An integrated study of the Isipingo River and Estuary : water and sediment quality, estuary-nearshore material fluxes, anthropogenic impacts and management.Pillay, Renelle Karen. 29 November 2013 (has links)
The Isipingo River and Estuary system located in the province of KwaZulu-Natal, although
relatively small, has been subjected to the impacts of intense development within the
catchment. The catchment is characterized by informal and formal dwellings and intensive
industrial activities in the lower catchment and in close proximity to the estuary. Significant
modifications to the hydrology of the system has occurred as a result of the diversion of the
Umlazi River (which previously merged with the Isipingo River at the estuary mouth),
canalization of the lower portion of the Isipingo River flowing through the Prospecton
Industrial Area and the development of the Diversion Works system (to regulate flows to the
lower Isipingo River), removal of riparian vegetation, encroachment onto the river and
estuarine floodplain, and land reclamation through the infilling of wetlands all of which has
culminated in a deterioration of the functionality and health of this system. The main aspects
of this study focus on water and sediment quality, material flux between the estuary and the
sea and the management of the system. The water quality variables covered as part of this
dissertation include physical, chemical (nutrients and heavy metals) and microbiological
(faecal coliforms) components. The water quality of the river and estuary presents a risk to
human health and the concentrations of heavy metals generally exceeded the South African
Water Quality Guidelines that prescribes target levels, implying potential negative impacts to
aquatic health. The Isipingo system exhibited signs of eutrophication with phosphorus
concentrations in excess of the target level to prevent eutrophication. Excessive water
hyacinth growth was visible during most of the field surveys. A geochemical assessment of
heavy metals in surface sediments of the river and estuary was also undertaken. The results
indicate that although the presence of several metals were undetectable at certain river
sites, the concentrations of those heavy metals present increased in a longitudinal direction
from the river to the estuary. The contamination factor analysis for all metals indicated low
contamination except for selenium. The riverine sites yielded moderate enrichment by some
heavy metals in both seasons. The degree of contamination for each site with the exclusion
of selenium was low. The inclusion of selenium in the assessment raises the estuary to a
considerably contaminated status in the wet season. The analysis suggests that the
enrichment of the system by selenium is due to an anthropogenic source. The Geo-accumulation
Index places the sediment in an overall unpolluted category. The study
conducted on the net exchange of heavy metals and nutrients between the Isipingo Estuary
and the adjacent marine environment (i.e. Indian Ocean) demonstrates that significant
quantities of the suite of heavy metal analysed are exported on an annual basis while
copper, nickel and zinc are imported into the estuary. Significant quantities of ammonia and
nitrates are exported annually from the Isipingo Estuary while a net annual import of phosphorous is observed. The variation in the quantity and concentration of nutrients
exported during the seasons may be attributed to anthropogenic source. The import of
nutrients from marine sources can accumulate in the estuary and contribute to
eutrophication of the Isipingo Estuary. This study also demonstrated that although the ebb
flow has a much longer duration than the flood flow, the flood velocities observed were
generally greater than the ebb velocities. The final part of this research identifies other
environmental problems experienced in the Isipingo catchment. The following issues are
identified as directly or indirectly contributing to stress and deterioration of the water quality
of the Isipingo system: reduction in water quantity, poor water quality, moderate enriched
sediment, loss of habitat integrity, species diversity and invasive alien vegetation and
uncontrolled solid waste. A Water Quality Management Plan including management
objectives, strategies and action plans to address the direct and indirect factors influencing
the system are proposed. A water quality monitoring program is also proposed for the
Isipingo River and Estuary. The adoption and execution of the water quality management plan and monitoring program will assist in the prevention of further degradation of the system and will be a stepping stone toward improvement. / Thesis (M.Sc.)-University of KwaZulu-Natal, Westville, 2013.

Previously, issues concerning the use and conservation of the natural resources were
restricted to certain groups of individuals, normally those considered to be scientific
experts. However with the emergence of sustainable development and the adoption of
its principles therein, there has been increased community concern over
environmental quality issues resulting in pressure for transparency in environmental
decision-making processes. The result has been a dramatic expansion in the number of
organisations at the local, national and global scales committed to environmental
improvement. This in turn has let to dramatic changes in the role of the public in
decisions relating to natural resource management. Participatory development is now
acknowledged as critical in achieving sound environmental management.
