Redistribution Of Power And Status Through Public Finance: The Case Of Turkey (1980-2003)

This dissertation explores whether fiscal policies can be used as a means of redistribution of power and status, and the ways of transferring state&rsquo / s economic power to social groups. In this regard, state budget is recognized as the main tool for the execution of redistributive policies of the governments. In this framework, this study investigates how budget was employed to change power balance of social groups during the period of 1980-2003, in Turkey. In order to measure the changing power balances budget expenditures and revenues are reclassified and the size of the financial resources allocated or transferred to the particular social groups are determined. The analysis of budget data demonstrated that budget in Turkey has a strong influence on redistributive politics. Regarding the policy making point of view, the traditional centralist approach was deteriorated and increasing number of parties and interest groups involved in budget mechanisms. Another finding is supporting the particular economic or social groups within the current time period or across the periods either through the withdrawal of state sector from the area of traditionally publicly provided private goods / transferring budget resources and changing the taxation policies or by borrowing.

Todėl šiame darbe analizuojama biudžetinių įstaigų struktūra bei finansavimo sistema, profesinių mokyklų finansavimo problematikos pagrindu ieškoma biudžetinių ir nebiudžetinių finansavimo efektyvinimo galimybių, kad pagerėtų profesinių mokyklų veiklos produktyvumas. / Though financing of budgetary institutions is a problematic and important question it has not been widely discussed in scientific works in Lithuania. Due to this the structure of budgetary institutions, the system of their financing are analysed in this paper and possibilities of budgetary and non-budgetary finansing are searched for on the basis of the problems of financing in vocational schools to that the productivity of activities of vocational schools would become better.

Thesis focuses on quantitative and qualitative analysis of incoming migrants and their human capital. Through this analysis and economic calculations, final fiscal deficit is revealed. Research is conducted by analyzing publicly available statistical data and submitting surveys to ministries and nonprofit organizations. On these data, model is bulit involving broad scope of variables for accurate quantification of any implications of the migration crisis. Main contribution of this thesis is building a model with unique basis of data providing domestic fiscal implications of a European migration crisis.

This work deals with the general theme of the state budget and the state financial statement. The specific objectives of the work is the analysis of the state financial statements of the Czech Republic in the years 1993 - 2007 and mainly evaluate the success rate of governments in drawing up national budgets in comparison with results published in the state financial statement for individual years. The work is divided into three chapters. The first chapter consists of a theoretical basis for the next chapter. It deals with the characteristics, the content and explanation of the most important elements of the state budget and the state financial statement. The second chapter addresses the secondary objective of the work, the analysis of the state financial statements of the Czech Republic in the years 1993 - 2007 in terms of revenue. The third chapter is focusing on analysis and evaluation of the success of governments in the compilation of selected parts of national budgets.

Analýza výdajů krajských rozpočtů v České republice / The Analysis of Expeditures of the Regional Budgets in the Czech Republic

The diploma thesis describes the definition, function and the stucture of public expenditures. It deals with general factors of increase in public expenditures, important growth theories and their efficiency. This thesis explains the formation and the character of the public administration, reasons for its decentralisation. It shows the position of the regional structure in the public administration system and it handles with the basic ideas of the regional policy. The second part presents the public administration and the stucture of public expenditures in the Czech Republic. The analysis of expenditures of the state budget in the Czech Republic during the period 1995 -- 2007 follows. It observes their stucture, development and the most important growth factors where the influence of growth in GDP and the inflation excels. The main chapter deals with the analysis of regional expenditures during last years. It uses the regional contribution to GDP and the number of the population for the comparison of expenditures of the particular regions and demonstration of their minor disproportions. In the sphere of managing of regional expenditures it denominates recognized deficiencies and suggests some solutions to problemes such as the breatch of plans, non-transparent subsidies, unnoticed documentation, missing penal system, slow implementation of modern budgeting methods.

There is listed the characteristics of each type of government bonds, the allocation of government bonds according to the type of instrument, by type of holder, and according to maturity and development in the years 1997 - 2008. It is also monitoring the impact of financial crisis on the market of government bonds mainly in 2008. The last part of this work is focused on the government bond market in the Slovak Republic for the purpose of comparison with the Czech Republic.

This thesis is focused on redistribution of wealth in the Czech Republic. It explains the role of public finance and state budget as the main instruments of redistribution. The thesis indicates the factors that affect the degree of redistribution in the Czech society. Key factors for redistribution are the tax system and social and health insurance. The purpose of this work is to confirm or disprove the hypothesis that in the Czech Republic there is no equal redistribution of household income. Verification of this hypothesis is made on the basis of data from household budget statistics that are published on the Czech Statistical Office web site.

This thesis focuses on the interpretation of information on the state budget deficit of the Czech Republic and the national debt from 2000 to 2008. Explores ways of interpreting by official institutions, namely the Czech Statistical Office and The Ministry of Finance of the Czech Republic, then the interpretation of the representatives of political parties and last, journalists and analysts. This thesis aims to compare different interpretations of, the above mentioned entities, and refer to completely different interpretations of the same possibilities of quantitative data. Way of achieving the goals of this work is to analyze of published information on the state budget deficit of the Czech Statistical Office, and then to compar with the data used in their analysis of selected representatives of political parties, journalists and analysts. Contribution to the work of interpretations about the development of the state budget deficit is to highlight the fact that, despite the same initial quantitative data, the interpretation of different entities differs vastly. Another contribution of this work is to identify the causes of these differing interpretations, and enable them to defend the dubious interpretations.

Diploma thesis called "Czech national debt -- cause, impacts, solutions" deals with deficient budgeting of the Czech republic which presents a current problem afterwards projecting itself into the creation of an actual debt. This thesis aims to anter the question concerning an achievement of balanced budgets and therefore generating no indebtness. Afterwards it deals with its cause and considers possible solutions seeking to reduce the amount of national debt. Therefore this diploma thesis is divided into four chapters. The first one defines the basic terms, which constitute theoretical way-outs of this thesis. The second chapter deals with the debt analysis in years of 1993 to 2013, its absolute and relative numeral expression, its structure and interest costs, which are directly related to this phenomenon. The third chapter subsequently describes the debt problem regarding the european setting and at the same time it shows the czech national debt in the european context. At the end of this diploma thesis, the possible scenarios are described as a solving of this unfavourable situation.

Vliv ideologie vládního uskupení na strukturu státního rozpočtu ČR v letech 1993 - 2014 / Influence of Ideology of Government Structure on State Budget of Czech Republic between 1993-2014

This diploma thesis deals with analysis of revenues and expenditures of state budget in the Czech Republic and investigate whether in the Czech Republic since its formation apply traditional theories and opinions regarding state revenues and expenditures or there is already almost no differences between the traditional right- and left-wing policy and populist politics that is not based on ideological grounds plays the primary role. In the theoretical part there is presented the basic theory in the area of ideology as the basis for following analysis of Czech political scene and Public choice theory as the basis for an economic analysis of political decision-making. Subsequently, this section also explains the basic theoretical knowledge of the state budget and understanding budgetary policy from the perspective of two most important ideologies, right- and left-wing. In the analytical part certain data about revenues and expenditures of the state budget variables are analyzed using a two-tailed Wilcoxon test which tests the equality of the medians of the selection group. Diploma thesis confirmed that the erasure of differences between right- and left-wing in budgetary policy in the Czech Republic are insignificant and since its formation still hold traditional views and theories about state revenues and expenditures.
