The political role of the media in the democratisation of Malawi: The case of the Weekend Nation from 2002 to 2012

Thesis (PhD)--Stellenbosch University, 2015 / ENGLISH ABSTRACT : This study investigated the political role of the Weekend Nation newspaper in the democratisation of Malawi between 2002 and 2012 within the context of its foundational and ownership structures by a politician. Bearing in mind that the newspaper was founded by a politician belonging to the first democratically elected ruling party, the United Democratic Front (UDF), this research sought to examine the impact of media ownership on the political role of the Weekend Nation’s journalistic practices in Malawi’s democratisation. Between 2002 and 2012, Malawi was governed by three presidents – Bakili Muluzi of the UDF from 1994 to 2004, Bingu wa Mutharika of the Democratic Progressive Party (DPP) from 2004 to 2012, and Joyce Banda of the People’s Party (PP) from 2012 to 2014 – all of whom were hostile to the Weekend Nation. Taking into cognisance the ownership of the Weekend Nation by a politician, the critical political economy theory of the media was deemed to be the most appropriate theoretical framework for this study. In media research, the critical political economy theory asserts that owners are able to regulate the output of the media institution either by intervening in the day-to-day operations, or by establishing general goals and understandings and appointing managerial and editorial staff to implement them within the constraints set by the overall allocation of resources. The study employed a qualitative research methodology, in particular in-depth interviews and qualitative content analysis. Research findings indicate that overall, the political ownership of the newspaper had no direct bearing on the journalists’ political role in the enhancement of democracy and good governance in Malawi. It established that despite the ownership of the Weekend Nation belonging to a prominent and influential politician, the editorial independence was not compromised. Contrary to general expectations, this study established that the Weekend Nation in Malawi, was critical to the political elite in an indiscriminate manner. Although it was not the focus of this study, the research also showed that market forces, in line with the stance taken by the critical political economy theory, had some impact on the Weekend Nation’s editorial independence. The quest for more advertising revenue, to an extent, undermined the struggle for complete editorial independence. / AFRIKAANSE OPSOMMING : Hierdie studie het die politieke rol van die koerant die Weekend Nation in die demokratisering van Malawi tussen 2002 en 2012 vanuit die konteks van sy fundamentele rol en eienaarskap deur die politieke elite ondersoek. Met as vertrekpunt dat die koerant gestig is deur ’n politikus wat lid was van die eerste demokraties-verkose regerende party, die United Democratic Front (UDF), het hierdie navorsing die impak van media-eienaarskap op die politieke rol van die joernalistieke praktyke van die koerant in Malawi se demokratisering ondersoek. Tussen 2002 en 2012 is Malawi deur drie president regeer – Bakili Muluzi van die UDF van 1994 tot 2004, Bingu wa Mutharika van die Democratic Progressive Party (DPP) van 2004 tot 2012, en Joyce Banda van die People’s Party (PP) van 2012 tot 2014 – al drie was vyandiggesind teenoor die Weekend Nation. Die studie het kwalitatiewe navorsingsmetodologie toegepas, spesifiek indiepte- onderhoude en kwalitatiewe inhoudsanalsie. Die bevindings dui daarop dat die eienaarskap van die koerant geen direkte invloed op die joernaliste se politieke rol in die versterking van demokrasie en goeie bestuur in Malawi gehad het nie. Dit het vasgestel dat, ondanks die eienaarskap van die Weekend Nation aan ’n prominente en invloedryke politikus, die redaksionele onafhanklikheid nie gekompromitteer is nie. In teenstelling met algemene verwagtings het die studie bevind dat die Weekend Nation in Malawi krities ingestel was teenoor die politieke elite sonder om enige onderskeid te tref. Hoewel dit nie ’n fokus van die studie was nie, het dit ook aangedui dat markkragte, in ooreenstemming met die kritiese politieke ekonomie-teorie, tog ’n impak op die Weekend Nation se redaksionele onafhanklikheid gehad het. Die stewe na groter advertensie-inkomste het tot ’n mate die stryd vir algehele redaksionele onafhanklikheid ondermyn.

Regime repression and dissident reaction : sub-Saharan Africa from 1975 to 1982

Daily event data on a group of sub-Saharan African nations from 1975 to 1982 are analyzed to determine the nature of the short term relationship between acts of regime repression and dissident reaction. The results support the Relative Deprivation prediction of an "Inverted U" relationship between acts of repression and acts of Turmoil. Conversely, the concurrence of "U-shape" and "Negative Linear" relationships between repression and acts of Internal War suggest that a mixture of frustration-aggression and cost-benefit analysis may affect dissident behaviour. Moreover, the simultaneous strength of the deprivation indicators and the weakness of the mobilization indicators support the conclusion that a synthesis of the two main approaches to the study of social movement behaviour is in order.

