This study aims to examine the implications of tourism resort about the development in the Jacumã district. The survey methods included a researched with leading sites in order to find out the news on the actions taken by tourism in the study area, as well as interviews with those involved in tourism development in the locality. Data were analyzed using content analysis technique. The results based on the categories of analysis "Jacumã Tourism Development" and "Tourist Resorts in Jacumã" show that the tourism resorts has not brought significant level of local development, considering that the problems encountered in infrastructure have not been mitigated Jacumã or even discussed seeking a solution. The study concludes that although it would appear the growth of tourism in the region the speeches made by local hegemonic agents assume a cyclical bias, because they realize the awakening to tourism, there is awareness that is necessary to change the current situation in. However, there are no actions in the medium or long term that may solve the obstacles and difficulties experienced by the population and needed to expand the development by the local trade. In this sense, it is believed that the interests are primarily anchored in the perspective of growth and not local development through tourism. / O contexto em que vem se desenvolvendo a atividade turística no litoral sul da Paraíba destaca-se pela chegada de grandes empreendimentos hoteleiros instalados na localidade. Este estudo tem por objetivo analisar as implicações do turismo de resort no desenvolvimento do distrito de Jacumã. A metodologia da pesquisa compreendeu uma pesquisa hemerográfica junto aos principais portais de notícia do estado que repercutem sobre as ações efetuadas pelo turismo na área de estudo, além da realização de entrevistas junto aos agentes envolvidos no desenvolvimento do turismo na localidade. Os dados foram analisados por meio da técnica de Análise de Conteúdo. Os resultados obtidos com base nas categorias de análise Desenvolvimento Turístico de Jacumã e Turismo de Resorts em Jacumã demonstram que o turismo de resorts não trouxe relevante nível de desenvolvimento local, haja vista que os problemas encontrados na infraestrutura de Jacumã não foram mitigados ou mesmo discutidos em busca de uma solução. O estudo conclui que a apesar de se constatar o crescimento do turismo na região os discursos apresentados pelos agentes hegemônicos locais assumem um viés cíclico, pois se percebe o despertar para o turismo, existe a consciência de que é necessária a mudança do panorama atual, no entanto não existem ações a médio ou longo prazo que possam solucionar os entraves e dificuldades vividas pela população e necessárias a ampliar o desenvolvimento, por parte do trade local. Nesse sentido, acredita-se que os interesses estão basicamente ancorados na perspectiva de crescimento e não desenvolvimento local por meio do turismo.

This study analyzed the material and symbolic reconstruction of historical heritage sites that have generated debates and proceedings about it s conservation and revitalization and its significance for the fomentation of touristic activities with the aim of local development and promotion. The different agents participate of the sites reconstruction attributing to the historic center importance for the fomentation of activities capable of enabling the economic growth, improvement on the social condition of the habitants and the preservation of local cultural identity. The research was plural-methodological: on one side, qualitative methodology with structured and semistructured interviews directed to the representatives of Friends Association of Areia (AMAR), entrepreneurs, representatives of official preservation organs ( National Institute of Historical and Artistic Heritage IPHAN - , and the Institute of Historical and Artistic Heritage of Paraiba IPHAEP), and the Departments of Administrations and Tourism of Areia. On the other side, one quantitative methodology with researching of data that confirm changes on population behavior towards the use of spot listed sites. The established dynamics between these agents proved relationship of cooperation and conflicts searching to the conservation and revitalization of the built heritage of Areia. / O Conjunto Histórico, Urbanístico e Paisagístico de Areia foi tombado em nível nacional em 2006 e, atualmente, encontra-se submetido a um processo de reconstrução com base nas representações e ações que os diversos agentes sociais e institucionais realizam no território. O presente estudo analisou esse processo de reconstrução material e simbólica do patrimônio histórico, que tem gerado debates e ações acerca de sua conservação e revitalização, e sua relevância para o fomento de atividades turísticas voltadas para a promoção do desenvolvimento local. Os distintos agentes participam da reconstrução do lugar atribuindo ao centro histórico importância quanto ao fomento de atividades capazes de viabilizar o crescimento econômico, melhoria nas condições sociais dos habitantes do município e manutenção da identidade cultural local. A pesquisa teve caráter pluri-metodológico: de um lado, metodologia qualitativa com entrevistas estruturadas e semi-estruturadas direcionadas aos representantes da Associação dos Amigos de Areia (AMAR), aos empresários, aos representantes dos órgãos oficiais de preservação (Instituto do Patrimônio Histórico e Artístico Nacional IPHAN , e o Instituto do Patrimônio Histórico e Artístico do Estado da Paraíba IPHAEP), e às Secretarias de Administração e de Turismo de Areia. Por outro, uma metodologia quantitativa com levantamento de dados que atestam mudanças no índice populacional e nas formas de uso do espaço tombado. As dinâmicas estabelecidas entre estes agentes comprovam relações de cooperação e de conflito na busca pela conservação e revitalização do patrimônio edificado areiense.