The initiation of community-based environmental decision-making has led to the
formation of new and interesting partnerships. Environmentalists, communities,
policy makers and business people have begun to work together in an attempt to find
consensus concernIng environmental problems and related socio-economic
inequalities. This has resulted in the development of new ways of integrating local
and scientific knowledge systems.
This thesis illustrates community-based environmental decision-making in the
management of the use of the south coast of Durban. It outlines a partnership, through
the formation of the Permit Advisory Panel (PAP), comprising industry (Sappi
Saiccor), government, through its Department of Water Affairs and Forestry,
environmental organisations, and the local people in the monitoring of the impacts of
effluent produced by the industry and disposed of into the sea. The aim of this thesis
is to develop an alternative methodology that will be acceptable to all stakeholders,
for the collection and analysis of data in the monitoring of the Sappi Saiccor effluent.
This was achieved through the following objectives: to develop a methodology for the
collection and analysis of data, to assess the performance of the new pipeline in terms
of reduced aesthetic impacts of the effluent, to assess the role of local knowledge in
the monitoring process, and finally to assess the role of this study in the functioning of
the PAP. This thesis attempts to integrate qualitative and quantitative methodologies. The
subjective local data collected by the divers is analysed using statistical methods to
assess the impacts of the effluent on marine water quality and the effect the new
pipeline has had in reducing these impacts. Qualitative surveys such as questionnaires
and interviews were administered to assess the role of local knowledge in the
monitoring process and also to assess the role this study has had in the functioning of
the PAP.
The statistical analysis did not reveal any major improvement in underwater visibility
since the pipeline was extended. There is a 6% and 4% improvement in the number of
effluent days and visibility respectively. This however is due to some limitations
inherent in the data collection process, and as a result the improvement brought about
by the pipeline extension has been toned down. An effluent and visibility index is
therefore recommended as an alternative method of data collection and analysis to
reduce the level of inaccuracy. The role of local knowledge is perceived by many of
the PAP members as vital in the monitoring process. This study was therefore thought
of as an important step in validating this local knowledge such that it can be a reliable
data source to be used in the monitoring process. It also played an important role in
resolving the conflict between the PAP members. It is therefore recommended that the
divers data should be continually used in the monitoring process, though the divers
have to be more actively involved. The PAP is therefore tasked with liasing with the
community members, especially the divers such that they can assume a more active
and responsible role within the PAP. They should be involved in the development of

An assessment of the appropriateness of agricultural extension education in South Africa.Worth, Steven Hugh. January 2008 (has links)
This thesis is about agricultural extension education. The context is agricultural extension in South Africa. It addresses the following questions: To what extent does current agricultural extension education in South Africa adequately reflect the current and changing educational and developmental imperatives? To what extent does it adequately equip extension officers and other agricultural development practitioners to deliver relevant support to farmers and farming communities? In short, how relevant is the training received by South African Agricultural Extension practitioners? The South African government has made significant changes in the policy environment governing agriculture. While the majority of the policy changes fall outside the scope of this research, it can be safely argued, as noted in the current Strategy for South African Agriculture, that the changes are fundamental. The changes redirect agriculture to the majority population which has hitherto been marginalised and generally denied meaningful access to the agricultural sector of the South African economy. To implement these changes, the agricultural sector will need appropriate skills – skills which, it is submitted – are largely lacking within the agricultural extension service and, more relevantly to this study, in Agricultural Extension curricula. In addition to the foregoing, assumptions about farmers and their roles in technology and information creation and consumption, assumptions about the roles of tertiary institutions in the triad of teaching, extension and research and indeed about the triad itself need to be challenged. A system of education which has its origins in the 1800s (before even the industrial revolution, much less the digital revolution) needs, per force, to be interrogated regularly to ensure that it delivers according to the demands of the exigencies of the time. Similarly, assumptions about the aim of development and in particular agricultural development have been questioned in many parts of the world. And yet it is submitted that in South Africa, the basic extension methodologies have not changed in any fundamental way; rather they have adopted some of the outer trappings of new approaches, without assessing the fundamentals of the core extension approach. It is believed that extension is in need of a serious review and that it is timely to do so. Recent research in Africa and elsewhere in the world indicates that extension needs be reconstructed on a different set of operational objectives led by a different vision. The extension strategy herein presented is built around a vision which places the focus on the farmer (and other land users) in the context not of technology, but of creating prosperity. The vision implies that the purpose of agricultural extension is to facilitate the establishment of self-reliant farmers who are contributing to widespread prosperity. The dual outcomes of self-reliant farmers and widespread prosperity are meant to be realised through a new set of =rules of engagement‘. Prosperity is derived out of farmers working together, sharing information, and learning together. Self-reliant farmers are an outcome of a learning partnership between farmers and extension practitioners. This study was conducted in a series of stages. The