It will be a tax hypothesis to develop the In Use Vehicle Inspection and Maintenance Program I/M that will reach all the state territory. The main goal is to analyse the influence of the vehicle pollution in the atmospheric environment degradation, examining the pollution emissions from vehicles in state, national and international level, developing an state statute (law) to stop this degradation process in the State of Goiás. So, These evaluations will be developed from bibliographic research and from the state institutions that supervise the vehicles and measure the pollution levels that will allow to quantify the environmental destruction potential of these goods (automobiles). From the analysis of the results is suggested the creation of the Vehicle Ecological Tax whose goal is to reduce the atmospheric air degradation on the State and as a consequence to increase the population quality of life. The proposition involves structure changes in public transportation and in the behavior of the vehicles owners that will be obliged to present their automobiles to be regular inspected every year. / Este trabalho tem por objeto instituir a Taxa Ecológica Veicular - TEV no Estado de Goiás, como instrumento de preservação do ar atmosférico do Estado, tendo como referencial o estudo de caso da cidade de Goiânia/GO. Orienta-se pela hipótese tributária para a implementação do Programa de Inspeção e Manutenção do Veículo em Uso I/M, que terá abrangência em todo o território estadual. A principal característica é analisar a influência da poluição veicular no processo de degradação do meio ambiente atmosférico, avaliando as emissões de poluentes dos veículos no nível estadual, nacional e internacional, com o intuito de formular um projeto de lei estadual para a contenção desse processo degenerativo no Estado de Goiás. As avaliações são realizadas através de pesquisa bibliográfica e coleta de dados junto aos órgãos competentes de fiscalização da frota veicular, que realizam aferições permitindo quantificar o potencial de destruição ambiental. A partir da análise dos resultados, é proposta a criação da Taxa Ecológica Veicular, visando reduzir o índice de degradação do ar atmosférico do Estado e, por conseguinte, melhorar a qualidade de vida da população. A proposta abrange mudanças estruturais no transporte coletivo e nos hábitos dos proprietários de veículos automotores que, obrigatoriamente, terão que apresentar anualmente seu carro para a devida inspeção veicular.
