Critical issues impacting on skills development in the Department of Public Service and Administration: trends and options

This study is an in-depth overview of the critical issues impacting on skills development in the Department of Public Service and Administration (DPSA). The South African Public Service consists of individuals with their own potential and career paths. The thesis has convincingly argued that managers in the Public Service need to align the potential of their employees with organisational strategies and policies. The study has shown that the training of employees becomes a necessity when departments want to keep track and meet the expectations of their internal and external environments. The thesis proposes and has proven that an integrated approach to human resource development through the process of performance management is a vital requirement, which is critical for skills acquisition. The study, further, notes that if performance management is implemented appropriately, a viable learning organisation could be created. Linking the system of performance management with the learning organisation offers a unique perspective on integrated human resource management, and thus, an important contribution is made to understanding the theory of Public Administration as it applies to skills development. This thesis propounds the notion that evaluation seems to be the missing link in training and development of human resources in the DPSA. Research clearly indicates that the only way to ensure that training priorities are met is to make training evaluation part of the design of a training course. The model proposed in this thesis, for the evaluation of training, entails adding value to both individual and departmental performance. Detail reviews from this thesis, which are supported by both quantitative and qualitative imperatives, suggest that it now becomes essential that senior management initiates a process where individual positions, their importance and contributions, are aligned with the effective and efficient realisation of departmental strategies. The diploma thesis deals with the monitoring of selected functional indicators of the women's water polo team during the RTC. The aim of this work is to observe the women's team in the water pole during the RTC. Tracking their TF for tests aimed at developing endurance and speed at ball launch. I divided the work into several parts. The theoretical part is devoted to the issue of water polo, deals with the basic skills of a water polo player and deals with the individual peculiarities of sports training and selected functional indicators. The practical part is divided into research and final part. The resulting part contains records of acquired changes in heart rate in selected phases of the annual training cycle. In the resulting part are processed the resulting data. To find out the results for the practical part I used observation methods, questionnaire, testing and statistical methods.

Objective: Training and abilities of two junior athletes Prepared by: Bc. Petr Dubský Supervisor: PaedDr. Jitka Vindušková, CSc. The aim of the work: The aim of the work was to determine the level of performance of selected members of the training group, namely two juniors. To analyze the structure and content of their training, their performance in selected tests, and performance development in their main disciplines. Methodology: The analysis of the competitive results from 2012 to 2017 was used to analyze the performance of the individual seasons. I also analyzed the training records, where general and special training indicators were evaluated and compared with the results of similar analyzes of other athletes. I will also analyze the three measurements we have completed with the whole training group. Conclusion: The result shows that the training load in selected athletes, either according to literature or in comparison with other athletes, is insufficient in both individuals. After evaluating testing, I concluded that the test types were wrongly selected. This work has confirmed the importance of keeping track of the training records. The aim of the work: The aim of the work was to find out the level of performance preconditions of two junior runners on the middle tracks, analyze the structure and content of their training, their performance in selected tests and the development of performance in their main disciplines. Methodology: The work has the character of a two-case study. Methods of literature search, analysis, comparison and evaluation were used. The analysis of training records and competition results of two athletes from the 2017 season was used to compile this work. I analyzed their performances in individual seasons. I also performed an analysis of training records, where general and special training indicators were evaluated and compared with the results of similar analyzes of other athletes. I analyzed the results of two tests in the biochemical laboratory, which we completed during the preparation for the 2017 season. Conclusion: When comparing the training records with the professional literature and with selected athletes, we come to the conclusion that the training load was insufficient for the monitored athletes.