first thrust examined the nature of Agricultural Extension and the assumptions on which it is predicated. The result of this interrogation was to propose a new concept for Agricultural Extension – Agriflection – which is a learning-based concept aimed at improving the sustainability of the livelihoods of farmers through iterative development processes fostered through a learning agenda that is facilitated by an appropriately trained Agricultural Extension practitioner. To realise such a vision, it is essential that the mission of the extension service be recast to reflect the dynamics of the implications of the vision. The key elements of the mission are, therefore, client-responsiveness and partnerships. The power to realise the vision rests in three critical aspects. First is the capacity of the extension service to engage with its clients as genuine partners in a shared learning agenda. The second is the capacity of the extension service to engage with the many other agencies and organisations which supply goods and services to farmers and land users. The third is ensuring that engagements with farmers support sustainable development, that is, that production of food, fibre and fuel is socially just, economically sustainable and environmentally sustainable. This new vision and mission lay the foundation for a fundamental shift in the way agricultural extension is positioned, resourced, implemented and evaluated. The strategic goals, principles and values presented in this strategy are built on this foundation, and they, in turn, create the framework for constructing the operational plans of the extension service as well as for management and measurement of the service. The second thrust of the study was to filter the Agriflection concept through South African educational and agricultural policy. Given that the agricultural frontier is subject to change in focus and priorities, it was reasoned that the training and education of would-be extension practitioners needs to be able to respond to changes in methods and in the field. The National Government has adopted the outcomes-based model as the general structure for curriculum development. Further sustainable development/livelihoods has been adopted as the general framework for development. Outcomes-based education and sustainable development/livelihoods provide a framework for studying and developing curricula. A tool that enables curriculum analysis and development which allows for adjustment to changing imperatives while maintaining integrity in terms of education and development, would be valuable for tertiary institutions training extension officers. The result of this second thrust was the development of curriculum markers that encapsulated what non-technical knowledge and skills (i.e. Agricultural Extension knowledge and skills) were needed to be able to deliver on the imperatives of the transformation agenda of current agricultural policy. Thirty-four markers were identified. The third thrust of the study was to create a credible method to evaluate Agricultural Extension curricula and to capture and analyse data. A detailed review of methods and approaches was made resulting in fashioning the Theory-led Instructional-Design Curriculum Evaluation (TICE) method. One of the primary facets of this six-process method is questioning of the assumptions on which the discipline of Agricultural Extension is based. Such a questioning would lead to a new theory to govern the evaluation of curriculum. Ancillary to the TICE method were the methods of data collection and analysis. The study consolidated these in presence and efficacy factors. These factors measured the presence of the 34 markers in Agricultural Extension curricula and the extent to which they were addressed, if present. The fourth thrust of the study was the detailed evaluation of curricula of qualifications most commonly held by public sector Agricultural Extension practitioners. The study examined the curricula of agricultural diplomas, of three- and four-year agricultural degrees and of one-year postgraduate qualifications offered by Colleges of Agriculture and selected Universities and Universities of Technology. The fifth thrust was to conduct corroborative investigations in the public sector. This was done by surveying Agricultural Extension practitioners asking them to evaluate the extent to which they believed they have knowledge and/or skill represented by the 34 curricula markers. In addition, a brief analysis was made of Agricultural Extension practitioner job descriptions used in the public sector. This was done to determine what knowledge and skills were expected of Agricultural Extension practitioners and comparing this to the 34 markers. The study revealed that there is very limited Agricultural Extension training offered in the curricula of qualifications held by the majority of public sector Agricultural Extension practitioners. Further, using the 34 markers as the touchstone, it was determined that the current curricula do not adequately equip public sector Agricultural Extension practitioners to deliver on the agenda of current South African agricultural policy. Without extensive revision of curricula in terms of both the quantity and content of extension training, the South African public sector Agricultural Extension service will not be able to realise the intended transformation of agriculture. Its key operatives will not have the knowledge and skills needed to do so. This is a unique study. No study of its kind has ever been conducted in South Africa. Numerous studies have been conducted into the training needs of Agricultural Extension practitioners. None have gone to the extent of questioning the assumptions on which Agricultural Extension is based. None have made a critical examination of curricula in the light of current educational and agricultural policy. Optimisation of an innovative system of sustainable production in Rwanda : the integrated rabbit-fish-rice system.Tabaro, Simon Rukera. January 2011 (has links)
Population escalation in the developing world has been associated with increased poverty, food
insecurity and environmental degradation. The situation in Rwanda, with 2.82% annual
population increase is no exception. The objective of the present study was to investigate an
innovative integrated system of sustainable production suitable for resource-poor rural farmers,
the Integrated Rabbit–Fish–Rice (IRFR) system. The study was targeted towards contributing to
Rwanda government’s goals of eradicating extreme poverty and hunger, enhancing food security
as well as abating environmental degradation.
