Defesa: Curitiba, 27/02/2014 / Inclui bibliografia / Linha de pesquisa: Trabalho, ruralidades e meio ambiente / Resumo: O presente trabalho tem como objetivo fundamental analisar a construção da Usina Hidrelétrica de Mauá e as dinâmicas socioambientais deste empreendimento. Esta pesquisa possui duas linhas de investigação, a saber: (1) avaliar o perfil socioeconômico dos dois municípios atingidos pela usina, Telêmaco Borba e Tibagi. (2) mapear e analisar as construções discursivas, a organização das diferentes formas de conhecimento e as "disputas de saber" sobre a construção da usina e resultados socioeconômicos e ambientais por ela produzidos. A metodologia priorizou o mapeamento do campo social, a coleta de dados qualitativos e quantitativos mediante entrevistas, observação participante e a análise de dados socioeconômicos. O objetivo principal foi verificar os impactos no perfil socioeconômico e ambiental dos municípios a partir da construção e operação da usina. Os resultados indicam que em todo o processo de construção não houveram acordos sobre a necessidade de implantação de tal empreendimento naquele território, nem sobre os impactos ambientais que serão gerados ao longo do tempo. Na dimensão socioeconômica, os dados indicam poucos impactos positivos no perfil da região ao longo de toda a construção da usina. O discurso sobre o desenvolvimento regional se fundamentou por um determinado conhecimento tecnocientífico para legitimar a política energética e a construção da usina perante outras vertentes científicas e contra outras formas de conhecimento que se colocaram contra a implantação de tal empreendimento. Com uma proposta multimetodológica e interdisciplinar propusemos, então, um caminho analítico diferenciado para compreender a construção de uma usina hidrelétrica; os pressupostos que justificam ou contestam as decisões políticas e econômicas na esfera da gestão energética nacional; e finalmente, compreender como se constitui o campo de debates e disputas sobre os efeitos e os resultados socioambientais nos bens comuns promovidos pela UHE Mauá. / Abstract: This work have the main purpose to analyze the construction of the Mauá Hydroelectric Power Plant and the social and environmental dynamics of this enterprise. This research has two lines of investigation, namely: (1) assess the socioeconomic profile of the two municipalities affected by the plant, Telêmaco Borba and Tibagi; (2) Mapping and analyzing the discursive constructions, the organization of different forms of knowledge and "disputes to know" about the plant construction and socioeconomic and environmental results that it produces. The methodology prioritized the mapping of the social field, the collection of qualitative and quantitative data through interviews, participant observation and analysis of socioeconomic data. The main objective was to assess the impacts on the socio-economic and environmental profile of the municipalities from the construction and operation of the plant. The results indicate that in the whole process of construction there were no agreements on the need to implement this enterprise in that territory or on the environmental impacts that will be generated over the time. In the socioeconomic dimension, the data indicate few positive impacts on the profile of the region throughout the plant's construction. The discourse about the regional development was based on a certain techno-scientific knowledge to legitimize the energy policy and the construction of the plant before other scientific aspects and against other forms of knowledge who reacted against the implementation of this undertaking. With a multimethodological and interdisciplinary approach, we proposed then a differentiated analytical way to comprise the construction of a hydroelectric plant. We would like to know the assumptions that justify or challenge the political and economic decisions in the sphere of national energy management. Finally, understand how this field of debates and disputes about the effects and the social and environmental results in the commons promoted by HPP Mauá.

Therefore, the main goal is to present the operation process of the construction of Mauá Hydroelectric Power Plant, the impacts and how the affected community understands all changes that have happened in their lives. This study has supported by the Categories of Analysis of Historical Materialism Dialectical. The research process was based on initially in the bibliographic searching on the subject, and after that focus on the live history of the involved people and subsequent analysis of the data. This dissertation allows alleging that while the capitalistic logic mediate the relationship between companies and affected there is the necessity to must think and project development models where these relationships become more human and less unequal / O presente trabalho consiste em uma pesquisa de campo seguida de um levantamento teórico-bibliográfico, com o intuito de analisar a dialética resistência x desistência e suas implicações na vida dos atingidos pela construção da usina hidrelétrica de Mauá. Para tanto, tem como principal objetivo apresentar o modo de funcionamento do processo de construção da Usina hidrelétrica de Mauá, os impactos gerados e como a população atingida decodifica todas as mudanças que ocorrem em suas vidas. Para tal compreensão do fenômeno estudado fez-se uso das categorias de análise do Materialismo Histórico Dialético. O processo investigativo baseou-se inicialmente no levantamento bibliográfico sobre o tema para, em seguida, focar a história de vida dos sujeitos envolvidos e, posteriormente, analisar os dados levantados. Este estudo permite afirmar que, enquanto a lógica capitalista mediar as relações existentes entre empresas e atingidos, há que se pensar e projetar modelos de desenvolvimento nos quais essas relações tornem-se mais humanas e menos desiguais
