Entretanto, cabe destacar que esse espaço atualmente ocupado pela AE foi conquistado, resultante de intensas lutas sociais ao longo da história da Educação Superior brasileira. Considerando o processo histórico de construção dessa política, objetivou-se investigar, numa perspectiva comparativa, as representações sociais (RS) da AE no âmbito da Educação Superior pública para três grupos sociais diretamente implicados com a construção de significados acerca desta temática: a UNE; o FONAPRACE; e o Governo Federal (Lula-Dilma). A análise dos dados foi embasada no paradigma das três fases proposto por Doise, e auxiliada pelo software ALCESTE. Os resultados apresentaram três sistemas de significados específicos, que trazem peculiaridades correlacionadas principalmente com as posições sociais ocupadas pelos atores envolvidos e o contexto político-ideológico em que foram construídos. Como campo comum dessas RS, observou-se que o princípio da democratização constitui o principal fundamento da AE na atualidade, ligando-se às concepções de igualdade de oportunidades e condições de permanência. Variações intergrupais foram verificadas principalmente em torno dos princípios organizadores Público-alvo e Função da AE. Os resultados evidenciaram um jogo social marcado por consensos e dissensos envolvendo negociações e embates conceituais, em busca de um projeto de AE que responda aos diferentes interesses dos grupos envolvidos com a sua construção. / In the current higher education reform process implemented by the Lula-Dilma governments, Student Assistance (SA) plays a central role in the discourse of democratization of such educational level. However, it is important to note that the space currently occupied by SA in educational policy was the result of intense social struggles throughout Brazilian higher education history. Considering the historical process of construction of this policy, this dissertation aims to investigate through a comparative perspective, the social representations (SR) of SA within the public higher education, analyzing three social groups directly involved with the construction of meanings concerning to this theme: UNE (NUS - National Union of Students); the FONAPRACE; and the federal government (during the Lula – Dilma period). Data analysis is based on the three phase’s paradigm proposed by Doise, aided by ALCESTE software. The results revealed three specific systems of meanings that presents peculiarities correlated mainly with the social positions occupied by the investigated social actors and the political and ideological context in which they were constructed. These SR presents a common ground; the research observed that the principle of democracy is the main foundation of SA today. It is associated with the concepts of equality of opportunity and conditions of permanence. Intergroup changes were observed mainly on the subject of the goals, organizing principles and SA function. The results presents a social game marked by consensus and disagreements involving negotiations and conceptual struggles in quest of an SA project capable to respond to different interests of the groups involved in its construction.