Three experiments, were carried out between 2008 and 2010, and designed to fertilise pond water
with rabbit droppings and boost phytoplankton production. We also used results from our
previous study, conducted in 2005 in the same ponds and under similar experimental conditions,
especially rabbit and fish species and age, fishpond dimensions, as well as the fertilisation mode.
The fishpond effluent was re-used to irrigate rice fields rather than being discharged into the
environment.
This study advocated the potential adaptation of rabbits to wetland conditions and the role of
rabbit droppings as organic fertilisers in providing a better environment for fish production.
On-farm resources, including rabbit droppings, were the main source of nutrients in the system.
The analysis of nutrient flow revealed that 27% N and 79% P of the total nitrogen and
phosphorus in fertilizing input in fishponds were supplied by rabbit droppings only. Nile tilapia
Oreochromis niloticus were able to recover 18.5–37.6% N and 16.9–34.3% P of the total nitrogen
and phosphorus inputs, the rest being accumulated in the pond water and the sediment, making
them useful for soil fertilisation.
The re-use of nutrient-rich effluent in rice irrigation increased rice production, allowing a
successful complete substitution of inorganic fertilisers. The irrigation also reduced
environmental pollution as the water seeping through rice field was 31.8 and 83.3% less
concentrated in total phosphorus and nitrite pollutants, respectively, than was the pond water.
Economically, the IRFR generated up to 597% net return over that of the rice inorganically
fertilised, thereby substantiating the sustainability of the system.
Overall, it is concluded that the IRFR system works well, is readily applicable, and capable of
high, diversified, and sustainable production on limited land. As such, the study demonstrates the
potentialities of the IRFR system to contribute successfully to poverty reduction, and the
enhancement of food security in rural areas. The system promises economic returns and is
environmental friendly.
The research recommends the optimal range of rabbit density, that is, 800–1200 rabbits per
hectare of pond, and the best fish stocking density, that is, 3 fish.mˉ², for a sustainable IRFR

Understanding the effects of a protected area on livelihoods of a neighbouring local community : a case study of Mokolodi Nature Reserve, Botswana.Njiru, Lincoln Mwaniki. January 2007 (has links)
Establishment of protected areas continues to be recognized in many parts of the world as one of the most appropriate strategies of conserving biodiversity. As a result, their numbers have continued to increase globally with significant support coming from many national governments and international agencies. Some cases of earlier establishments of protected areas had negative effects on local communities especially where there was displacement and relocation of people, and loss of access to various natural resources important for livelihoods sustenance. In other cases however, protected areas brought positive effects to local communities such as creation of employment opportunities, contribution towards community development and giving the local people the opportunity to actively participate in natural resources management. All these effects have influenced livelihoods of many local communities in several ways. This study focuses on the effects of Mokolodi Nature Reserve on a neighbouring community from the angle of a community that traditionally did not have exclusive access and use of the land that is now the reserve, nor have a claim against it. Effects of the changes that have occurred on the livelihoods of the local people since the establishment of the reserve are looked at, as well as the attitudes and perceptions that people have towards the reserve. Relationships between the reserve management and the local people that have brought changes in the lives of the local people form a key component of this study. Further, ways in which the local people are involved in natural resource management in the area are explored, as well as the reserve‟s contribution towards enhancing better and sustainable livelihoods of the local people The study adopts a qualitative approach, with information being collected by use of structured questionnaires and key informant interviews. The majority of respondents were members of the local community. A few key informants were from outside the community but had associations with the area of study. Data was analyzed and presented in the form of descriptions, tables and graphs. Findings show that the reserve has brought changes, some of which have benefited the local community such as provision of job opportunities and creation of environmental awareness among the people. However, according to some respondents, especially the older, such benefits are minimal and only go to a few people. Such respondents hence consider the reserve to be of little or no benefit to the community. Attitudes and perceptions towards the reserve vary amongst respondents, with younger respondents appearing to have more positive attitudes and perceptions towards the reserve. Indications are that the relationship between the reserve management and the local community is not very well developed. The older respondents however appear to be keen on having good relationships with the reserve management established, as opposed to many of the younger respondents whose main concern is employment. Lack of community conservation initiatives in the area is considered a drawback towards