These interventions took place despite high expectations of international and regional peace on the part of most analysts after the collapse of cold war in 1989. However, interstate and intrastate conflicts re-emerged with more intensity than ever before, and sub-Saharan Africa proved to be no exception.The study sets out to analyse the motives and/or causes of military interventions in Rwanda in 1990, the DRC in 1996-7, and the DRC military rebellion and the Lesotho intervention in 1998. In analysing these interventions, the study borrows extensively from the work of dominant security theorists of international relations, predominantly realists who conceptualise international relations as a struggle for power and survival in the anarchic world. The purpose of this analysis is fourfold; firstly, to determine the reasons for military interventions and the extent to which these interventions were conducted on humanitarian grounds; secondly, to investigate the degree to which or not intervening countries were spurred by their national interests; thirdly, to assess the roles of international organisations like Southern African Development Community (SADC), the Organisation of African Unity (OAU) and the United Nations, in facilitating these interventions; as well as to evaluate the role of parliaments of intervening countries in authorising or not these military interventions in terms of holding their Executives accountable. In this context, the analysis argues that the intervening countries; Angola, Botswana, Burundi, Chad, Namibia, Rwanda, Sudan, South Africa, Uganda and Zimbabwe appeared to have used intervention as a realist foreign policy tool in the absence of authorisation from the United Nations and its subordinate bodies such as the OAU and SADC. / South Africa

Economic Development, Social Dislocation and Political Turmoil in Sub-Saharan Africa: A Pooled Time-Series Analysis and a Test of Causality

This study focuses on economic development and political turmoil in post-independence Sub-Saharan Africa. There has been a resurgence of interest in the region following the end of the Cold War. In 1997 U.S. president Bill Clinton took a 12-day tour of the region. In 1999 the U.S. Congress (106th Congress) passed the Growth and Opportunity Act and the Hope for Africa Act, designed to encourage political stability and economic development in the region. Although most Sub-Saharan African countries attained independence from colonial rule in the 1960s, more than 30 years of self-government have brought little economic development and political stability to the region. This study attempts to analyze, theoretically and empirically, the relationship among economic development, social dislocation and political turmoil. Social dislocation, as defined in this study, means "urbanization," and it is used as an exogenous variable to model and test the hypothesized causal relationship between economic development and political turmoil. This study employs pooled cross-sectional time-series and seemingly unrelated regression analyses, as well as Granger-causality, to examine the hypothesized relationships and causality in 24 Sub-Saharan African countries from 1971 to 1995. The results confirm the classical economic development theory's argument that an increase in economic development leads to a decrease in political turmoil. The result of the pooled analysis is confirmed by a SUR analysis on the strength of the relationship at the individual country level in 21 of the 24 countries. However, an indirect positive relationship exist between economic development and political turmoil through social dislocation. At lag periods 1 and 2, I found a causal ordering leading from economic development to political turmoil, indicating a causal relationship from economic development to social dislocation and from social dislocation to political turmoil.

Structural Adjustment, Civil Society, and Democratization in Sub Saharan Africa

Two recent developments dominate the political economy of Sub Saharan Africa -- the adoption of economic structural adjustment reforms and the emergence of pressures for the democratization of the political process. Economic reform measures have spawned civil society, made up of anti-authoritarian, anti-statist, non-governmental organizations, that demand political liberalization. This study is an attempt to analyze, theoretically and quantitatively, the unanticipated association between these developments. Democratic institutions inherited by Sub Saharan Africa at independence were subverted either through military coups or by the abuse and misuse of the institutions by an inordinately ambitious political elite. Thus, about a decade into independence more than three quarters of the sub continent virtually came under authoritarian rule. Contemporaneously there was a decline in the economies of these countries, forcing them to borrow from international financial institutions, in order to offset their balance of payment difficulties. By the mid-1980s most of Sub Saharan Africa had also instituted structural adjustment programs. Using a pooled cross-sectional time series model of analysis, data gathered from Sub Saharan African countries are analysed to test the explanatory power of the three extant contending theories of development: classical, dependency, and neoliberal. Then, most importantly, the analysis examines the relationship between structural adjustment, the development of civil society, and democratization. Overall, the results indicate that the institutional structures generated by, and the political millieu created by structural adjustment are conducive for the evolution of civil society and for its activities for democracy. This political opportunity, however, is also found to be dependent on the level of restructuring involved. The more the political system is restructured, the more the freedom of political participation by civil society, and the higher the level of democratization. The study found a very weak relationship between structural adjustment and economic growth, thereby calling into question many current economic policies. It further demonstrated that no one single theory had the advantages over others in explaining the dynamics of both political and economic development in Sub Saharan Africa and, by extension, in other developing countries.
