancement of policy formulation and social service delivery.

Integration of community development and statutory social work services within the developmental approach

South African welfare policies and social problems dictate social service rendering in South Africa. Social workers are involved in various service delivery interventions of which community development (macro focus) and statutory services (micro focus) are two separate specialised interventions. In social work practice there is a need for both interventions, however, there is no clear guidelines for social workers how to integrate these interventions in practice. The aim of this study was to determine how community development and statutory services as two distinctive social work interventions could be integrated in order to render effective, integrated social services within a developmental approach. A qualitative research approach was utilised for the study and data was gathered by means of four focus group interviews. Respondents for the study included social workers and clients who were involved in both statutory and community development interventions. Research findings indicated that statutory and community development interventions are guided by different processes, time frames, and models of implementation, such as the legislative framework in the case of statutory work as opposed to participatory models in community development. The study concluded that there is not only confusion with regard to the role of social workers, but also a high risk of clients loosing trust in the helping relationship when one social worker simultaneously does community work and render statutory services in the same community. The distinctive nature of statutory services and community development calls for other options for the integration of these two intervention levels. This study proposed three options for social workers and NGOs to integrate statutory services and community development. Based on the research findings and conclusions of the study, the researcher proposed guidelines for (1) the development of an integrated model and (2) a policy framework for the integration of statutory services and community development within a developmental approach and finally recommended that such a designed model and policy framework be implemented and the impact thereof on social service delivery be researched. / Dissertation (MSD (Social Development and Policy))--University of Pretoria, 2006. / Social Work / unrestricted