increased people‟s participation in resource management in the area. Despite the varied opinions in terms of benefits and non-benefits, the reserve would still be considered to have played an important role in improving the livelihoods of the local people. Indications that some people have an interest in getting involved in various reserve-related activities, is a good opportunity for developing good relationships. This could also possibly change the negative attitudes and perception some people have towards the reserve. With continued interactions and learning of lessons from the past, there are opportunities for the reserve management and the local people to work together and hence find a balance between conservation priorities and local livelihoods. The state of spatial information for land reform in South Africa : a case study of the Amantungwa Land Reform project.Kubheka, Sipho. January 2006 (has links)
Many authors and practitioners involved in rural or local development agree that co-operation and the integration of efforts by the delivery agents is crucial for sustainable development programmes. The delivery of Land Reform as initiated by the new government in South Africa (SA) is one programme that has been faced by a number of challenges including the slow pace of delivery, lack of support and co-operation from the key stakeholders, negligible impact on the improvement in the lives of its beneficiaries and many others. Many Land Reform participants including the government argue that among the challenges facing this programme is a lack of co-operation between the key stakeholders including the different spheres of government involved or impacted upon by the delivery of the Land Reform programme. The Department of Land Affairs (DLA) which is responsible for Land Reform delivery is facing challenges in integrating Land Reform with the rural or local level development which is facilitated by the local and district municipalities through the Integrated Development Planning (IDP) process. This thesis seeks to look at how the Land Reform planning process and the internal spatial data systems within the DLA can be used to integrate Land Reform delivery with the municipal IDP processes to attain integrated rural development. There is a growing realization of the fact that the development of an integrated spatial data is critical for sustainable development in SA. A number of initiatives have been embarked upon by various organizations to establish the spatial data infrastructure. However these efforts have been reported to be often fragmented and isolated in the areas of operation and focus. Thus, the challenge is to develop a strategy to develop an integrated spatial data infrastructure that would be used to support sustainable development programmes such as the Land Reform programme. This thesis therefore proposes to look at the various data sources particularly within the DLA and from other organs of state involved in Land Reform and local development with a view to highlight the limitation and shortcomings that can be addressed in integrated spatial data infrastructure. To assess the current status of the spatial data sources and usage for Land Reform implementation, an analysis of the spatial data sources within the DLA was conducted to determine its suitability for the development of an integrated spatial data infrastructure. Different sections of the DLA responsible for acquiring and providing spatial data were assessed to ascertain whether their data can be shared, transferred or integrated to support the Land Reform implementation. Trust-based relationships between parks and communities : a case study of the Obonjaneni community and the Royal Natal Park in the Drakensberg, KwaZulu-Natal.Tsvuura, Susan Maira. January 2008 (has links)
The study was conducted in the Amazizi Traditional Administrative Council Area, in the Obonjaneni community, which is the closest community to the Royal Natal Park, KwaZulu-Natal. The aim of the research was to evaluate how trust-based relationships can affect the ability of protected area managers to meet the objective of biodiversity conservation. The objectives of the study involved determining the nature and basis of the current relationship between communities and park authorities in the Royal Natal Park; determining the resilience of their relationship and commenting on how these relationships might be better developed. Data collection was undertaken using focus groups from the community; key informant interviews with Park authorities (represented by the Officer in Charge), the Community Conservation Officer, and the Tribal Authority (represented by the inkosi). Three dimensions of trust, adapted from Grunig and Hon (1999), were used as a conceptual framework in investigating the extent to which trust can be assessed in the case study. The dimensions of trust are: integrity, competence, and dependability. The researcher found that there is no forum for the exchange of ideas where the Ezemvelo KwaZulu-Natal Wildlife (EKZNW) authority can act to address community concerns and facilitate the formulation of greater levels of trust. Several issues came up during data collection which showed that all the three dimensions of trust were under serious threat. There was inadequate communication amongst all the parties involved. Misunderstanding and the lack of adequate communication are key threats to trust between these parties. Findings draw attention to deficiencies in the competence and dependability of all parties and in the ability to develop and maintain trust-based relationships.
