International Telemetering Conference Proceedings / October 28-31, 1996 / Town and Country Hotel and Convention Center, San Diego, California / The Integrated Monitoring and Control COTS System (IMACCS) was developed as a proof-of-concept to show that commercial off-the-shelf (COTS) products could be integrated to provide spacecraft ground support faster and cheaper than current practices. A key component of IMACCS is the Altair Mission Control System (AMCS), one of several commercial packages available for satellite command and control. It is distinguished from otherwise similar tools by its implementation of Finite State Modeling as part of its expert system capability. Using the Finite State Modeling and State Transition capabilities of the ALTAIR Mission Control System (AMCS), IMACCS was enhanced to provide automated monitoring, routine pass support, anomaly resolution, and emergency "lights on again" response. Orbit determination and production of typical flight dynamics products, such as acquisition times and vectors, have also been automated.

Untangling the complexity of nearshore ecosystems : examining issues of scaling and variability in benthic communities

The objective of this research was to improve our understanding of how changes in the environment affect ecological processes. Change detection is often confounded by the large variation found in ecological data due to the difficulty of finding replicates in nature. Intertidal communities were chosen for studies of biophysical interactions because the physical gradients are very strong, thus creating complex systems within spatial scales that are easily sampled. The selection of replicate beach habitats was the first step in designing a sampling protocol for comparative analyses of nearshore community structure. A high resolution shoreline partitioning model was developed to quantify the physical attributes of homogeneous shoreline segments and to statistically cluster replicate segments. This model was applied at 3 locations in Washington State. A portion of the south shore of San Juan Island was partitioned and the physical attributes quantified. Three groups of rocky segments differing only in slope angle were selected for biological sampling. The objective was to test the fidelity of macroalgal and invertebrate populations to replicate bedrock shore segments. The results showed that community structure and population abundances were more similar within groups of replicate segments (similar slopes) than among groups (different slopes). In South Puget Sound, community structure was compared to test for a deterministic organization of communities among replicate soft sediment beaches in an estuary. The results showed that replicate beach segments support similar communities, that communities become less similar as the distance between replicates increases, and that replicates within or among nearshore cells with similar temperature and salinity support communities that are more similar than replicates among cells with different water properties regardless of distance. On the outer Olympic coast, community comparisons were made among 9 sand beaches over a shoreline distance of 250 km. The results show that these communities are similar within segments and within nearshore cells, but because of population abundance fluctuations, the communities were different among cells and among years. This study shows that processes determining patterns in nearshore habitats can be quantified, which is a significant contribution to studies of habitat distribution and the siting of marine preserves. / Graduation date: 2000

Power Quality State Estimation

Traditional state estimation whereby the state of the system is assessed based on a limited number of measurements is a well established tool for steady-state situations where the frequency of the system is 50 Hz. Previous contributions have looked at extending this concept to the power quality area. This area of research is called Power Quality State Estimation (PQSE) and represents a class of techniques. Under the umbrella of PQSE, the main contribution of this work is taking Transient State Estimation (TSE) on step further. A new three-phase formulation for TSE using the Numerical Integrator Substitution (NIS) will be detailed. NIS approach, also known as Dommel's method, gives a numerical solution to describe the transient behaviour of a dynamic system at discrete time points. The new transient state estimator is implemented and verified by applying the proposed algorithm to a real distribution test system. It's performance and accuracy are investigated in presence of measurement noise, background harmonics, multiple faults, etc. The conducted study has shown this technique has a great potential.

The role of bank governance : evidence from market discipline, capital structure, ownership structure, risk taking and political connection

Banks, like other business firms, must attract outside funding within competitive capital markets, must face competition in product, and must deal with corporate governance issues deriving from agency problems and asymmetric information. Corporate governance in banks is unique compared to non-financial firms, with factors such as higher opaqueness, heavy regulations, and government interventions, which thus require distinct analysis. Although it is well recognised that corporate governance can affect bank value, in this thesis I combine external and internal corporate governances by considering board composition and ownership structure, as well as trading behaviour on stock markets. The main objective of this thesis is to study empirically the impact of various governance mechanisms on bank stability, in terms of capital strategy, risk-taking and performance. The finding is that there exists a significantly positive relationship between market discipline and bank capital structure. In addition, over-performing banks attract a high level of informed trading, which in turn leads to a higher level of capital buffer held by a bank. Also, banks with strong corporate governance are associated with higher risk-taking. More specifically, banks that have an intermediate board size, a separation between the CEO and the chairman of board, and are audited by the Big Four audit firm, are likely to take higher risks. Banks with more state shareholders also tend to have poorer performances, and banks with higher domestic and private shareholders generally operate more profitably. Ownership type diversity is associated with better bank performance, while banks with concentrated ownership are worse performing. Finally, banks with political connections distribute more credit than nonpolitically connected banks. The results have certain policy implications for understanding the role of governance in affecting bank operations that, in turn, could improve bank prudency and assist the design of an enhanced regulation framework. Regulators should reduce protection, improve banks' asset quality, and strengthen market discipline.

State Building or State Transformation? Risk Management at the Fringes of the Global Order

This thesis develops a new framework for explaining the effects and possible trajectories of state building interventions (SBIs). This is for both examining specific interventions and learning about the precise nature of the post-Cold War global order – how power is distributed, exercised, constrained and challenged within and between states. In the post-Cold War years, but particularly since the September 11 2001 terrorist attacks, so-called failed states have become a central security concern for policymakers. In tandem, there has been an influx of practitioner and scholarly interest in international ‘state building’. Prevalent approaches to state building are premised on a static conception of the state and therefore seek to evaluate SBIs in terms of whether they help create ‘more’ or ‘less’ state. In contrast, this thesis examines SBIs as a new mode of governance in the global political economy that is transformative of both intervened and intervening states, leading to the creation of a transnationalising and transnationally regulated form of statehood. Based on a conception of the state as a site of social and political struggle this study examines the ways in which SBIs affect the distribution, production and reproduction of political power in intervened states: Who rules and how? What social and political conflicts are engendered or exacerbated by SBIs, and how are they managed? What alliances and coalitions support the production/reproduction of power relationships associated with SBIs? The thesis provides a conceptual framework for understanding the complex governance terrain SBIs open up. SBIs are conceptualised as multilevel regimes – sets of social and political relationships, institutions and ideas – that exist simultaneously within and outside intervened states. While preserving the formal sovereignty of intervened states, these regimes are nevertheless established to shape political outcomes by limiting the political choices available to domestic leaders. This is operationalised by opening up and shifting power to multilevel spaces of governance within the apparatus of these countries. Through case studies from Australia, Solomon Islands and Cambodia, the thesis analyses the politics of SBIs and their broader implications for contemporary statehood. Ultimately it establishes that regardless of whether SBIs are successful or otherwise in achieving their stated objectives they are associated with the emergence of increasingly authoritarian, hierarchical and anti-competitive forms of political rule, both within and between states.
