Jonavos rajonas yra labai patogioje geografinėje vietoje, beveik pačiame šalies centre, greta antro pagal dydį Lietuvos miesto Kauno. Todėl šis rajonas yra patrauklus žmonėms, norintiems gyventi toliau nuo miesto triukšmo, bet neatitrūkus nuo gyvenimo ritmo. Tyrimo tikslas - išanalizuoti valstybinės žemės pardavimą Jonavos rajone, įvertinti naudojamų valstybinės žemės sklypų pardavimo ypatumus ir šiame procese iškylančias problemas. Pagrindiniai teisės aktai, reglamentuojantys valstybinės žemės pirkimo – pardavimo klausimus yra Lietuvos Respublikos žemės reformos įstatymas, Lietuvos Respublikos civilinis kodeksas, Lietuvos Respublikos žemės įstatymas, taip pat poįstatyminiai teisės aktai, kuriais vadovaujantis suprojektuojami valstybinės žemės sklypai, sudaromos pirkimo - pardavimo sutartys ir rengiami žemės nuosavybės dokumentai. Jonavos rajone privati žemė sudaro apie 47 %. Tai lemia beveik baigtas nuosavybės teisių atkūrimas, bei padidėjęs valstybinės žemės pirkimo – pardavimo sandorių skaičius. Kasmet Jonavos rajone didėja fizinių ir juridinių asmenų prašymų skaičius pirkti valstybinės žemės sklypus.Tai lemia tiek valstybinės, tiek rinkos žemės kainos didėjimas. Piliečiai, kurie delsė susitvarkyti naudojamus valstybinės žemės sklypus nors ir buvo apmokėję už juos valstybės vienkartinėmis išmokomis, šiuo metu skuba tai padaryti. That is why this district is so attractive for people, who want to escape urban noise, but do not lose touch with rhythm of life. The aim of this research is to analyze selling of public lands in Jonava district, to evaluate the particularities of selling exploited pieces of public land and the problems that come in this process. The fundamental legal acts regulating the issues of purchasing-selling public land are the Law of the Republic of Lithuania on Land Reform, the Civil Code of the Republic of Lithuania, the Law of the Republic of Lithuania on Land, also the post-law acts. Following these acts, pieces of public land are projected, purchasing-selling agreements are arranged and documents of land property are prepared. In Jonava district private land makes up approximately 47 percent. This is determined by the almost accomplished reinstatement of property rights and the enlarged number of arrangements on purchasing-selling public lands. The number of applications for purchasing pieces of public land from physical and juridical persons is increasing in Jonava district every year.
