This study has the main objective to characterize, based on specifies of local context, the different solutions adopted to attain this question, describing the main typological solutions and their relations to urban growth and the configuration of a physically and socially segregated city with different urbanization patterns. Thus, for each of the three major instances identified, that were slums, construction of sets of rent houses and the peripheral expansion by lot partitioning, we aimed to: point the relationship to public policies, connecting the different actions of local government with dwelling solutions; characterize the investor and the type of capital employed in each moment; consider the dweller and the values that were attributed to him along time. / Decorrente das significativas transformações experimentadas pela cidade de Pelotas, nas últimas décadas do século XIX, a habitação popular passou a constituir um dos problemas a exigir atenção. Este trabalho tem como objetivo principal caracterizar, a partir das especificidades do contexto local, as diferentes soluções adotadas para o enfrentamento dessa questão, descrevendo as principais tipologias habitacionais populares e a relação que estas mantiveram com a expansão urbana e a configuração de uma cidade segregada física e socialmente e com diferentes padrões de urbanização. Assim, para cada um dos três principais momentos identificados, que foram os cortiços, a construção de conjuntos de casas de aluguel e a expansão periférica através de loteamentos, buscou-se: apontar os vínculos com a construção de políticas públicas através das diferentes ações do poder público local e sua interface com a moradia; caracterizar o investidor e o tipo de capital empregado em cada momento; considerar o morador e os valores que lhe foram sendo atribuídos.
