In 2004, the Municipal Property Rates Act 6 of 2004 (MPRA) was promulgated which repealed all the Valuation Ordinances that existed in South Africa. This introduced a single piece of legislation for the purposes of conducting municipal valuations. This study concentrated on the Cape Town Metropolitan 2006 General Valuation that, at the time, was the first local authority to conduct municipal valuations in terms of the new legislation. The research explored the extent to which local authorities intervened in the valuation process, the in dependent judgment of property valuers as well as non-co-operation by oil companies during the valuation process, which was evident by them not responding to the survey questions. The manner in which petrol filling stations were valued, the most frequently used methodology applied and the application of the MPRA in the process were explored. The research was supplemented with a survey of property valuers employed by the local authorities as well as in private practices. This culminated in a holistic overview of the shortcomings in the legislation, the methodology and practice by interested parties in arriving at the municipal valuation in order to provide a critical review. From the critical review, the shortcomings in the valuation processes were identified, the methodology was addressed and recommendations made to the local authority.

An exploration of the relationship between man and the elements, fire and water, this project further develops these ideas by way of the imagination. Man's attempt to form further connections with these elements is often seen as an act of humanization. It is, however, these investigations that allow for such intimate relationships between humans and elements. This project is a fire station that demonstrates the impact fire and water has on man as well as the impact man has on fire and water. Whether the gentle flame of a candle or the ferocious explosions of a volcano, the clear flowing stream or the passionate throes of the ocean, man finds both companionship and challenge in the elements. Man's manipulation of both fire and water enable materials to extend the limit of their properties. It is this control over elements that enables architecture. / Master of Architecture

This thesis is a case study analysis of the dream one radio station had about creating something new and unique on the Internet. RadioSonderGrense (RSG), an Afrikaans South African radio station, saw opportunities for themselves as a radio station on the Internet and put enormous resources and man-power into their venture. Their vision of what the Internet could bring to their radio station, and what they could bring to a website set the ground for creative and innovative thought. This dissertation is an examination of whether the Internet lived up to the expectations RSG had for it, and whether they were able to use their resources (in terms of their audience, their advertisers and the uniqueness of radio) to create something new and never seen before. The foremost aim of this dissertation is to shed some light onto the up-to-now under researched area of why radio stations have begun to develop on the Internet. Through the analysis of RSG, their comes to this subject some new thoughts and ideas about the convergence of these two mediums. RSG, and radio in general, are examined historically, practically and in comparison to the Internet. This is done in order to fully grasp the project that RSG had set for themselves and to realize where they had come from and where they hoped to go. It is argued that although RSG had hoped for great things, their innovative thought was not enough to guarantee them their dreams. They were not able to fully utilize the resources available to them in combination with what the Internet could offer them to fulfill the expectations they had for themselves. The foremost conclusion is that although RSG were able to envisage what the Internet could add to the radio station, they fell short of giving their listeners, users and advertisers a tool which could make the RSG website truly unique. Their website gives the user some interesting and useful applications, but it does not make full use of what the Internet and radio together could create.

The development of the large corporate railroad systems in the Midwest, during the late nineteenth and early twentieth centuries, produced many high quality, architecturally significant railroad stations. Among these, Richmond's Pennsylvania Railroad Station, built to the designs of the D.H. Burnham & Co., of Chicago in 1902-1903, is a fine example of the Beaux-Arts and Neo-Classical Revival Styles of architecture popular after the Columbian World Exposition of 1893. The Richmond station remains as the last example of the Burnham Co.'s railroad station work in Indiana. This thesis will review the history and current status of the station, review and summarize the field of railroad station reuse, and present an adaptive reuse plan for the station. / Department of Architecture