In order to develop a better relationship between the community of Obonjaneni and the Royal Natal Park authorities, it is recommended that the Park involves the community members of Obonjaneni, who are the interested and affected party, in decision-making processes that directly affect them. This entails the formation of a forum for the exchange of ideas and one where the EKZNW authority can act to address community concerns – and where the community can voice its concerns. Furthermore, success in meeting the main objective of the park, that of biodiversity conservation; requires recognition among all stakeholders that the Park alone cannot solve poverty and underdevelopment in the surrounding areas. Other Government Departments also need to be involved in poverty reduction. The Park also needs to continue to play its role of providing resources and improving the communication with surrounding communities: these are critical areas of competency of the park authorities. Communities, because they have different levels of understanding and capacity, need to be helped to understand issues of conservation. An assessment of community understanding of the Human Animal Conservancy Self-Insurance Scheme and the impact of human-wildlife conflicts : a case study from the Kwandu conservancy, north-east Namibia.Kasaona, Marthin Kaukaha. January 2006 (has links)
The research problem of this mini-dissertation involves the conflicts between human and wildlife populations and the trialing of ‘compensation’ payouts that are emerging as a critical test within the conservancy. Crop raiders such as elephants, buffaloes, hippopotamus, bush pigs and small rodents, diminish farmers’ resource bases and cash crops, while carnivores are responsible for livestock losses. The aim of the research is to assess the level of community understanding of the compensation scheme and the impact of human wildlife interaction within the conservancy. This mini-dissertation investigated the level of community understanding about the Human Animal Conservancy Self-Insurance Scheme (HACSIS), and the impact of human-wildlife conflicts within the Kwandu Conservancy. Some of the research data were obtained from the conservancy game guards’ event book system, and the actual field research data were collected from the 1st August to 20th August 2006. The researcher conducted a total of 35 interviews, whereby 32 involved face-to-face interviews with single individuals, and 3 separate focus group discussions that consisted of four, five and two conservancy members. The interviews averaged 30 minutes in length. Each interview was preceded by a careful explanation of the purposes of the work, stressing that the intent was to evaluate their understanding and perceptions on HACSIS, the impact of human-wildlife conflicts and to explore better management strategies. The researcher has taken into account that the communities might exaggerate the wildlife problem based on his previous experience with the adjacent conservancy, in the hopes of gaining more compensation – they also use the researcher as a way to vent their frustration at the problem. On the assumption that there may be an element of exaggeration verification of these was obtained from the Event Book System (a manual book used by the Community Game Guards for recording both crops and livestock incidents on daily basis). This mini-dissertation reveals that 74.3 % (n = 26) of respondents are aware of the existence of the HACSIS program and its role, while 17.1 % of respondents had no idea about the scheme’s presence and its involvement to minimize the impact felt by communities when they lose livestock to predators. The percentage of respondents who claimed that they had heard of the scheme’s existence but had no knowledge of its role was 8.6 %. In addition, most respondents (n = 15) claimed that the conservancy committee did not explain to them why their claim forms were rejected. In contrast, some respondents (n = 6) did received feedback on rejected claim forms. HACSIS was not formed to compensate livestock losses based on market value, nor was it intended as a ‘compensation’ scheme. Its aim was to test a conservancy-run process – local verification of claims and monitoring by conservancy committee and traditional authority. In addition, the authorization of payments for a type of ‘self-insurance’ is drawn from conservancy income to partially offset the losses of conservancy members versus the overall gains that wildlife brings to the conservancy (direct conservancy income and local jobs through tourism, trophy hunting, own use game harvesting). Conservancy committees and the support NGO, IRDNC, agreed on the amount to be refunded for animal losses before the scheme was started, initially using donor funding in the trial phases. The amount was deliberately kept low as it was acknowledged from the start that conservancies themselves would take over the repayments from their own income. Once the conservancy was used to its own income to finance the scheme, conservancy members could vote to increase amounts paid for predator losses. The crucial aspect, according to IRDNC, was that the process itself be tested and that the scheme be run by the conservancy, with Ministry of Environment and Tourism and IRDNC merely monitoring and providing assistance as needed. Compensation is based on this pre-determined amount that is less than the livestock value. However, the research reveals that respondents (n = 19) were dissatisfied with the amount paid (N$ 800-00 per ox killed), because they claim that the amount paid to relieve the immediate impact from wildlife is too little to sustain the affected member. In contrast, some respondents (n = 8) were satisfied with the amount paid as compensation. Despite criticisms about the amount paid for livestock losses, none of the respondents (n = 22) who were familiar with the scheme wanted it to be abolished. The respondents emphasized the need for the conservancy committee to review the amount paid as compensation, especially for cattle. They suggested an increase from the current N$ 800-00 to N$ 1000-00 per ox loss. The research reveals that community livestock management practices have not changed to deliberately benefit from the compensation. In fact community management strategies have improved because of the condition set by the review committee dealing with the compensation scheme. Wildlife incidents have increased because animals are habituated to techniques used by communities to deter them and this has contributed to high livestock incidents. For human-wildlife conflicts, the research acknowledges that the conflict exists. Between 2003-2005, the Kwandu Conservancy reported 1508 incidents of damage to crops by wildlife. Species that were responsible included elephants with 30.2 % damage, bush pigs (29.8 %), hippopotamus (12.7%), antelopes (12.7 %), porcupine (7.5 %), and baboons/monkeys (7.2 %). Most of the crops destroyed by crop raiders, as suggested by the respondents, were maize (30 %), sorghum (26 %), millet (17 %), groundnuts (14 %), pumpkins (8 %) and beans (5%). During the same period of crop losses, the conservancy reported 98 livestock incidents. Animals responsible for livestock incidents were crocodile with 32 incidents (32.7 %), then hyena (23 incidents, 23.5 %), leopard (22 incidents, 22.4 %) and lion (21 incidents, 21.4%). The role of community game guards was found to be extensive. From a total 35 responses, 74.3 % (n = 26) of members stated that community game guards effectively record incidents, chased problem-causing animals from the community crop fields by shouting or shooting in the air, and assessed or verified killed livestock for compensation purposes. In addition, community game guards conduct crop assessment for record-keeping purposes. The scheme for crop compensation is to be introduced in 2007. Currently there is no proper formula to use in assessing the value of crops and the method to use to compensate the affected members. Other methods used by communities to deter wildlife include sleeping in the field to guard crops, cracking a whip, construction of human statues, hanging tins on the fence, chilli coils, watchtowers and digging trenches. Respondents had different views on the best management practices for problem-causing animals. The response was generally based on the degree of threat that the animal posed. Most (43.8 %, n = 14) preferred the monitoring of problem-causing animals that are sighted in an area as a best practice, while 40.6 % (n = 13) of respondents preferred the animal to be captured and relocated to parks. Only 25.6 % (n = 5) of respondents preferred that the animal be destroyed. The management practices preferred by respondents when an animal kills a person are different from when an animal is simply sighted in the area. If an animal kills a person, only 12.5 % (n = 4) of respondents preferred that the animal be captured and relocated to parks, while 87.5 % (n = 28) of respondents preferred the problem-causing animal to be destroyed. None of the respondents suggested monitoring as the best management option for this degree of threat. In conclusion, the research revealed that Human Animal Conservancy Self Insurance Scheme does not treat the cause of the problem but the symptom. This approach does not decrease the level of the problem given that the cause of the problem is not addressed. Therefore, the researcher stressed the need to fully explore and implement the recent piloted lion, crocodile fencing, and elephant proof fencing and elephants chilli coil to address and reduce the problem within Kwandu Conservancy. In addition, the research revealed that the scheme has very lengthy delays before compensation is paid and the review panel does not arrange meetings on the stipulated dates. This causes a back-log in the number of claims that need to be reviewed and approved. On Human Wildlife Conflict the research findings recommend the need to strengthen and improve existing problem-causing animal management strategies that are in place. Innovative strategies include reducing the number of stray livestock at night and developing static fences. Communities should be advised, as is being done by IRDNC, to herd their livestock during the day and to build strong kraals. This is the most effective and cheapest way to prevent livestock from being taken by predators at night. Understanding environmental assessment and public participation process challenges among the vulnerable interested and affected parties : five cases studies from rural KwaZulu-Natal.Mahlangu, Isaiah Mahlolani. January 2008 (has links)
