Integrating sustainable livelihoods approach in rural housing.

This study was conducted in the rural community of Makhabeleni in Kranskop. This community is under the traditional leadership of Inkosi M Dlomo. One of the Development projects undertaken is the rural housing subsidy scheme, implemented through the Provincial Department of Housing in KwaZulu-Natal. A random sample of 30 respondents was drawn from a population of local residents who are already occupying the constructed houses. The study aims at highlighting the implications of lack of integration of sustainable livelihoods approach in rural housing projects. It argues that the packaging of rural housing projects should incorporate both sustainable livelihoods and community participation approaches. These approaches in housing development should not only focus on the top structure or the shelter, but on other factors, such as infrastructure, electrification, agriculture water and sanitation services. Such an integrated and holistic approach requires proper co-ordination on the part of all stakeholders so as to create sustainable livelihoods and contribute in the elimination of poverty. The findings in this study are that local sustainable livelihoods are the way of life of people, therefore should be considered in the housing delivery process. The conclusion and recommendations drawn from the findings are that integrated rural housing development should be coordinated to promote sustainable livelihoods and local economic development initiatives. Such integration would have a ripple effect in attracting local people, who work in urban areas, to return to their rural communities and invest in housing and also improve the housing conditions in their communities. / Thesis (M.T.R.P.)-University of Natal, 2001.

Interrogating the impact of industrial clustering on firm-level employment growth : a case study of the Durban Automotive Cluster (DAC).

More than a decade since the democratic transition in 1994, South Africa still grapples with incredibly high levels of unemployment. An underperforming manufacturing sector has hampered economic growth and job creation in a country with a large pool of low and semi-skilled labour. In response to these challenges the South African government has initiated a guiding framework (NIPF) and action plan (IPAP) spearheaded by a sectoral and geographic focus to place the country on a more labour-intensive industrial growth path. Given this context, it is instructive to note that industrial clustering has been identified as critical to the sustainable development of industry in both developed and developing economies. Whilst the role of industrial clustering in assisting industrial development is well documented, this paper aims to further interrogate the impact of industrial clustering on another critical developmental issue, employment. Using the Durban Automotive Cluster (DAC) as a case study, the primary objective of this research is to interrogate the impact of industrial clustering on firm-level employment. A mixed-method methodology is utilised in the study, collecting both primary and secondary data from face-to-face interviews conducted with nineteen firm-level representatives and two DAC representatives. The research findings and analysis conclude that on average, the impact of the DAC on firm-level employment is positive, although largely indirect. In particular, small or firms with low degrees of production-related technological intensity on their production perceive the impact of the DAC on their firm-level employment most positively. The majority of member firms believe the DAC has either helped sustain or in some cases grow their firms’ employment levels. The only variable that has had a more positive impact on firm-level employment is the MIDP, with labour market policies perceived to have had the most negative impact on employment. The study suggests that greater communication between the DAC and local and national governments to ensure each stakeholder’s objectives are better aligned to ensure growth of the industry (to stimulate job creation). This process will not be simple and will depend heavily on the country’s ability to address critical macro-constraints that the study has shown to hinder employment growth amongst the DAC firms. Whilst the findings relate specifically to the automotive industry in KwaZulu-Natal, the relevance of the findings extends well beyond the automotive sector. Transfer of Development Rights (TDR) as a mechanism for environmental conservation : feasibility study to determine the suitability or otherwise of the Midmar area of controlled subdivision as a pilot area for the application of a TDR programme in KwaZulu-Natal.

The application of a transfer of development rights (TDR) programme is a concept which has been used, both formally and informally, by regulators of development, as a mechanism to protect areas of historical, cultural, ecological, agricultural and environmental importance. The application of a TDR programme requires definition of a TDR boundary and the identification of sites within such area which are capable of sustaining development (receiving sites) and sites that are not suited to development (sending sites). A TDR programme serves to protect the natural environment; preserve historical and cultural diversity; and, strives to achieve an equitable spread bf development opportunities amongst property owners in a given area. There are those involved with current development planning policy within KwaZulu-Natal who propose that the planning legislation should formally incorporate TDR regulations into the KwaZulu-Natal Planning and Development Act (Act 5 of 1988). TDR programmes in KwaZulu-Natal have been applied in a limited sense and in an informal manner. To date, no area in KwaZulu-Natal has been formally designated as a TDR area and the formal implementation and the feasibility of instituting a TDR programme has not been tested. It is suggested that within an area where environmental, agricultural, historical or cultural significance has been identified an opportunity for the application of a TDR programme exists. The planning and implementation of a TDR programme within a designated area provides an opportunity for integrated and sustainable development to occur. Within a defined TDR area the parameters for development capacities are agreed to upfront through negotiation between property owners, approving authorities and interested and affected parties. Consequently the possibilities of over or inappropriate development levels within the defined special area are significantly reduced. It must be noted that TDR programmes are area specific and therefore should only be applicable in areas which are of significant agricultural, environmental, historical, cultural and ecological value. This thesis identifies a possible areawhere a TOR programme could be applied. It was thought appropriate that the pilot area should be one which is environmentally sensitive and where only limited development has been permitted. The Midmar Area of Controlled Subdivision, situated north of Pietermaritzburg in the KwaZulu-Natal Midlands provides an ideal opportunity where a TDR model could be examined and developed. In essence, this thesis defines TDR programmes and includes a brief investigation into international application of TDR programmes. In particular, it examines the application of a TDR programme at Lake Tahoe in the United States to illustrate the possible levels of sophistication that such a programme may achieve. It outlines the legislative framework in terms of which a TDR programme may be implemented for the study area. An overview of the current situation of the Midmar Area of Controlled Subdivision is presented which includes a summary of the attributes of the area; the current development pressures it faces; and, planning initiatives impacting on the Midmar Dam and its surrounds, all of which inform the study. The thesis also examines how and whether the implementation of a TOR programme could be successfully achieved. The study concludes that the Midmar Area of Controlled Subdivison would form an ideal foil on which to test the application of TOR programmes in KwaZulu-Natal. A set of recommendations which would form the basis for the implementation of a TOR programme in the Midmar Area of Controlled Subdivision is provided. The role of integrated development planning in the integration and transformation of former apartheid townships in South Africa : a case study of Inanda, Ntuzuma and KwaMashu (INK), eThekwini Municipality (Durban).

