Property right protection and aquifer development management are the primary goals of groundwater agencies in the western United States. A variety of implementation strategies are used to foster these goals. Some strategies are more discretionary than others; some are more encouraging of local decision-making; some are intended to promote renewal rather than depletion of groundwater resources. This research identifies and classifies legislative, administrative, and judicial groundwater management approaches. Each category of approach is evaluated in terms of the effectiveness and the equity with which the goals of property right protection and aquifer development management are met. The management methods which most effectively and equitably protect property rights and control aquifer development are recommended. These methods limit the cumulative extent of drawdown caused by well interference and establish a maximum allowable rate of static water level decline.

Description and interpretation of the Jurassic J-2 unconformity of the Western Interior (U.S.A.)Swezey, C. (Christopher) 06 February 2013 (has links)
The Jurassic J-2 surface is one of the more extensive unconformities of the Western Interior (U.S.A.). Stratigraphic relationships show that this is an angular unconformity, which developed first in the north and progressively moved south. An examination of features associated with the J-2 surface reveals detrital and diagenetic chert grains, ventifacts, polygonal fracture patterns, oscillation ripples, and paleotopographic relief. Some of these features indicate that the J-2 unconformity was a hot, dry, deflationary surface, and that the level of deflation on this surface was controlled, at times, by the height of the water table. The ventifacts are a lag deposit of the overlying Gypsum Spring Formation. Three possible variables involved in the formation of the J-2 surface are fluctuations in water table, disruption of sediment supply, and tectonic activity. For the Early-Middle Jurassic, these variables can be associated with increased rifting rates in the Atlantic Ocean. The increase in rifting rate raised eustatic sea level, which resulted in a larger area for deposition of marine sediments and a rise in continental water table. A higher water table would have trapped sediment that was previously available for sand sea (erg) formation. Furthermore, a higher sea level might have changed sediment supply and transportation routes. As the increase in rifting continued, tectonic movement and tilting of the North American plate occurred. This tilting caused the uplift and erosion of some deposits, and influenced the sites available for sediment preservation. / text

HORSE RACE OVER POLICIES: A COMPARATIVE STUDY OF THE 2008 U.S. PRESIDENTIAL ELECTION IN SOUTH KOREAN AND AMERICAN NEWSPAPERSHa, Jaesik 01 January 2009 (has links)
The purpose of this study was to compare media framing in the news coverage of South Korean and American newspaper media during the 2008 U.S. presidential election. The findings show that major newspapers in South Korea and the United States framed the election as a political game, focusing on tactics and polling. A horse race frame was used in 40.2% of South Korean news articles and in 37.8% of U.S. news articles. In addition, this study examines the kinds of topics that predominated in the election coverage. The findings suggest that the topic of `election politics' accounted for more articles than any other topic: 53.8% of South Korean news articles, and 41.3% of U.S. news articles, dealt with election politics. This category of `election politics' includes debate, campaign strategy, candidate qualifications, and polling. Foreign affairs and the economy occupied a relatively small percentage among topics. Another finding was that the national interest frame was insignificant in the election coverage of the two countries. In U.S. news coverage, news sources are diversified among politicians (34.6%), candidates (29.4%), civil society (e.g., citizens or civil organization, 14.1%), and other sources. In contrast, among South Korean news articles, 44.8% used foreign media as a primary source.

Battle Against Extinction: Native Fish Management in the American WestJanuary 1991 (has links)
In 1961 the Green River was poisoned and its native fishes killed so that the new Flaming Gorge Reservoir could be stocked with non-native game fishes for sportsmen. This incident was representative of water management in the West, where dams and other projects have been built to serve human needs without consideration for the effects of water diversion or depletion on the ecosystem. Indeed, it took a Supreme Court decision in 1976 to save Devils Hole pupfish from habitat destruction at the hands of developers. Nearly a third of the native fish fauna of North America lives in the arid West; this book traces their decline toward extinction as a result of human interference and the threat to their genetic diversity posed by decreases in their populations. What can be done to slow or end this tragedy? As the most comprehensive treatment ever attempted on the subject, Battle Against Extinction shows how conservation efforts have been or can be used to reverse these trends. In covering fishes in arid lands west of the Mississippi Valley, the contributors provide a species by species appraisal of their status and potential for recovery, bringing together in one volume nearly all the scattered literature on western fishes to produce a monumental work in conservation biology. They also ponder ethical considerations related to the issue, ask why conservation efforts have not proceeded at a proper pace, and suggest how native fish protection relates to other aspects of biodiversity planetwide.
