Tradicionalmente las empresas y entre ellas las pesqueras, han medido el éxito de su gestión en términos de resultados económicos, lo cual permite conocer lo realizado en el pasado, pero no se anticipa al futuro. Asimismo, no logran los objetivos por falta de control en su gestión y han dejado todo lo relacionado a intangibles. Tanto el planteamiento estratégico como su despliegue, seguimiento y mejora, se deben hacer según varias perspectivas, entre las que tenemos: la tradicional financiera, los clientes, los procesos internos y aprendizaje y crecimiento. Por otro lado, existen modelos de control de gestión estratégica que bien pudiesen aplicarse a las empresas pesqueras. Para ello se requiere hacer una evaluación para determinar cuál es la que más se adapta al sector y a PESCAVDV en particular. La presente tesis presenta un procedimiento y determina la herramienta que ayuda a administrar el desempeño organizacional, logrando la integración de los segmentos de gestión institucional alineándolos con las metas organizacionales. El desarrollo de la presente tesis dará a conocer el impacto de la tecnología de la información y la comunicación (TIC) sobre la evolución del sector pesca nacional y es por ello que, a continuación, se realiza una breve descripción tanto del sector pesca como de la TIC y de su buen gobierno en un contexto mundial cada vez más globalizado. Por lo tanto, resulta imprescindible conocer en qué medida el buen gobierno de la TIC en los Organismos Públicos Descentralizados del sector pesca y su alineamiento estratégico con las prioridades de dicho sector ha creado valor para sus stakeholders durante el periodo 2000-2009. Para lograr lo anterior, se plantea estudiar la evolución de la producción, de las exportaciones y del consumo per cápita nacional de los productos pesqueros durante el periodo 2000-2009, evaluar qué elementos del buen gobierno de la TIC en los Organismos Públicos Descentralizados del sector pesca han contribuido a la entrega de valor a sus stakeholders durante dicho periodo, y analizar la evolución de las inversiones en TIC en los Organismos Públicos Descentralizados del sector pesca, su alineamiento estratégico con las prioridades del sector y su impacto sobre la creación de valor para los stakeholders. To reach the foregoing we plan to study the evolution of production, exports, and national per head consumption of the fishing sector’s products during the period 2000-2009, to evaluate which elements of the ICT’s good government in the Decentralized Public Organism of the fishing sector have contributed to the giving of value to its stakeholders during that period, and to analyze the evolution of ICT’s investments in the Decentralized Public Organism of the fishing sector, its strategic alignment with fishing sector’s priorities and its impact over the value creation for its stakeholders.
