Concept of Two-level games is one of the most sophisticated approach for analysis of the process of international bargaining. Moreover, many research papers focused either on prediction of the outcome of international negotiations or on explanation of the outcomes of former negotiations are based on premises of this concept. However, its application on real example of the negotiation, specifically, on the SALT I talks between the Soviet Union and the United States shows that the Two-level games is not universally valid since many of its predictions have not been verified. There are certain limitations within crucial independent variables (defined by the concept) connected with domestic institutions and domestic preferences and their influence on the size of win-set which has direct impact on the results of the bargaining process. These limitations must be considered in the research. The analysis of the SALT I explores that heterogeneous preferences as well as relatively strong domestic institutions do not have to result in smaller win-set; that presence of no-agreement costs can reduce an influence of other variables, and; that presence of those non-expected (from the view of the original concept) consequences caused by the adjustment of the independent variables occurs within the negotiations...

The Influence of National Interests on EU Trade Policy Development : Germanys Foreign Policy Decision in the European Unions Negotiations of the Corporate Sustainability Due Diligence Directive

This thesis provides a detailed explanation of the complex interrelations between national political dynamics and policy-making processes within the European Union, with a particular emphasis on Germany's involvement in the negotiation of the Corporate Sustainability Due Diligence Directive. The central research question is as follows: What factors influenced Germany's decision to block the CSDD adoption despite agreeing to the proposal just a month earlier? The theoretical approach for this research integrates normative institutionalism and a new model of foreign policy analysis within the framework of two-level game theory. These theoretical constructs are leveraged to dissect the dual-level negotiation processes, facilitating an analysis of how Germany navigates between internal pressures and broader EU policy mandates. This theoretical exploration extends to assess the overarching dynamics of EU legislative processes, especially in relation to the alignment and conflict between economic imperatives and normative policy objectives such as sustainability. Methodologically, this thesis utilises in-depth theory- building process-tracing to identify causal-mechanisms that led from the proposal of the CSDD draft to Germanys decision to hinder the adoption of the agreed upon draft. The results underscore a nuanced landscape of negotiation and adjustment, wherein Germany's economic imperatives frequently conflict with the EU's sustainability ambitions. The analysis demonstrates that Germany's external commitments to EU sustainability policies are significantly conditioned by domestic economic considerations, which in turn influence Germany's tactical approaches within EU policy negotiations.

國際貿易會決定國內不同行為者的利益分配,促使國內產生主張自由貿易與支持保護主義的陣營,進而影響貿易政策的制訂。本論文以紡織品貿易為主題,首先闡述保護主義為何在貿易自由化浪潮中,依舊能夠貫穿20世紀後半葉的紡織品貿易,卻又在1990年代末期開始式微;其次,本論文分析當全球紡織品貿易於2005年全面取消配額之後,中國紡織品的大量出口,如何引發進口國內部保護主義勢力的反撲,令歐盟和美國先後和中國重新展開紡織品配額談判。最後,本論文分析歐、美境內自由貿易與保護主義兩個陣營,如何影響和中國的談判結果,並藉此比較具有不同制度的經濟體,如何回應國際經濟秩序的變化。 本文援引Robert Putnam所提出的「雙層賽局」分析架構,並進一步討論國內制度如何國際談判產生影響。經研究後發現,歐盟和美國內部的政治聯盟是影響談判結果的重要因素。這兩起談判雖然都源於本國紡織業者在受到中國紡織品的強力挑戰之後,進而要求政府必須出面解決這個問題,但是,由於歐盟和美國內部政治制度設計的不同,讓不同陣營有不同的施力空間,最後使得兩起談判結果有所差異。在歐盟方面,紡織產業和進口商之間的衝突,透過歐盟尊重多元的政治制度設計而有了旗鼓相當的局勢,因此歐盟執委會出面和中國談判之前,必須兼顧這兩個陣營的利益,令歐盟和中國的談判結果較有利於中國紡織品出口。但是在美國方面,儘管進口商和紡織業者之間的利益也是有所衝突,不過紡織業者最後透過政治運作而佔了上風,加上美國政府也希望藉由限制中國紡織品來降低對中國的貿易逆差,使得中美談判的結果對中國較為嚴格,具有濃厚的保護主義色彩。 / International trade distributes various interests to actors, who then form two camps supporting free trade and protectionism, respectively. Both two camps also influence the decision-making of trade policy. This thesis focuses on textile trade and analyzes why protectionism could prevail in the textile trade during the second half of 20th century, and why it declined in the end of 1990s. Second, this thesis analyzes how China’s considerable textile exports after 2005 incur resistances of protectionists in the European Union (EU) and the United States (US). Those protectionists request their government to negotiate with China on textile products. However, those requests attract the counterpunches from supporters of free trade. By rendering the “Two-level Game Theory”, this thesis discovers that the domestic coalitions in the EU and the US significantly determine the results of negotiations. Although both negotiations result from powerful challenges of Chinese textile products, the EU and the US have their own institutional designs and then take different responses. In the EU, conflicts between textile industry and textile importers are of approximately equal strength. The European Commission has to hold an eclectic position between the supporters of free trade and protectionists. As a result, the results of EU-Sino negotiation favor China’s textile export to the European market. On the other hand, even though there are conflicts between textile producers and importers, producers get the upper hand by lobbying politicians. In addition, because the US government also intends to reduce the US’ tremendous trade deficit with China by limiting China’s textile product, the US-Sino textile quota negotiation is much more protectionism-oriented.