The Public Participation Process (PPP) for Environmental Assessment (EA) is a mandatory procedure to facilitate participation of Interested and Affected Parties (IAAPs) in decision making for proposed development projects. Participation of the vulnerable IAAPs in the PPP is affected by complex challenges. These challenges make it difficult or impossible for Environmental Assessment Practitioners (EAPs) to successfully conduct and complete PPPs. This study investigated the nature and impact of the challenges in the decision making process. The study sought to develop an understanding of the challenges and suggest better approaches. Based on purposive sampling, a case study approach was adopted to analyse five PPP cases conducted in rural KwaZulu-Natal. Five key challenges: lack of EA legislation awareness; imbalanced power relations; negative past experience; threat to environmental autonomy; and poor project planning affected the PPP cases analysed in this study. These challenges emanate from internal and environmental factors. The study argues that internal challenges such as a lack of EA legislation awareness can be managed better during the PPPs. However, external challenges such as imbalanced power relations are usually impossible to resolve during the PPP. The modes of communication play a key role in public participation. Word of mouth is appropriate to facilitate participation of the vulnerable IAAPs. A key finding was the combined impact of the challenges and appropriateness of communication mode determines the PPP outcome, with the challenges being significant determining factor. The study maintains that a good understanding of potential challenges associated with development project sites will enable EAPs to design better and more responsive PPP approaches. To achieve this, the study recommends a Dual Approach Planning Model (DAPM). This approach recommends designing the PPP through preplanning information appraisal and prediction of potential challenges to create awareness about potential challenges. The DAPM argues that this awareness will assist EAPs to better estimate the time and to mobilise tools and resources required to manage the challenges, while focusing on successful completion of the PPP. Mkhondeni Stream Catchment Area Strategic Environmental Assessment : an examination of governance processes with particular reference to public participation.Abboy, Cassandra S. January 2008 (has links)
In recent years within South Africa, good governance has become a governmental goal with sound public participation processes becoming a core element of good governance practices. As a result of this goal, most decision-making tools have an element of public participation within them: a Strategic Environmental Assessment (SEA) is one such tool. This study aimed to examine the governance processes within the draft Mkhondeni Stream Catchment (MSC) area SEA with particular reference to public participation. Five objectives were conceived to achieve this aim. The first objective involved an examination of the public participation processes as articulated by the legislation. The second objective involved an examination of the public participation processes of the draft MSC area SEA. The third objective was to determine whether the ‘deliberation’ or public participation process was adequate. The fourth objective was to investigate how the draft MSC area SEA was framed and reframed by key stakeholders. The fifth and last objective of this study was to reflect on the public participation process and how it may be strengthened. Against the background of a focused literature review on good governance practices, public participation and SEAs, the fieldwork undertaken involved a qualitative approach using key informant interviews and random community member’s interviews. The key informant interviews were held with what are widely considered to be the key stakeholders within the MSC area SEA process. Random interviews were held with Ashburton community members to add value to this study by allowing for a wider perspective from general community members to be understood. There were 5 objectives that are set out for this study and they were achieved. Objective 1 is achieved through an examination into the public participation processes as articulated by the Provincial Department of Environmental Affairs and Tourism (DEAT) and legislation. The findings reveal that there is sufficient legislation and processes with regards to public participation in terms of Environmental Impact Assessments (EIAs); however it is noted that there is a lack of clarity with regards to the public participation processes and legislation within the SEA process and at present there are only recommendations for best practice. Objective 2 and 3 are achieved as they dealt with the understanding and adequacy of the public participation processes within the draft Mkhondeni SEA. The findings generated allow for the public participation methods and process used to be noted and in relation to the methods and process used the public participation process was deemed to be inadequate as it did not meet the minimum requirements stipulated by legislation in terms of public participation within an environmental assessment as well as the recommendations for best practice. Objective 4 is achieved by investigating how the draft SEA is framed by the key stakeholders. Out of the results the emerging themes that were identified within this study were that of: (a) Misrepresentation of the community by the Preservation of the Mkondeni Mpushini Biodiversity Trust (PMMBT); (b) the SEA being viewed as a learning process in which a lack of clarity emerged amongst interested and affected parties (I & APs) about the exact process that needed to be carried out to achieve the SEA; (c) a lack of trust in the government to take the comments of the community into consideration; (d) the importance of education within society about environmental tools, such as the SEA, and their uses; and (e) the need for social development to be considered alongside environmental concerns within the Ashburton area. And lastly, objective 5 is achieved as the public participation process within the draft SEA is reflected upon and recommendations are made. These recommendations deal with the following: (1) Involvement in the Formulation of the ToR, (2) Identification of I & APs, (3) Feedback, (4) Capacity Building and Education needs and (5) Management of the SEA Process.