During the Apartheid period township areas were excluded from development. Townships only contained residential land uses, and limited social services of poor quality. Such areas lacked economic activities people had to travel to the city for employment opportunities and access to better services. As a result of apartheid planning, the country was left with cities and towns that are racially divided, lack access to business and other services and have sprawling informal settlements and spread out residential areas that make cheap service delivery difficult. All the above mentioned outcomes require a new approach to address the development challenges in South Africa. This led to the formulation of Integrated development planning processes, which were adopted to contribute towards eradicating the legacy of the past by providing a framework for economic, social development, environment protection and to deal with spatial and infrastructure issues in all the municipal areas. This study presents findings on the extent in which integrated development planning initiative in eThekwini Municipality has transformed and integrated the Inanda, Ntuzuma and KwaMashu (INK) areas. Based on the findings of this research it has been revealed that integrated development planning approach has played a major role in transforming and integrating the INK area, hence there has been improvement in the social, economic and the spatial aspects of development. However it is recommended that the municipality also consider development of light industries and skills development initiatives to address social and economic issues that are a challenge for INK areas / M.T.R.P. Food security at eQhudeni (Nkandla) : a case study of the 'One home one garden' campaign as a poverty alleviation strategy.

Food security exists when the issue of poverty is addressed. Simultaneous access to different forms of capital ensures sustainable livelihoods. On the other hand, food insecurity is interwoven in unemployment and illiteracy, especially amongst adult women. Food insecurity is also deeply rooted in the lack of access to food and non-availability. This compromises the livelihoods within communities The study is concerned with the current state of poverty that remains stagnant, bringing about food insecurity, despite the food security campaigns that have been launched in South Africa. The aim of the study is to establish whether the ‘One Home One Garden’ campaign is unique compared to other campaigns in trying to fight food insecurity. It further inquires about access to the resources necessary to make gardens a sustainable source of livelihood. In order to fulfil these inquiries, qualitative research was undertaken at Nkandla in a section called eQhudeni within two subsections, Nsingabantu and Mjonisini. This research was based on the examination of the impact of the ‘One Home One Garden’ campaign as a poverty alleviation strategy. The study found that poverty, which contributes to food insecurity, has not been addressed by the campaign. Households suffer from chronic food insecurity given the high levels of poverty in the area. ‘The One Home One Garden’ campaign is not sustainable because it does not address the holistic needs of gardening, such as access to organic seeds and water and furthermore it is in any case seasonal. Research obtained showed that people’s perceptions are that the seeds are genetically modified based on the appearance of the produce, and also that they do not reproduce. The study viewed home gardens as a tool capable of addressing food insecurities, but, highlighted that it does not fully address all aspects, rather it upholds that poverty needs to be tackled holistically. Environmental discourse in the eThekwini Municipality : the eThekwini catchments project.

Worldwide, it has been recognised that local governments are uniquely placed to bring about positive environmental change in their areas of jurisdiction. This research was conducted to assess how one South African local municipality, the eThekwini Municipality, Durban, is faring in its efforts to achieve sustainability. Hajer's (1993, 1995, 2003) discourse approach to environmental policy making was used as the key theoretical and methodological basis of the research. This approach recognises the power of discourse in shaping how society's relationship with the environment should be managed and sustained. In global environmental politics, ecological modernisation has emerged as the dominant environmental policy discourse and reflects a weak approach to sustainability. An alternative is the strong sustainability discourse, which argues that sustainability cannot be achieved without giving attention to issues of social and environmental justice and including local communities in environmental policy making. These two discourses are used to structure the assessment of environmental policy discourse in the eThekwini Municipality. A recent municipal project, "eThekwini Catchments 2002: A Strategic Tool for Planning" was used as the research case study. The project provides an assessment of the environmental health of each of the 18 river catchments identified in the municipal area, using environmental indicators. The intention of the project was for this information to be used by municipal planners as a tool for environmental decision-making. Municipal officials, representing several municipal sectors, and the project consultants were interviewed to determine their perspectives on the project. The interview transcripts, as well as the Catchments Project report and other municipal documents, were analysed using Hajer's discourse methodology to uncover the key discourses operating in the municipality that influence environmental policy making. Municipal discourse was then reviewed in terms of the EM and strong sustainability discourses to determine whether the municipality is moving towards stronger sustainability. This research also contributes to an improved understanding of how discourse shapes environmental policy projects and their outcomes. By identifying the environmental discourse dynamics at work, it is possible to stimulate a more deliberate approach to environmental policy making to bring about positive environmental change in the municipality. / Thesis (M.Sc.)-University of KwaZulu-Natal, 2004.