本論文主要研究台灣學生本土宣言與香港學生宣言的相似處,且提供了此兩社群跨國界合作的機會。香港與台灣兩地的活動家在西元2014年1月13日正式接洽。香港及台灣泛民主團體的學生與政治家在台北舉行為期一周的會談,標誌著倡議民主的雙方首次接觸。 本次爭議以地方來說,主要是反對當地政府,以國際來講,則是反對中華人民共和國。此活動有利於民主、自決與身分認同。因此,兩次社會運動與兩方社群推行相似的目標及面對共同的敵人。會談後,雙方新階段的合作展現於台灣「太陽花學運」和香港「讓愛與和平佔領中環活動」。世界正在目睹跨國家社會運動間,為了加強其宣言力量而興起的趨勢。 本研究論點是基於社會運動影響理論,隨機在羅伯特·普特曼雙層賽局理論中,採用了道格·麥克亞當的集體行動間動態交互模型。該理論框架指出,一個國家的社會運動(香港或台灣)可以作為另一個社會的參考,尋求由地方政府創造「國際機會」(如:反對地方政策或一個國家:中華人民共和國)。這種情況已經出現於2014年9月28日,在香港突然出現的抗議活動。而且,幾乎立刻,近4000人聚集在台北的自由廣場以表支持。這樣一大群人,他們大多數為學生,在如此短的時間內聚集,此現象提供了本論文研究基礎,探討是否此情緒也在台灣學生中蔓延。 / The present thesis argues that the resemblance found between Taiwanese students in their local claims and those of Hong Kong students, has provided an opportunity for both societies to start collaborating at a transnational level. The first formal approach between Hong Kong and Taiwan activists came in January 13, 2014. Pro-democracy groups of students and politicians from Hong Kong and Taiwan gathered in Taipei for a weekend of talks. This marked the first real approach between both democratic advocates. Locally the struggle was directed at the governments and internationally against the PRC. The objectives of these movements favor democracy, identity and self-determination. Therefore, both social movements and societies push for similar objectives and share a common foe. After the meeting a new level of cooperation was reached between the two sides that was shown during the Sunflower movement in Taiwan and the Occupy the Central with Love and Peace OCLP in Hong Kong. The world is witnessing the dawn of a cross-national approach between social movements that seek to strengthen the force of their claims. The argument of the present study is based on the Social Movements Impact theory, using Professor’s Doug McAdam’s dynamic interactive model of a collective action, in a Robert Putman’s "Two Level-game" case of opportunity. This theoretical framework suggests that a social movement of one country (Hong Kong or Taiwan) can be used as a reference the society of another to renew the “international opportunity” (rejection of a local policy or a country: PRC) created by the local government. This case was seen on the on September 28, 2014 when abruptly emerged the protests in Hong Kong and, almost immediately, near four thousand people gathered at Taipei’s Liberty Square to show their support. The fact that such a large group of people, most of them students, gathered in so short period of time, provides the ground for the present study to explore if the sentiment is spread in the Taiwanese student community.

The diploma thesis United Kingdom and the Israeli-Palestine peace process is focused on British foreign policy towards the situation in Israel/Palestine and the ongoing peace process between 1997 and 2001. It addresses the main assumptions for the approach of the Tony Blair's government and their fulfilling. It is based on the analysis of speeches and documents issued by the Labour Party or by the government of the United Kingdom, on which it at first defines the assumptions about the activities of the United Kingdom on the international level, which it understands as commitments towards British and the electorate. Further, it presents the major steps made towards the situation in Israel/Palestine, as well as the long-term motives of Tony Blair government's approach to this area, which can be seen in speeches and other materials. It then examines whether the policy towards the Israeli-Palestine peace process matched the outlined assumptions and expectations. Subsequently, it deals with the causes of the found differences and discusses the importance of this topic for the government of Tony Blair and its possibilities get more involved in these issues. Zapojení provincií v kanadské přistěhovalecké politice: Příklad Ontaria / Provincial Involvement in Canadian Immigration Policy Making: The Case of Ontario

Asymmetry and executive federalism are two unique features that dominate the Canadian political landscape. As a result, federal and provincial governments are in direct negotiations over many current public policy issues, immigration policy notwithstanding. In order to understand the current immigration debate and to evaluate the benefits of greater provincial involvement, it is first necessary to comprehend what motivates provinces to be active in immigration policy-making. Ontario presents an interesting example of a province that used to be quite content with leaving the federal government dominant in the immigration arena but that has recently changed its attitude completely: Ontario is now much more assertive in presenting its demands. Through a comprehensive literature review and a series of interviews of key immigration policy figures, this study analyzes the main motives of Ontario with respect to immigration policy. It finds that they were primarily of economic, demographic, and political nature and that they were mainly connected to the relative decline of Ontario's position within Canada.
