A complexidade, que a rede urbana paulista apresenta hoje, é resultado principalmente da reestruturação urbana e econômica, ocorrida na década de 1970, que provocou um rearranjo das estruturas produtivas e também das relações das cidades e seus fluxos. Todas essas mudanças provocaram a promoção da cidade de São Paulo ao patamar de Metrópole Nacional e cidades como Campinas obtiveram também destaque e começaram a ser foco de pesquisas desde então. Porém, com a consolidação das metrópoles e a ascensão do papel das cidades médias, outras cidades de porte médio também começam a ter evidência, apresentando uma economia diversificada (principalmente no setor de serviços) e dinamismo com cidades ao seu redor, apresentando inclusive uma centralidade relevante. Mas qual seria o papel dessas cidades e sua relevância num espaço tão denso? A aglomeração urbana de Mogi Guaçu e Mogi Mirim, no estado de São Paulo, é o objeto empírico desta pesquisa, pois afinal vem apresentando uma centralidade, mesmo estando tão próximas de Campinas e São Paulo. O objetivo principal desta pesquisa é compreender se essa aglomeração apresenta características próprias de sua dinâmica territorial ou se apenas reproduz as “vibrações” da metrópole. / The complexity of the urban network São Paulo presents today is mainly the result of the decade of 1970’s urban and economic restructuring that caused a rearrangement of productive structures, and also of the relationship of cities and their flows. All these changes led to the promotion of the city of São Paulo to the level of National Metropolis, and cities like Campinas also obtained prominence and began to be the focus of researches since then. However, with the consolidation of cities and the rise of the role of medium-sized cities, other mid-sized cities also begin to have evidence, presenting a diversified economy (especially in the service sector) and dynamism with cities around them, including presenting a relevant centrality. But what is the role of these cities and their relevance in such a dense space? The urban agglomeration of the cities of Mogi Guaçu and Mogi Mirim, in the State of São Paulo, is the empirical objective of this study, once they are presenting certain centrality even being so close to Campinas and São Paulo. The main objective of this research is to understand whether this agglomeration presents characteristics of its territorial dynamics or merely reproduces the "vibrations" of the metropolis.

The thesis studies possibilities of restructuring of post-industrial cities by closely following and comparing the restructuring efforts of two cities located in the U.S. Midwest, Detroit and Pittsburgh. It studies the consequences of globalizing economy on the area of so- called Rust-Belt, as well as the impacts of the federal urban policies on the older industrial cities located in this area. Through deindustrialization of their economies, both Detroit and Pittsburgh suffered from similar problems, such as depopulation, unemployment, factory closure, and urban decline. Therefore to evaluate the level of success of the cities' transformation, the thesis compares their demographic and economic development. The last two chapter of the thesis provide assessment of Detroit's and Pittsburgh's transformation efforts by focusing on the urban planning and economic restructuralization strategies.
