Developing a spatial data infrastructure for Rwanda : case study of land administration sector.Simbizi, Marie Christine Dushimyimana. January 2007 (has links)
Governments all over the world are being challenged to develop Spatial Data Infrastructure (SDI), to improve the access and use of spatial data for decision support and sustainable development. Therefore, SDI is part of the basic infrastructure that needs to be efficiently implemented and managed in the interest of any nation. The aim of this study, therefore, is to assess the feasibility of SDI implementation in Rwanda, using the Land administration geospatial data sector as a case study, given time constraints of the research. To achieve this, the concept of SDI is firstly explained in order to provide a common understanding of the concept. The new trends in the new Land Administration System of Rwanda, with emphasis on spatial data management are also presented. This information is generated from various written materials. Field work was also conducted by means of questionnaires, interviews and observation in attempt to assess Land Administration geospatial data, related assets and gaps with reference to SDI framework requirements. A situational analysis is carried out from the field work results. The research sets the scene providing the major findings. The main spatial data providers are public and based on national level. Land use and cadastral related spatial data are the least developed, and Land Administration application data are quiet non-existent. Various users, mainly decision makers, exist but lack effective access to data. A number of challenges, such as a high duplication of data collection and maintenance, lack of appropriate ways of data sharing, a shortage of human resources in Geo-information, absence of policies and regulations, are also found in the Land Administration spatial data sector. Nevertheless, the new Land Administration System orientations and national priorities in terms of information technology, offer a favourable environment for the implementation of SDI. Having considered this, the research proceeds to propose a Land Administration SDI prototype with its main application of Spatial Data discovery Facility, and then highlights its benefits. A web-based GIS as a management tool for rock art sites in the Ukhahlamba-Drakensberg Park.Grossmann, Carl Hector. January 2005 (has links)
The importance of managing and conserving cultural heritage can not be overemphasised.
It is this realisation that has prompted the United Nations Educational, Scientific and
Cultural Organisation (UNESCO) to declare identified sites of cultural importance as
World Heritage Sites. The uKhahlamba-Drakensberg Park (UDP) was declared such a
site in 2000, with its natural properties and cultural heritage as the criteria for inscription.
The cultural heritage centres on the vast quantity of rock art that is renowned for its
quality and diversity of subject. It is an important consideration for future generations to
have the opportunity to view and understand this rich history and culture. There are
increasing human and natural impacts on this non-renewable resource and to minimise
these impacts and thus ensure the longevity of the resource it is necessary to develop a
multi faceted selection of management and conservation tools. This realisation led the
Programme of Geornatics, University of KwaZulu-Natal to conceptualise a project to
develop a web-based Geographical Information System (GIS) specifically aimed at
assisting in the management and conservation of rock art sites for the Valley of Pools in
the Cathedral Peak Conservation Area of the UDP. Data for the project was captured in
the field using Global Positioning System (GPS), digital camera and video camera as well
as conventional hardcopy documentation. Existing digital spatial data and descriptive data
were also collected from relevant stakeholders and a commercial organization. A pilot
spatial database was then developed using ArcGIS@9 and Microsoft Access@, and later
tested using a set of integrated simulated queries reflective of routine questions that users
may request. Upon obtaining satisfactory responses to the queries, the integrated database
was migrated and authored in ArcIMS®9 where it was further tested, and subsequently
access was given to selected external professionals, both nationally and internationally,
from various backgrounds, for evaluation purposes. Feedback from this process was

The state of spatial information for land reform in South Africa : a case study of the Amantungwa Land Reform project.Kubheka, Sipho. January 2006 (has links)
Many authors and practitioners involved in rural or local development agree that co-operation and the integration of efforts by the delivery agents is crucial for sustainable development programmes. The delivery of Land Reform as initiated by the new government in South Africa (SA) is one programme that has been faced by a number of challenges including the slow pace of delivery, lack of support and co-operation from the key stakeholders, negligible impact on the improvement in the lives of its beneficiaries and many others. Many Land Reform participants including the government argue that among the challenges facing this programme is a lack of co-operation between the key stakeholders including the different spheres of government involved or impacted upon by the delivery of the Land Reform programme. The Department of Land Affairs (DLA) which is responsible for Land Reform delivery is facing challenges in integrating Land Reform with the rural or local level development which is facilitated by the local and district municipalities through the Integrated Development Planning (IDP) process. This thesis seeks to look at how the Land Reform planning process and the internal spatial data systems within the DLA can be used to integrate Land Reform delivery with the municipal IDP processes to attain integrated rural development. There is a growing realization of the fact that the development of an integrated spatial data is critical for sustainable development in SA. A number of initiatives have been embarked upon by various organizations to establish the spatial data infrastructure. However these efforts have been reported to be often fragmented and isolated in the areas of operation and focus. Thus, the challenge is to develop a strategy to develop an integrated spatial data infrastructure that would be used to support sustainable development programmes such as the Land Reform programme. This thesis therefore proposes to look at the various data sources particularly within the DLA and from other organs of state involved in Land Reform and local development with a view to highlight the limitation and shortcomings that can be addressed in integrated spatial data infrastructure. To assess the current status of the spatial data sources and usage for Land Reform implementation, an analysis of the spatial data sources within the DLA was conducted to determine its suitability for the development of an integrated spatial data infrastructure. Different sections of the DLA responsible for acquiring and providing spatial data were assessed to ascertain whether their data can be shared, transferred or integrated to support the Land Reform implementation.
